About this file

This is a technical specification document for the Direct-Digital Control System for HVAC at the New Hampshire Army National Guard (NHARNG) State Military Reservation Building 1 Alterations project, prepared by DuBois & King, Inc., dated July 16, 2026. The project involves upgrading the building automation control systems for two connected buildings (B1 JFHQ and B2 CST) by replacing existing legacy DDC controls with new native BACnet controllers and establishing a unified communication network. The scope includes furnishing and installing all hardware, software, programming, engineering, installation labor, startup, training, and documentation for a complete and fully functional direct-digital control system. The project will replace two existing Johnson Controls/Tridium building controllers (JACEs) in B1 with a single new JACE controller, replace the existing B2 controller with a new JACE of equivalent specifications, migrate multiple communication network protocols to a new MS/TP network, and establish a single unified workstation in B1 to serve both buildings. All work must be carefully coordinated with facility operators, as both buildings remain occupied during construction, with a minimum of two weeks' notice required for scheduling work and equipment outages.

The controls subcontractor must be a single-source responsible entity with minimum three years of experience in designing and installing similar building automation systems and must provide evidence through resumes of qualified project management and technical personnel. The contractor shall provide a list of no fewer than five similar online and functional projects for reference, maintain spare parts inventory for five years, and establish an in-place facility within the continental United States with necessary diagnostic equipment. All BACnet devices, controllers, gateways, routers, actuators, and sensors must be BACnet Testing Laboratories (BTL) listed and compliant with ASHRAE Standard 135-2024. The system performance requirements include graphic display response within ten seconds, network data refresh within five seconds, alarm annunciation within ten seconds, and support for one Engineering Control Center with up to five simultaneous web-based users accessible through HTML5 browsers without proprietary software extensions. Labor and materials are warranted for a minimum of one year, with on-call technical support within two hours of problem reporting and on-site resolution within 24 hours, and the contractor shall provide 40 hours of post-warranty support for system updates and modifications. The system must operate in ambient conditions of 32 to 120 degrees Fahrenheit with 20 to 95 percent relative humidity for indoor equipment and -40 to 65 degrees Celsius for outdoor-mounted controllers in NEMA 4 enclosures.

SECTION 23 0923

DIRECT-DIGITAL CONTROL SYSTEM FOR HVAC

PART 1 GENERAL

1.01 DESCRIPTION

The B1 JFHQ and B2 CST are connected buildings, each served by existing DDC controls.

1. B1 has a mix of controls platforms from a history of upgrades, from a heat pump system to a

VAV system. These multiple platforms will be updated by this project to, generally, convert all major HVAC equipment to new controllers and to a new communication network.

2. B1 has two existing building controllers (B-BC). Project intent is to replace these with a single

JACE building controller. All existing LAN network protocols shall be maintained to continue serving remaining equipment not scheduled to receive new equipment or terminal unit AAC or ASC controllers.

3. B2 has an existing controller. Project intent is to replace this controller with a new B-BC

(JACE) of the same specs as the B1 controller.

4. Front ends. Each building is currently served by their own workstations. Project intent is to set up the two new JACEs to communicate with a single workstation located in B1.

B1 existing DDC system has multiple communication protocols, with the main backbone a legacy

JCI Metasys N2 network.

1. The majority of the N2 network controllers shall be migrated to the new MS/TP network. The remaining N2 equipment controllers, located on all floors, shall be re-connected to maintain communication to the new Jace.

2. All other network protocols serving existing equipment shall be maintained fully functional.

B2 existing DDC system is a JCI BACnet MS/TP network protocol.

1. Certain mechanical equipment currently reporting to the B2 Network Engine (such as B1 chillers, boilers & pumps located in remote equipment shed) are to be migrated from the B2 comm network onto the B1 network.

2. Certain mechanical equipment reporting to the B2 Network Engine (such as pumps and HX’s located in the ground floor Mechanical room off the Drill Hall labelled Remote

Heating/Cooling plant) are to be migrated from the B2 comm network onto the B1 network.

3. All other equipment and devices serving B1 shall be migrated to the B1 network.

Facility Operation – The buildings are both occupied and shall remain occupied during the work.

All work and equipment outages shall be carefully coordinated and scheduled with the Owner to minimize the impact to occupants. Schedule work with a minimum of two weeks’ notice to Owner.

General Contractor shall provide all Mech (Div. 23) & Elect (Div. 26 & 28) scope items including direct-digital control system(s) as indicated on the project documents, point list, interoperability tables, drawings and as described in these specifications.
