About this file
This is an Environmental Management System (EMS) exhibit from the New Hampshire Department of Military Affairs & Veterans Services for the New Hampshire Army National Guard (NHARNG) State Military Reservation Building 1 Alterations project (RFB-DMAVS-2027-03). The exhibit establishes environmental compliance requirements and guidelines that contractors and their employees must follow while performing work on NHARNG properties. The NHARNG has implemented an EMS in accordance with Executive Orders 13423 and 13514 to ensure operations are conducted in an environmentally sound manner. The document identifies two significant environmental aspects that contractors must manage: energy use and vehicle fleet travel between workstations. Contractors are responsible for understanding the environmental impacts of their services and complying with management requirements related to these significant aspects.
Regarding specific environmental requirements, contractors must actively reduce energy consumption through actions such as turning off electrical equipment when not in use, adjusting heating and cooling temperatures, and utilizing alternative fuels where available. For equipment installation or use contracts, contractors must select the most energy-efficient technology available within the project scope. Additionally, the use of Federal GSA Fleet vehicles by contractors is strictly prohibited. The NHARNG provides contact information through the Department of Military Affairs and Veterans Services Environmental Staff at (603) 227-1439, and upon request, contractors may access resources including the NHARNG Integrated Cultural Resources Management Plan, Green Procurement Plan, facility-specific Integrated Contingency Plans, and the Hazardous Waste Management Plan to support compliance with these environmental requirements.

SECTION 1 – NOTICE FOR CONTRACTORS AND CONTRACTOR
EMPLOYEES
1. OVERVIEW
The New Hampshire Army National Guard (NHARNG) has implemented an environmental Management System (eMS), in accordance with Executive Orders 13423 and 13514, to guide its operations in an environmentally sound manner. Under its eMS, the NHARNG has identified significant activities, products or services that can interact with the environment (known as aspects) and potential environmental impacts from its operations.
A. The significant environmental aspects are listed below:
a. Energy Use
b. Vehicle Travel (fleet) Between Workstations
B. These significant aspects and their associated impacts are closely monitored by the NHARNG. Further, the NHARNG is tracking the success of the implementation plans established to achieve the NHARNG’s objectives. For the purposes of this notice, applicability is limited to those actions that the contractor or subsequent employees are likely to perform on NHARNG properties.
C. The primary purpose of this notice is to communicate the three basic tenets of the NHARNG’s eMS policy:
a. eMS (ISO 14001) is the management system the NHARNG uses to implement the Adjutant General’s Environmental Policy.
b. The eMS Environmental Policy commits the NHARNG to comply with environmental laws and regulations, to prevent pollution and to promote continual improvement of the eMS.
c. Contractors are responsible for knowing the environmental impacts of their services and must understand the management requirements for any activities that could affect any of NHARNG’s significant aspects, or that could result in potential environmental impacts.
2. ENERGY USE
The NHARNG is committed to reducing its consumption of energy. Reducing energy consumption may be realized by turning off electrical equipment when not in use, or reducing heating temperatures/increasing cooling temperatures, using alternative fuels (if available, such as E85 or biodiesel), etc. Contracts that include the use or installation of equipment will seek the most energy-efficient technology within the scope of the contract.
3. VEHICLE TRAVEL (FLEET) BETWEEN WORKSTATIONS
The NHARNG is committed to preventing pollution through monitoring of Federal GSA Fleet vehicle usage. Usage of fleet vehicles by contractors is prohibited.
