About this file
This is Addendum #2 to a Request for Bids (RFB DMAVS 2027-03) issued by the New Hampshire Department of Military Affairs and Veterans Services for alterations to Building 1 at the State Military Reservation. The addendum, posted July 30, 2026, addresses seven vendor inquiries regarding project specifications and technical requirements, with responses provided prior to the bid closing date of September 2, 2026 at 12:00 PM EST. Key clarifications include confirmation that curb adapters are acceptable alternatives to curb removal and replacement; that Open Automation, LLC and other qualified contractors are eligible to submit proposals; that all sensors, actuators, and relays for air handling unit (AHU) controller replacements should be assumed functional unless found defective during Retro-commissioning, with defective devices to be identified for agency disposition; that certain building areas require 48 hours' advance notice for access coordination; that existing thermostat wiring may be reused if performance verification confirms functionality; and that replacement thermostats must provide equivalent functionality to existing systems, including dual-function capabilities for temperature, carbon dioxide, and occupancy sensing. The addendum also clarifies that no direct Ethernet connection exists between the existing JCI controller in Building 2 and the JACE location in Building 1, requiring contractors to plan accordingly for network connectivity.
The responses provided in this addendum establish technical parameters and procurement flexibility to encourage broad contractor participation while maintaining design intent and system performance standards. These clarifications address critical design and installation questions regarding controls integration, equipment compatibility, and site access logistics that directly impact bid preparation and project execution. The addendum reinforces that contractors must meet specified technical requirements regardless of equipment manufacturer selection and that work coordination must accommodate an occupied facility with established scheduling protocols.

RESPONSE 5: Design intent is to re-use the existing T-Stat wiring following Contractor verification of performance.
INQUIRY 6: Keynote X indicates "T-STAT, JCI NS8000 SERIES NSB8BTN241-0 FOR
TEMPERATURE-ONLY APPLICATIONS. MODIFY FOR DUAL-FUNCTION APPLICATIONS,
INCLUDING TEMP + CO2, AND/OR TEMP + OCC. SENSOR." Is the intent that existing functionality remains (contractor to replace existing thermostats with these features with new that provide the same features)?
RESPONSE 6: Yes.
INQUIRY 7: Is there an existing Ethernet connection from the existing JCI controller in building 2 to the existing JACE location in building 1?
