About this file

This document contains a past performance questionnaire for evaluating contractor performance on a previous federal contract. It requests ratings and commentary on technical performance, schedule performance, cost control, management performance, and overall recommendations on whether to award the contractor future contracts. Specific areas of evaluation include product assurance, responsiveness, quality, socioeconomic goals achievement, subcontract management, and management of key personnel. The questionnaire aims to collect performance history to aid source selection for future contract awards.

The related federal contract opportunity is a solicitation for secure facility operations, maintenance, and security services at the Naval Research Laboratory sites in Washington, DC and other NRL CONUS locations. Services include operation, maintenance, and security of several secure facilities as described in the Request for Proposal and attachments. The solicitation requires Top Secret/SCI security clearances for key personnel and final TS clearances with SCI eligibility for others by proposal submission. Offerors must comply with all security requirements in the DD Form 254, and inability to meet them will result in a nonresponsive determination. The issuing agency is the Department of the Navy Secretary of the Navy Office of Naval Research.
