About this file
This document is a Buy America Certification form for the Metropolitan Knoxville Airport Authority Terminal Apron Expansion project at McGhee Tyson Airport in Alcoa, Tennessee. The certification, issued on September 30, 2022, with AIP/BIL Numbers 3-47-0037-82-2022 and 3-47-0037-01-2022, requires bidders to certify compliance with Title 49 U.S.C. Section 50101, which mandates the use of steel and manufactured goods produced in the United States for federally funded airport projects.
The certification requires bidders to either affirm they will use 100% U.S.-manufactured steel and manufactured products or request a waiver if full compliance is not possible. Waivers may be granted under specific conditions, such as inconsistency with public interest, insufficient domestic production, high component costs, or if domestic materials would increase overall project costs by more than 25%. Approval of waivers is rare and can only be granted by the FAA Office of Airports in Washington DC or regional/district offices, with specific documentation and component calculations required from the bidder.
