About this file

Addendum No. 3 is issued by the Metropolitan Knoxville Airport Authority for the Knoxville Downtown Island Airport (DKX) project to reroof the Museum Hangar and Maintenance Building. The addendum modifies the original contract documents for two separate bid items: Separate Bid Item No. 1 involves reroofing the Museum Hangar, which includes selective demolition, metal roofing panels, coping, roof light panels, building insulation, and miscellaneous interior improvements. Separate Bid Item No. 2 covers reroofing the Maintenance Building, involving similar scope with selective demolition, metal roofing panels, coping, roof skylights, and building insulation. The project has a contract time of 120 consecutive calendar days for each bid item, with the Notice to Proceed (NTP) to be issued no later than 10 days after final contract execution.

The addendum adjusts several key aspects of the bidding process, including insurance and coverage requirements. The bodily injury and property damage minimum limit has been reduced from $15,000,000 to $14,000,000, and the requirement for an Owners and Contractors Protective (OCP) policy has been deleted. The bidding process allows for potential award of both bid items if funds are available, with the low-price bidder determined by the sum of both items. If funds are limited, the primary intent is to award Separate Bid Item No. 1 (Museum Hangar). Bidders must submit a comprehensive set of attachments, including a bid bond, non-collusion affidavit, equal opportunity report, and various certifications. The bid will remain open for 180 consecutive calendar days, with liquidated damages of $500 per day for failure to complete within the established contract time.

03 Southern Question: On this bid spec, can you advise/confirm whether an OCP is needed or not?

Constructors, Inc. Near the bottom of page 7 seems to want an OCP but there are no specific requirements
