About this file

This is an attachment to a Request for Applications issued by the Oregon Department of Education for the Career and Technical Education Revitalization Grant 2025-2027. The document provides instructions for applicants to develop outcomes and measures demonstrating project achievements across five CTE Revitalization Vision areas. Applicants must identify at least five measurable outcomes—with minimum one outcome per vision area—and document progress markers and expected results for each. The five vision areas encompass high-quality CTE programs leading to meaningful careers; learner empowerment through career pathway information and exposure; connections between technical and academic learning through work-based opportunities; instruction from knowledgeable experts integrating academic and technical content; and flexible learning systems meeting diverse learner needs. The outcomes and measures section constitutes the evaluation plan and must detail both qualitative and quantitative measurement methods, with expected results that are realistic and ambitious within the grant period. Applications are due June 24, 2026, at 2:59 PM (PDT), with all project activities to be completed by June 30, 2027, and final reports due October 8, 2027.

The outcomes and measures attachment is a required component of the application narrative and serves as a critical evaluation criterion scoring up to 25 points. Eligible applicants include Oregon public school districts, Educational Service Districts, public schools, and public charter schools applying individually or in consortium, with maximum awards of $125,000 for single-school applications and up to $250,000 for multi-district consortia. Grant funding, authorized under ORS 344.075 and implemented through OAR 581-044-0210 through 581-044-0260, is appropriated through SB 5515 (2025), with the performance period running from July 1, 2025, through June 30, 2027. Administrative costs are capped at 5 percent of total project budget, and capital improvements and vehicle purchases are explicitly prohibited.

RFA S-58100-00016940 - ODE CTE REVIT 25-27 Att. 5 — Outcomes & Measures (Required) Outcomes and Measures Project Outcomes and Progress Measures Identify at least five outcomes and their measures that describe what will be achieved or accomplished with the help of this project. Outcomes should be measurable, manageable, and meaningful. The measurement of progress and expected results constitute your evaluation plan.

Project Outcome – These should focus beyond the life of the grant funds and be measurable, manageable, and meaningful. There must be at least one outcome in each of the five areas. For ease of reference later in the application, you may wish to number each outcome.

Progress Markers – Include specific methods you will use to measure short-term progress toward the outcome. Measurement can be qualitative and quantitative. More than one measurement can be used in each outcome.

Expected Results – Include specific results you would expect for the progress measurements if the project is successful. These should be realistic and ambitious.

Instructions for Completing Attachment 5 – Outcomes and Measures This attachment contains one table used for two related purposes, as described in Sections 3.2.3.5 and 3.2.3.6 of the RFA:

1. Column 1 – Project Outcomes

· Identify at least one outcome in each of the five CTE Revitalization Vision areas.

· Outcomes must be measurable, manageable, and meaningful.

· These outcomes represent what will be achieved.

2. Columns 2 and 3 – Progress Markers and Expected Results

· Identify how progress toward each outcome will be measured.

· Progress markers may be descriptive and/or numeric but must be systematically collected.

· Expected results describe what success will look like within the grant period.

Applicants must complete all three columns for each outcome.
