About this file
This is Amendment 3 to the Request for Applications (RFA S-58100-00016940) issued by the Oregon Department of Education for the Career and Technical Education (CTE) Revitalization Grant 2025-2027. The amendment clarifies applicant eligibility requirements by establishing that federally operated schools, including Bureau of Indian Education (BIE) schools, are not eligible to serve as lead applicants. Eligible applicants are limited to Oregon public school districts, education service districts (ESDs), public schools, and public charter schools. The amendment specifies that while ineligible entities such as private organizations, nonprofits, and federally operated schools cannot apply independently, they may participate as partners in projects led by eligible applicants. The application submission deadline is June 24, 2026, at 2:59 PM (PDT), with a questions and clarifications deadline of May 27, 2026. A notice of intent to award is anticipated July 8, 2026, followed by a seven-calendar-day appeals period. All project activities must be completed by June 30, 2027, with final reports due October 8, 2027.
Maximum grant awards are $125,000 for single-school applications and up to $250,000 for multi-district consortia, with no minimum funding requirement and administrative costs capped at 5 percent of the total project budget. The grant is funded through legislative appropriation in SB 5515 (2025) and is authorized under ORS 344.075 and OAR 581-044-0210 through 581-044-0260. Capital improvements and vehicle purchases are explicitly prohibited. The program carries no specific set-aside designations for disadvantaged enterprises but emphasizes equity strategies for historically and currently marginalized students as a core evaluation criterion. Applicants must develop and sustain partnerships with federally recognized Tribes, community-based organizations, businesses, industries, labor organizations, and community colleges, evidenced through written commitment letters demonstrating specific contributions. Applications must be submitted electronically through Smartsheet, with no paper or email submissions accepted.

CTE REVIT 25-27
SECTION 1: PURPOSE
The purpose of this amendment is to clarify applicant eligibility under this Request for Applications (RFA).
SECTION 2: MODIFICATIONS
The Official Q&A document is modified as follows (new language is indicated by underlining and bold and deleted language is indicated by strikethrough).
2.1 Addition of Question #18
Q. Are federally operated or federally funded schools eligible to apply for this grant (e.g., Bureau of
Indian Education (BIE) school)?
A: Federally operated schools, including Bureau of Indian Education (BIE) schools, are not eligible to apply as lead applicants under this grant.
Eligibility is based on the type of applicant entity, not funding source. Eligible applicants are limited to public school districts, education service districts (ESDs), public schools, and public charter schools in Oregon.
Entities that do not meet these eligibility categories (including private organizations, nonprofits, federally operated schools, or other institutions) are not eligible to apply independently but may participate as partners in a project led by an eligible applicant.
