About this file
This is Amendment 2 to Request for Applications (RFA) S-58100-00016940 issued by the Oregon Department of Education for the Career and Technical Education (CTE) Revitalization Grant 2025-2027 program. The amendment clarifies and updates the original RFA to reflect applicant questions and ensure consistency across all application requirements. Eligible applicants include Oregon public school districts, Educational Service Districts, public schools, and public charter schools, which may apply individually or as consortiums comprising more than one eligible entity. Funded activities must primarily serve secondary grades 9-12 CTE Programs of Study, with limited allowance for other grade levels only when directly supporting a secondary program. Applicants may submit multiple applications and propose multiple Programs of Study within a single application if aligned under a single narrative, outcomes, and budget. The application submission deadline is June 24, 2026, at 2:59 PM (PDT), with a questions and clarifications deadline of May 27, 2026. Award notification is anticipated July 8, 2026, followed by a seven-calendar-day appeals period. All project activities must be completed by June 30, 2027, with final reports due October 8, 2027. The performance period runs July 1, 2025, through June 30, 2027.
Maximum grant awards are $125,000 for single-entity applications and $250,000 for consortium applications, with no minimum funding requirement. Administrative costs are capped at 5 percent of the total project budget. The amendment explicitly prohibits vehicle purchases including cars, trucks, trailers, tractors, and excavators, as well as capital improvements such as structural modifications, system replacements, major renovations, and new construction. Only non-structural, project-supporting improvements such as electrical installations and minor modifications are allowable. Private organizations and nonprofit entities may not serve as primary applicants but may participate as partners. Prior grant recipients remain eligible if their proposed project represents a new or distinct effort and does not duplicate previously funded work; these applicants must complete Attachment 7. The grant is funded through legislative appropriation in SB 5515 (2025) and is authorized under ORS 344.075 and OAR 581-044-0210 through 581-044-0260. No specific set-aside designations exist for disadvantaged enterprises, though equity strategies for historically and currently marginalized students constitute a core evaluation criterion.
