About this file
This is an attachment to a Request for Applications (RFA) issued by the Oregon Department of Education for the Career and Technical Education (CTE) Revitalization Grant 2025-2027, specifying requirements for partner identification and commitment letters. Applicants must identify business, industry, labor, and postsecondary education partners who have reviewed and agreed to participate in implementing the proposed project, listing up to ten partners on the provided form. Each partner must submit a formal commitment letter on organizational letterhead with electronic or wet signature detailing specific resources to be contributed, including financial support, in-kind donations, materials, expertise, and commitment extending beyond the grant period. Commitment letters serve as evidence of substantial partner involvement rather than passive support. All partner lists and accompanying commitment letters must be consolidated into a single document in DOC, DOCX, or PDF format for submission. The application submission deadline is June 24, 2026, at 2:59 PM (PDT), with a notice of intent to award anticipated July 8, 2026, and project completion required by June 30, 2027.
The Oregon Department of Education requires demonstrated partnerships with federally recognized Tribes, community-based organizations, businesses, industries, labor organizations, and community colleges as a mandatory evaluation criterion. Grant awards range from $125,000 for single-school applications to $250,000 for multi-district consortia, with administrative costs capped at 5 percent of total project budgets and no minimum funding requirement. Funding is authorized under ORS 344.075 and implemented through OAR 581-044-0210 through 581-044-0260, with appropriations from SB 5515 (2025). No set-asides for disadvantaged enterprises exist, though equity strategies for historically and currently marginalized students constitute a core evaluation criterion. The grant performance period runs July 1, 2025, through June 30, 2027, with retroactive funding available from the start date.

A letter of commitment must be included for each partner listed above. A commitment letter addresses what specific resources (financial, in-kind, materials, expertise, etc.) the partner will contribute to the project. The letter also addresses the commitment of the partner beyond the life of the grant. Commitment letters demonstrate a greater involvement in a project than letters of support. Letters should appear on the letterhead of the partner organization and should bear an electronic or “wet” signature. Emails are not acceptable. PLEASE COMBINE PARTNER LIST AND ALL PARTNER LETTERS INTO ONE DOCUMENT AND SUBMIT AS A SINGLE DOC, DOCX, OR PDF.
