About this file
The file is a PowerPoint presentation detailing the Federal Aviation Administration's (FAA) communication facility infrastructure and construction requirements for various unstaffed communication sites. The presentation describes several key facility types including System Support Center (SSC), Remote Transmitter/Receiver (RTR), Remote Communications Outlet (RCO), Remote Center Air/Ground Communications (RCAG), Backup Emergency Communication System (BUEC), Radio Communications Link Repeater (RCLR), and Radio Communications Link Terminal (RCLT).
Typical construction projects include Fiber Optics Transmission System (FOTS)/Airport Cable Loop (ACL) installations, tower replacements, recabling, shelter replacements, site establishments, decommissioning/refurbishment, and pole installations. These projects involve complex infrastructure work such as foundation installations, duct bank and cable implementations, electrical systems, HVAC, and communication infrastructure. The associated federal contract opportunity (Solicitation Number 6973GH-25-R-00167) aims to establish a Qualified Vendors List (QVL) for construction services on AJW-242 Unstaffed Infrastructure Sustainment (UIS) facilities located on and off airport operating areas across various US locations.

COMM FACILITY DESCRIPTION
AND RELATED CONSTRUCTION
Facility Description SSC: System Support Center Not a project, but a location for local FAA maintenance/support that helps with various project phases.
For on airport facilities the SSC typically resides at the FAA Airport Traffic Control tower for the airport.
For remote facilities this can be at a nearby airport ATCT.
RTR: Remote Transmitter, Receiver The Remote Transmitter/Receiver (RTR) is an air-to-ground communications system having transmitters and/or receivers and other ancillary equipment serving a terminal facility.
RTR Construction Tower replacements Shelter replacement Re-cabling Site establishment RTR sites typically have 2-4 towers Sites are commonly located ON or near airports Tower height is typically around 40’
RCO: Remote Communications Outlet A Remote Communications Outlet (RCO) is an air-to-ground communications system having transmitters, receivers and other ancillary equipment serving a flight advisory facility. The equipment is typically collocated with a VOR, RCAG, or another type of unstaffed facility. The antenna is typically located on the pole of a collocated facility.
RCO Construction RCO facilities are usually collocated with other FAA facilities Facilities are both on and off airport Construction typically involves the replacement/installation of a folding pole.
Pole height is commonly between 20’-40’
RCAG: Remote Center Air, Ground Communications Facility
A Remote Center Air/Ground Communications Facility (RCAG) is an air-to-ground communications system having transmitters and/or receivers and other ancillary equipment serving an enroute facility.
RCAG Construction Sites typically have 1-4 towers Tower replacement Shelter replacement, Site establishment.
Re-cabling Tower height is typically 40’-100’ Sites are almost always off airport.
BUEC: Backup Emergency Communication System The Backup Emergency Communication System (BUEC) is an air-to-ground communication system having transmitters (TX) and/or receivers (RX), and other ancillary equipment, which is usually remotely located, serving an enroute facility.
BUEC Construction BUEC facilities are sometimes collocated with other FAA facilities, like VOR’s Facilities are both on and off airport Construction typically involves the replacement/installation of a folding pole.
Re-cabling Pole height is commonly between 20’-40’
RCLR: Radio Communications Link Repeater A Radio Communications Link Repeater (RCLR) is repeater link equipment designed to be used with radio-communications-link terminal equipment relays and any number of frequency-diversity multiplexing channels.
RCLR Construction RLCRs are sometimes co-located with another facility (RCAG).
Facilities are OFF airport Decommissioning Demolition Renovation Cable replacement Tower height is commonly between 100’-500’
RCLT: Radio Communications Link Terminal Radio Communications Link Terminal (RCLT) is terminal link equipment designed for any number of frequency-diversity multiplexing channels.
RCLT Construction RCLT’s are almost always collocated with ARTCC’s Facilities are OFF airport Decommissioning Demolition Renovation Cable replacement Tower height is commonly between 100’-500’
COMM TYPICAL PROJECTS
Typical Projects FOTS/ACL Construction
The Fiber Optics Transmissions System (FOTS) is an Airport Cable Loop (ACL) network of fiber optic cable loops that provides communications connectivity between the various types of equipment at different nodes from facilities located around the airport that connect back to the ATCT/TRACON. The real property FOTS components, external to any building or shelter, consist of fiber-optic cables, duct-banks, conduit, man/hand holes, junction boxes and other ancillary components.
FOTS/ACL Construction Includes trenching Installation of duct banks/manholes/hand-holes Pulling cable through duct banks to facilities.
Installation of counterpoise and marking/warning tape.
Projects are ON airport Intensive coordination with Engineering Services/Air Traffic/Aiport etc..
Tower Replacement Installation of Tower foundation(s) Counterpoise (grounding ring) Duct bank and heliax cables Lightning protection Tower assembly/erection FAA then cuts over the new towers (approx. 3 weeks) Contractor will return to demolish the existing towers.
Recabling Installation of Existing shelter wall penetration Underground conduits to existing towers Conduits running up tower Junction box at the top of the towers FAA then cuts over the new towers (approx. 2 weeks) Contractor will return to remove existing cables
Shelter Replacement Installation of Shelter foundation(s) Shelters are typically Precast Concrete Counterpoise (grounding ring) Duct bank and heliax cables to existing towers Electrical systems
HVAC
Communication/telco FAA then cuts over the new towers (approx. 5 weeks) Contractor will return to demolish the existing shelter.
Site Establishment Installation of Shelter and Tower foundation(s) Shelters are typically Precast Concrete Counterpoise (grounding ring) Duct bank and heliax cables to new towers Electrical systems
HVAC
Communication/telco FAA then cuts over the new towers (approx. 5 weeks)
Decommissioning/Refurb Typically only for RCLR facilities Complete or Partial demolition of tower sections After FAA all equipment has been relocated/decommissioned the contract shall remove all tower sections required in the plans Contractor also cuts and removes all guy wires from the site.
Sometimes there are only partial demolition of towers as seen in the pictures
Pole installations Installation of Pole foundation(s) Grounds Duct bank and heliax cables Lightning protection on pole Pole assembly/erection FAA then cuts over the new pole (approx. 1 week) Contractor will return to demolish the existing pole.
