About this file
This document is a Salient Features document for the Cahuilla Ranger Station project, detailing comprehensive design and construction requirements for a new federal facility located at the Imperial Sand Dunes in California. The project involves constructing a primary administrative building and an optional replacement living quarters building, with specific technical and functional specifications across multiple building systems including exterior enclosure, interior construction, electrical, HVAC, plumbing, and site improvements.
Key requirements include creating a secure facility with specialized spaces such as a lobby, reception area, EMS and law enforcement zones, maintenance workshops, restrooms, and telecommunications areas. The design must address unique environmental challenges like sand intrusion, with features like fixed windows, sand-resistant exterior design, and mechanical equipment protection. The optional living quarters building must accommodate up to seven staff members with individual sleeping rooms, shared living spaces, and comprehensive amenities. The project emphasizes security, accessibility, energy efficiency, and functionality, with detailed specifications for materials, electrical systems, fire protection, and site infrastructure including a seven-foot security fence, parking, and utility considerations.

Cahuilla Ranger Station Salient Features
CAHUILLA RANGER STATION
PROJECT SALIENT FEATURES
The following list of salient requirements for the project include both the site and the building. The project is required to comply with any and all applicable codes and standards.
Project Salient Feature Notes:
1. The Salient Characteristics included in this document are intended to serve as a basis from which the project Design-Build Contractor (DBC) will develop the project design documents. The Salient Characteristics list is not intended to be all-encompassing, and the items contained within this list may fluctuate depending on project budget, design decisions, and programming efforts between the DBC and the BLM.
2. Room numbers are based on the original design documents and are not intended to establish adjacencies. The DBC should refer to each individual room’s characters - as well as the Schematic Block Diagram – to establish programmatic adjacencies and access points.
3. The “Specific Requirements” listed in each Room’s chart does not preclude the inclusion of other items that may be required by code or programmatic needs as defined in the project’s Programming phases.
