1. Project Introduction Project Title: Cahuilla Ranger Station Replacement.

1.1. General Scope

In accordance with the terms and conditions of the Contract, the Design-Build Contractor (DBC) or “Contractor” shall perform work for the Bureau of Land Management (BLM) as described below.

All Architect-Engineer (A/E) Services shall be performed by licensed Architects and Engineers registered in the State of California. The Contractor shall furnish all labor, materials, and equipment necessary to complete the project as described in this Statement of Work (SOW) and other provided documentation. It is expected that both the A&E and Construction elements of the Design-Build team shall be engaged throughout the full length of the contract’s period of performance with Construction personnel providing input (cost estimates, constructability, etc.) during the design phase and Design personnel providing input (construction administration, inspections, commissioning services, etc.) during the construction phase.

A complete set of construction documents was provided by a previous A&E firm in 2021. However, due to a lack of funds to construct the facility as designed, a DBC is required to provide an alternative/modified design that meets the original programmatic requirements and construct the CRS replacement facility within budget using the funds available. A new Schematic Block Diagram and list of project Salient Features was developed by BLM design staff based on the original construction documents and programming efforts. These new Schematic documents shall be used as the basis of the design. BLM is open to alternative designs and construction methods to reduce cost while meeting regulations and program requirements.

The building design will be based on the Schematic Design Block Diagram, Salient Features document, and other program information & documents provided by the BLM within this SOW and included in the attachments. The Contractor will be responsible for developing an integrated design solution, construction documents, and final construction. The design of the Cahuilla Ranger Station (CRS) Replacement will require review and coordination with the BLM. This includes but is not necessarily limited to refinement of the existing project program. utility development, security, vehicle / equipment storage, and parking for personal and Government vehicles.

The civil / site and utility design will be based on the 17 March 2023 Final Construction Document Package’s Civil sheets included as an attachment with this SOW. This package was completed as part of the previous design efforts on the project, and the BLM has determined that the large majority of site design elements illustrated in this package successfully meet the programmatic requirements for the project site.

Contractor is responsible for the safety and security of personnel and property on the project site including the construction area, staging area, and worker camp (if applicable). Contractor shall install a 24-hour video surveillance and recording system to monitor the construction site and install perimeter fencing and locked gates to prevent unauthorized access during off-hours.

Contractor shall install timelapse camera(s) to capture the entire construction progress for the whole site and provide a timelapse video showcasing the full construction progress from demolition to completed construction of the new facility.

Contractor shall adhere to all local, state, and federal environmental regulations. Contractor shall submit the following plans as applicable:

• Spill Prevention, Control, and Countermeasure Plan (SPCC):

The Contractor shall comply with the Oil Pollution Prevention requirements as described in 40 CFR Part

112. If applicable, the Contractor shall provide a Spill Prevention, Control, and Countermeasure (SPCC) Plan for this project that meets the requirements of that regulation.

• Storm Water Pollution Prevention Plan (SWPPP):

Design-Build Statement of Work

Prior to the Preconstruction Meeting, submit for approval a written Safety Plan. See Section 2.3.8 for additional details.

1.2. Location

This project is located in the Imperial Sand Dunes Recreation Area (ISDRA) at 4500 Gecko Road, Brawley, California 92227.

1.3. Background / Description

The BLM is soliciting design-build proposals for the design and construction of a replacement facility for the Cahuilla Ranger Station at the Imperial Sand Dunes Recreation Area (ISDRA) in Brawley, California. The new facility will include an approximately 10,000-12,500sf single-story Cahuilla Ranger Station replacement building(s) (12,500sf total max limit). The existing Cahuilla Ranger Station site is partially developed and includes: main modular office building (for visitor reception, ranger station, and emergency services), metal warehouse building for equipment and vehicle storage, modular bunkhouse building, water well, parking areas for personal and government vehicles of various types, storage shed, storage containers, fuel pad, asphalt site road, public vault toilet buildings, a telecom vault shelter, a 180 ft. radio tower (Navy owned), and a perimeter security fence around the site. The new facility will replace most of the existing buildings including the modular office, metal warehouse building, and bunkhouse building. Various existing elements such as the vault toilet, fuel station, ranger station sign, and flagpole are to be relocated/reused. The existing radio tower, telecom vault shelter, and water well shall remain in place and be protected.

The existing ranger station consists of a modular building assembled in the mid to late 1980’s to provide space for law enforcement rangers, emergency medical services (EMS), and visitor services staff, which includes fee collection and providing information to the visiting public. This building is greater than 30 years old and falling apart and is not large enough to accommodate visitor and staff needs to provide a safe and healthy environment while managing recreational experiences.

The new replacement building(s) will provide administrative office and visitor reception space, law enforcement space, emergency medical services space, and storage space for various vehicles for government employees while working at the Cahuilla Ranger Station site at the ISDRA. The project includes demolition of the existing buildings and constructing a new facility in approximately the same area. The project also includes the development of the site encompassing the entire Cahuilla Ranger Station including parking. A separate living quarters replacement building is included as an option.

The project site is located approximately 20 miles east from the nearest major town of Brawley, CA. Cell service may be unreliable at times, especially during periods of high traffic and recreation activity in the dunes area. The site does not have water or sewer utilities – the Contractor is responsible for supplying water for consumption, for providing portable restrooms, and for providing waste & trash removal services on site. The Contractor may draw water for construction use from the nearby canal under BLM’s water permit – see “Existing Utilities” under Section

2.3 for additional information. The site features an existing water well – however, it has not recently been tested for water production quantity and is assumed unavailable for use.

Design-Build Statement of Work

May 15, 2025

The project site is located on Gecko Road and sits near the intersection of Gecko Road and State Route 78. The contractor is responsible for providing traffic control services as necessary during construction to ensure a safe flow of vehicular traffic (see Section 2.3.8.2 for Traffic Management Plan submission requirements). The Imperial Sand Dunes recreation area is heavily trafficked by the public typically from October to April with typical vehicles consisting of RVs, pickups, towed trailers, and sand rails. Construction activity must not impede emergency service vehicles responding to emergencies.

REV - Figure 1. Proposed Cahuilla Ranger Station Temporary Facility & Construction Areas

The BLM will install a temporary ranger station (not a part of this contract) at the Cement Flats camping area shown in blue in Figure 1 prior to the start of construction. The Cement Flats area is approximately 700 ft. x 400

Temporary BLM ranger station operations will include space for public parking and public traffic will be present. The BLM intends to only install perimeter fencing around the Government secured area of the temporary facility. BLM staff presence and operations at the temporary ranger station will mainly occur during the weekends with minor presence and operations during weekdays.

The Contractor must coordinate with and obtain approval from the BLM prior to utilizing the remaining portion of the Cement Flats area for setting up a worker camp and a construction laydown area. The Contractor is responsible for providing their own utilities. The Contractor must safely manage any construction traffic between the Cement Flats area and the project site. Alternatively, the Contractor may utilize the areas shown in orange in Figure 1 adjacent to the CRS site for construction staging (these areas are comprised of soft sand and will require development/compaction). The Contractor shall make all reasonable efforts to prevent unnecessary disturbance of existing vegetation and wildlife outside of the areas shown in Figure 1. By the end of construction, the Contractor must leave all areas utilized for construction (within or outside of the project site) in the same or better condition than it was originally at the start of construction and must remove/revert all development and alterations outside of the project site. The Contractor is responsible for the safety and security of their personnel, material, and equipment in their worker camp, staging area, and the project site.

Design-Build Statement of Work

May 15, 2025

The project schedule, as developed shall show the sequence and interdependence of activities required for complete performance of the work. The DBC shall be responsible for ensuring all work sequences are logical and the project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be the DBC’s best estimate of time required to complete the activity considering the scope and resources planned for the activity. Resource loading of each activity shall list all personnel by labor category and equipment type and capacity proposed to complete the activity in the duration shown.

Include any permit requirements and constraints. Seasonal weather conditions shall be considered and included in the planning and scheduling of all work influenced by high or low ambient temperatures, wind and/or precipitation, etc. to ensure completion of all work within the contract time.

Project Schedule Updates

Monthly Updates:

The monthly updating of the project schedule shall be an integral part and basic element of the estimate upon which progress payments shall be made under this contract. If, in the judgement of the Government, the DBC fails or refuses to provide a schedule of values and a complete schedule update or revision as specified hereinafter, the DBC shall be deemed to have not provided the required information upon which the progress payment may be made and shall be subject to retainage of a portion of the payment.

Progress Report:

The report shall include a brief description of the actual progress made during the update period;

actual and potential delaying activities; any impediments to progress; issues related to inclement weather; progress toward established milestones and project float. The report shall include a brief description of the work anticipated to be performed in the next month. Any minor revisions to the schedule should be identified so they can be evaluated and accepted or rejected.

As the project progresses, indicate Actual Completion percentage for each activity. If the schedule update shows a late finish date after the contract completion date, at a minimum, include the following in the progress report submission:

• Any known delays.

• Actions that will be taken to get back on schedule.

• Pending modifications.

• Impediments or constraints affecting progress.

Progress Payments:

The monthly updating of the currently accepted construction schedule shall be an integral part of the process upon which progress payments will be made under this contract. If the Contractor fails to provide schedule updates or revisions, then a portion of the monthly payment may be retained until such corrections have been made.

Time Impact Analysis for Contract Modifications, Changes, Delays, and Contractor Requests Requirements:

When contract modifications or changes are initiated, delays are experience, or the DBC desires to revise the project schedule, the DBC shall submit to the Government a written time impact analysis illustrating the influence of each modification, change, delay, or DBC request on the contract time.

Time Extensions:

Activity delays shall not automatically mean that an extension of the contract time is warranted or due the DBC. It is possible that a modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of the available total float that may exist within an activity chain of the project schedule, thereby not causing any effect on the contract time. Time extensions will be granted in accordance with the terms of the contract.

Design-Build Statement of Work

May 15, 2025

Float: Float is not for the exclusive use or benefit of either the BLM or the DBC. Extension of the contract time will be granted only to the extent the equitable time adjustments to the activity or activities affected by the modification, change, or delay exceeds the total (positive or zero) float available on a particular activity.
