FACILITY MAINTENANCE RELATED SERVICE CALLS

The Contractor shall, upon receipt, classify, record in the Master Service Call Log and the

WebTMA database work requested via email, telephone, FLETC Work or Move Request form, or verbally that is maintenance related and provide requester the associated Service Call Request/Confirmation number. The Contractor shall classify Maintenance related Service Calls as one of the following:

A) EMERGENCY—Service calls that consist of correcting conditions that constitute an immediate danger to personnel or threaten to damage property (including wind storm damage, overflowing drains/toilets/sewer lines, fire alarms, building electrical power outages, gas leaks, broken water systems, roof leaks, flammable substance leaks or spills, etc…) or impairs student or staff accommodations (i.e., no AC/heat in dormitory room or classroom, lack of potable water in classroom, lighting (when sole light for area), etc…) or as determined by the CO. The Contractor shall notify the COR/CO by email and telephone or verbally to provide the specifics of the emergency upon notification. The Contractor shall be on the job site and working on all emergency service calls within fifteen

(15) minutes after receipt of calls between 0700 and 1700 Monday through Friday, excluding Federal holidays. At all other times the Contractor shall be on the job site and working on all emergency service calls within one (1) hour after receipt of notice of the emergency, however when there may be unforeseen conditions refer to Unforeseen Conditions, Section C.2.2.3.2.

The Contractor shall work continuously without interruption and shall arrest the emergency condition before departing the job site. The Government’s expectation is that the Contractor arrest the emergency and, if necessary, return the next day to complete any follow up, repair, or clean up needed.

B) IMMEDIATE—Service calls that do not immediately endanger personnel or threaten damage to property, but would soon inconvenience and affect the health or well-being of the personnel or disrupt scheduled training. The Contractor shall be on the job site and working on all immediate service calls within two (2) hours after receipt of call. The Contractor shall work continuously without interruption and complete the work request before departing the job site.

The Government’s expectation is that if the work cannot be completed at the time of the call, the COR/CO will be notified to determine the action to be taken prior to leaving the job site.

Any clean up that may be needed should be coordinated for action promptly after the work is complete and prior to being noted in Master Log and WebTMA as complete (i.e., vacuuming, shampooing, touch up of paint, etc…).

C) RESPOND AS SCHEDULE PERMITS—Service calls that do not qualify as an emergency or immediate shall be started within twenty-four (24) hours after receipt of the call and completed within ten (10) business days or by the requested completion date (any work requiring more than ten (10) business days shall require the CO’s approval for the extension).

On a case-by-case basis, the Government will determine if an extension of the performance time is granted if the work is brought to the Administrative COR/CO’s attention and determined by the CO to be an excusable delay of the Contractor. Any clean up that may be needed should be coordinated for action promptly after the work is complete and prior to being noted in Master Log and WebTMA as complete (i.e., vacuuming, shampooing, touch up of paint, etc…).

Service Call Classifications of Non-Maintenance Related Service Calls The Contractor shall classify Non-Maintenance related Service Calls as one of the following:

A) EMERGENCY—Service calls will be classified as emergency when the work consists of correcting conditions that constitute an immediate danger to personnel or threaten damage to property (including life, health, and safety) or as determined by the CO. The Contractor shall notify the COR/CO by email and phone or verbally immediately during core business hours or security during outside core house to provide the specifics of the emergency upon notification The Contractor shall be on the job site and working on all emergency service calls within fifteen (15) minutes after receipt of calls between 0700 and 1700, Monday through Friday, excluding Federal holidays. At all other times the Contractor shall be on the job site and working on all emergency service calls within one (1) hour after receipt of notice of the emergency, however when there may be unseen conditions refer to Unforeseen Conditions, Section C.2.2.3.2 The Contractor shall work continuously without interruption and shall arrest the emergency condition before departing the job site. The Government’s expectation is that the Contractor arrest the emergency and, if necessary, returns the next day to complete any follow up or clean up needed.

B) IMMEDIATE—Service calls will be classified as urgent when the conditions do not immediately endanger personnel or threaten damage to property, but would soon inconvenience and affect the health or wellbeing of the personnel or disrupt scheduled training. The Contractor shall be on the job site and working on all urgent service calls within two (2) hours after receipt of the call. The Contractor shall work continuously without interruption and complete the work request before departing the job site. The Government’s expectation is that if the work cannot be completed at the time of the call, the COR/CO will be notified to determine the action to be taken prior to leaving the job site. Any clean up that may be needed should be coordinated for action promptly after the work is complete and prior to being noted in Master Log as complete (i.e., vacuuming, shampooing, touch up of paint, etc…).

C) ROUTINE—Service calls will be classified as routine when the work does not qualify as an emergency or urgent call. Routine service calls shall be started within twenty-four (24) hours after receipt of the call and completed within ten (10) working days or by the requested completion date (any work requiring more than ten (10) working days shall require the CO’s approval for the extension). On a case-by-case basis, the Government will determine if an extension of the performance time is granted if the work is brought to the COR/CO’s attention and the additional time to accomplish is due to no fault on the part of the Contractor.

Any clean up that may be needed should be coordinated for action promptly after the work is complete and prior to being noted in Master Log as complete (i.e., vacuuming, shampooing, touch up of paint, etc…).

D) REWORK—The Contractor shall correct as required, those deficiencies, which are due to poor Contractor workmanship, use of unauthorized materials or supplies, or neglect. Rework shall be corrected within two (2) working days after notification of requirement. Rework shall be performed at no additional cost to the Government.

Move Requests Move requests shall be performed as routine or as schedule permits unless otherwise noted in the deadline date field of the move request or as determined by the COR/CO. Moves shall be completed within ten (10) business days or by the requested completion date (any moves requiring more than ten (10) business days shall require the COR/CO’s approval for the extension). Move requests only require recording in the Master Log, no recording of moves shall be entered into the CMMS.
