SECTION C – DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK
1.4.1 General
Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision and supplies, except as listed in the Government-furnished property clause; and, perform all work required to perform site prep treatments on National Forest land in accordance with the specifications and provisions contained herein. No materials, labor or equipment will be furnished by the Government unless specifically identified as Government-furnished Property.
The contractor is responsible for following the entirety of the requirements and specifications of the WNF Forestry-Vegetation Management IDIQ Contract. For purposes of streamlining information and requirements for this task order, the USFS has identified key information needed to meet the objectives of implementing the treatments identified in the Schedule of Items.
1.4.2 Project Location
The areas to be treated are located on the Ironton Ranger District of the Wayne National Forest. Treatment locations are in Lawrence and Scioto counties, Ohio.

1.4.3 Project Access
Access on roads (which are gated or closed out during the timber sale (seeded and water-barred) will be coordinated with the Contracting Officer’s Representative. Contractor will keep all gates locked at all times unless otherwise directed by Contracting Officer’s Representative. A non-USFS issue key will be provided to applicable gated roads.
1.4.4 Government Furnished Property:
• Wayne National Forest Vicinity Project Area map.
• Topographic treatment unit maps.
• Lawrence and/or Scioto County Road Map. (Upon request)
• List of local medical facilities and directions where an injured worker can be taken if necessary.
• Notice of Herbicide Treatment Sign.
• Daily Log – Pesticide Application.
• Electronic shapefiles of treatment units. (Upon request)
• PDF maps for use in AVENZA.
• Gate Key: Padlock key for separate access lock to approved USFS gated roads.
1.4.5 Resource Protection Standards – Applicable to Multiple Activities Contractor is responsible for all resource protection standards identified in the IDIQ contract. The USFS specifically wants to point out these specific protection measures.
• Stream Buffers: Definitions for ephemeral, intermittent, and perennial streams are located in the IDIQ and are the contractor’s responsibility to know and understand. Streams may or may not be flagged and identified on the ground and map, it is the contractor’s responsibility to know how to identify a stream or waterbody and take the appropriate mitigation actions. For any mechanical work done within the stream buffer area where trees and shrubs are felled, no large woody debris may be felled into and left in the stream or stream channel. Targeted treatment application methods are limited to hack n’ squirt, cut stump, and manual slashdown and are the only acceptable practices within buffer areas.
Basal bark and foliar treatment methods are not allowed within stream buffers. In other cases, no treatment buffers will be flagged on the ground and will also be identified on associated maps.
• Slash Zones: Slash created by treatments within this task order shall meet the specifications below.
100 feet from OHV Trails identified on the task order map. Boundaries have not been delineated in the field.
o Slash created by the Contractor's operations shall be removed from the cleared area of road right-of-ways, designated ORV and horse trails, and within 10 feet of the edges of fire-lines.
o Contractors are responsible for locating these areas identified on the map and making sure their work meets requirements and associated mitigations within these areas. Site specific maps capable of being geo-referenced in mapping application programs such as Avenza PDF maps be utilized to mitigate these areas and will be made available to the contractor.
• Trash: Upon completion of work at each area and prior to moving to the next area, all trash, rubbish, and debris generated by the Contractor’s operations shall be removed from National Forest land and properly disposed of.
2 Technical Requirements and Specifications Refer to Section C: 1.5: Treatment Methods and Specifications for additional requirements and specifications.
Additionally, follow all requirements in Section 1.6-Herbicide
2.1 Site Preparation for Natural OR Artificial Regeneration
General requirements for both manual slashdown and herbicide treatments.
• Targeted tree species: red maple, sugar maple, American hornbeam, hackberry, American beech, yellow-poplar, blackgum, American hophornbeam, sourwood, American sycamore, and sassafras in accordance with the specifications and provisions of the contract.
• It is important to note the recently completed timber sale contract within these treatment units cut most of the trees between 6” and 8” DBH.
• Treatment areas are identified in the attached project area maps.
• Do Not Treat:
o Dogwoods, redbud, den trees and designated reserve trees.
o Standing trees marked with orange o Within areas marked with white timber marking paint and designated on the map.
o Any tree or shrub species not indicated in the above listed target species.
2.1.1 Site Prep: Manual Slashdown by Chainsaw
• Completely sever all live stems of targeted woody vegetation that are 1.0 inches or greater in basal diameter and less than 8.0 inches in DBH.
• Timing: not specified.
• Stump heights will not exceed 6 inches on the uphill side of stump.
• No hangups will be permitted.
2.1.2 Site Prep: Herbicide application by “Agreed To” Method (Hack ‘n’ Squirt, Cut Stem/Stump, Basal, and Foliar)
• Treat all targeted woody vegetation that are 1.0 inches or greater in basal diameter and less than 8.0 inches in DBH, as well as sprouting stumps from recently cut above list of species.
• For this task order, USFS recommends a combination hack/squirt, with foliar treatment.
o Hack/squirt can use either triclopyr (3A) or imazapyr based herbicides.
o Foliar treatment is recommended to use a glyphosate or triclopyr based herbicide.
• Timing can vary by Treatment Method(s) chosen. Method and specific herbicide type are agreed upon by Contractor and USFS COR prior to the start of the work specified in this task order.
• In all cases contractor will apply herbicide at a sufficient interval and concentration to meet or exceed the kill rate on targeted vegetation and not exceed the maximum specified mortality to non-target plant species. See Inspection and Acceptance Section E of this contract.
C.1.7 Task Order Issuance Contractor is required to provide and maintain a Work Plan that is acceptable to the Government covering the services under the contract. This plan will be developed, submitted to, and approved by the COR prior to work beginning.
1.8 Period of performance for the entirety of treatments in this task order is October 15, 2020.
The Contractor shall maintain progress at a rate that will assure completion within the performance period. The minimum acceptable rate of progress shall occur when the percent of work completed falls within 20% of the time used.
1.10 Notification for Completion of Work
The Contractor shall notify COR of completed payment items within one day after completion of work.
• For all herbicide treatment applications, the Contractor is required to submit Herbicide Daily treatment log to the COR at minimum upon invoicing of the work.
1.12 Measurement
The number of acres as shown on the bid schedule has been measured by a GPS unit.
1.13 – Basis of Payment.
The acreage, as determined above, will be paid for at the contract unit price for the total number of acres satisfactorily completed and accepted.
Payment will be made at the unit bid price for the total number of acres satisfactorily completed and accepted.
INSPECTION AND ACCEPTANCE
E.1.2. The government through its surveillance plan will inspect, test and accept or reject work through the following provisions. All contract areas will be sampled by randomly distributing plots to determine the number of trees properly cut in treatment areas. Any work found not to comply in any material respect will be re-performed at no additional cost to the government and will be subjected to the full operation of clause 52- 246-4.
E.1.2.1 Inspection Procedures Specific to Herbicide Based Treatments:
The following conditions apply to this contract;
• During the growing season, three weeks must pass before determining whether the AQL (for target kill) has been met.
• Treatment units will be visually inspected by the USFS COR or inspectors to ensure the treatment areas has been satisfactorily treated and stems are satisfactorily showing signs of being effectively killed by treatments.
• Herbicide treatments must be completed prior to September 1st, 2020 to ensure there is adequate time during the growing season to inspect treatments and to allow time for retreatments if determined necessary before the end of each the growing season during this contract performance period.
Additional time may be needed to determine effectiveness of kill. Treatment units will be inspected by the USFS COR to ensure the treatment areas have been satisfactorily treated and stems are satisfactorily showing signs of being effectively killed by treatments.
