Technical Approach
This information is used to determine the acceptability of both personnel and equipment and also to ascertain your understanding of what resources are needed to adequately complete this project.
EVALUATION FACTORS ARE LISTED IN DESCENDING ORDER OF IMPORTANCE
Instructions: Offerors shall furnish the following information as it pertains to this request for proposal.
Attach additional sheets as necessary.
LOCAL SPECIES KNOWLEDGE:
Demonstrate your knowledge of native tree species local to southeastern Ohio. Describe your knowledge, skills and abilities with relation to identification during both winter and summer seasons. Local species knowledge is a high consideration for this contract. Cutting or spraying incorrect species or at incorrect intensities may result in permanent loss of the desired trees for the present and future. Therefore, this is the most important component of the Offeror’s Technical Approach proposal.
PROJECT METHODOLOGY:
Explain in detail your methodology for completion of this project, including use of labor, materials, tools, transportation, licensure and superintendence. Describe how you plan to accomplish this project, how schedules of work will be developed, and describe any other pertinent factors that you feel would provide a better understanding of what your offer includes.
AVAILABLE QUALIFIED PERSONNEL:
Provide a list of all personnel to be used on the project (including sub-contractors on the project) and their qualifications in order to demonstrate the offeror has sufficient staff with the requisite skills necessary to accomplish simultaneous task orders.
Information provided should include: name, job title, years of experience working on similar projects (e.g. similar vegetation management and invasive weed treatments), education as well as documentation to substantiate the requisite certification and licensing.
Submit a copy of each employee(s) proof of certification and licensing. Failure to submit employee(s) and subcontractor employee(s) State of Ohio (or reciprocal) licensing certification for herbicide treatment (Reference: Attachment #1 - Statement of Work; Section 1.6.6) will result in the proposal being deemed as nonresponsive. If herbicide licensure for the state of Ohio has not been obtained, explain how you intend to obain it prior to the issuance of any task orders under this contract.
AVAILABLE EQUIPMENT:
Provide a list of the equipment to be dedicated and/or used to perform work under this contract in order to demonstrate that accomplishment of multiple task orders is possible.
The list should include motirized and non-motorized equipment (including sub-contractors on the project).
• Motorized equipment listed should include, but is not limited to: UTVs and four (4) wheel-drive off-highway vehicles (OHV). Each piece of equipment should be identified by manufacturer and model #.
• Non-motorized quipment listed should include, but is not limited to: backpack sprayers;
hand sprayers; and cutting equipment such as chainsaws, loppers, axes, and brush cutters.
This equipment need only be identified by the estiamted number of each.
QUALITY CONTROL PLAN:
Provide a quality control plan that demonstrates the ability to successfully manage the project, to include oversight of subcontractors. The offeror’s use of quality control techniques ensures project control while minimizing rework. Finally, the offeror proactively manages employee training and certification(s) assuring that all employees meet state requirements.
The quality control plan should include, but is not limited to:
• An inspection checklist used by the responsible staff or field supervisor, which is used to document that the work has been accomplished and meets the acceptable quality levels per Attachment #2.
• Documented evidence of each employee’s current training and/or experience in pesticide application on local flora and habitat.
o The same information is required of all proposed subcontractors.
SAFETY PROGRAM DOCUMENTATION:
Demonstrate you are able to safely perform the work; maintaining a level of safety that meets applicable laws and regulations, while ensuring the health and safety of your employees, Forest Service personnel, as well as the general public. Explain how you proactively manage and control the use of hazardous materials, to include use of established procedures for taking immediate action in the event that a chemical or hazardous spill should occur. Finally, explain how you emphasize safety training and ensure that all emplyees are abiding by proper safety policies and procedures when performing work.
Provide a written safety plan which demonstrates how the contractor will ensure a safe work environment for themselves, Forest Service employees, as well as the general public. The safety plan should include:
• A chemical spill plan documenting internal procedures, in the event of a pesticide spill onsite or in tranport.
• Documentation to substantiate that the offeror has an ongoing safety training program, to include specifics as to what type(s) of emplyee training is done.
• Documentation regarding any Occupation Safety and Health Administration (OSHA) actions/citations issued within the previous three (3) years, to include follow-up measures taken. If there were no OSHA actions/citations within the last three years please indicate such.
o The same information is required of all proposed subcontractors.
GREEN (ENVIRONMENTAL) PLAN:
Explain how day-to-day operations are accomplished with a particular focus on the environment.
Provide a plan which addresses:
• Recycling of containers,
• Reusing of containers,
• Reduction of products used during the completion of the project,
• Use of bio-based products in concert with the herbicide application.
