GENERAL NOTES / CLARIFICATIONS:

• Can a contractor do cut stump treatment if they feel it works best for them?

ANSWER = Yes. The concept of the “Agreed To” herbicide methodology is for the Forest Service to have input and be in the know of what to expect for application methods used in the Task Order. The Forest Service has mentioned the hack and squirt method will typically be the most commonly recommended method, but this doesn’t mean it is exclusive if the contractor has a strong desire over another method.

• Can pricing be provided for specific geographic areas?

ANSWER = This solicitation is set up for contractors to provide forestry vegetation management treatment services on a forest-wide basis. Line items cover the entire Forest.

• Would mistblowing or other low volume backpack spraying be allowed (obviously following labeling)?

ANSWER = No, it is not allowed in this contract due to the off-target kill or damage to targeted desired species such as oaks or hickories.

• What is the anticipated lag time between treatment completion and inspection?

ANSWER = This all depends on the application method of the line item of the task order.

Through pre-work discussions, the Forest Service is depending on communication with the contractor to apprise them of their exact timing of treatments to start on their end, as well as their expected rate of progress. It is expected the Forest Service will make themselves available to prudently inspect during typical business hours (8-4), unless otherwise agreed through these discussions.

For example, manual felling, tree planting and fireline construction will be able to be inspected more readily than those involving herbicides. Tree planting needs to be closely coordinated for the delivery of the trees, the cooler they will be stored in, as well as timing to exchange tree seedlings with the contractor. Herbicides will generally need three weeks during the growing season to show effects of being treated. There is allowance to treat during the dormant season and these guidelines are described in the scope of work.

For more information, please reference sections 1.5, 1.9, 1.10, of Attachment 1:

Statement of Work, as well as Attachment 2: QAP.

• What will the task order response period be?

ANSWER = 2-4 weeks, with 3 average weeks likely. Does depend on circumstances, budget, end of year timing we are up against. FS intends to be reasonable.

• How many contracts will be awarded?

ANSWER = The government anticipates making between 3 and 5 contract awards to the responsible offerors whose proposals are determined to offer the best value to the Government, price and other evaluation factors considered.

• Do you expect the technical response to have the complete safety plan or brief overview?

ANSWER = A Safety Plan with enough detail to satisfy the requirements as specified in the Technical Approach document (Attachment #11) should be provided with the IDIQ proposal. Should adjustments to that plan be needed for a specific task order, a modification to the Safety Plan can be provided at that time.

• Regarding Ohio Herbicide Applicators License – with the current situation of COVID-19 the State is closed/not issuing licenses. Can a contractor state when they put in their proposal that they will acquire it at their earliest opportunity once the state reopens?

ANSWER = Per solicitation: If herbicide licensure for the state of Ohio has not been obtained, explain how you intend to obtain it prior to the issuance of any task orders.

• How will contractors be evaluated on their tree ID skills?

ANSWER = Contractors need to approach their technical evaluation in written form and validate their knowledge. The FS will also utilize reference checks.

• Will herbicide applicators be allowed to camp on the Forest?

ANSWER = Refer to “Employment of Eligible Workers” section (pages 22 – 27) for specific guidelines.

• Will shapefiles be utilized?

ANSWER = They will generally be the basis of all maps created. The Forest Service intends to make PDF type maps available for distribution and use through map programs such as Avenza. Shapefiles could be made available if the contractor specifically requests them.

• Can proposals be emailed?

ANSWER = Email offers will be accepted

• Will incomplete packages be returned to vendors for completion?

ANSWER = No, completed packages should be received by the Contracting Office no later than 4:00 pm on June 3, 2020.
