1. When will nonresident workers be allowed to enter Ohio?
ANSWER = Refer to official information provided by the Governor of Ohio’s office
1. What will be the time line from date task orders will be issued to due date of offers?
ANSWER = It is anticipated contractors will be given a 21 day response period for most task orders; however that timeframe could vary due to internal deadlines
1. Will there be a site visit scheduled for each task order?
ANSWER = Contractors are encouraged to visit sites independently
1. Can you give an approximate date of when a task order will be issued for each service?
ANSWER = That information is not known at this time
1. What occupation code does chainsaw work for site prep and crop tree release fall under?
ANSWER = Refer to “Service Contract Act Directory of Occupations” on the Department of Labor’s website to review job definitions https://www.dol.gov/sites/dolgov/files/WHD/legacy/files/SCADirectVers5.pdf
1. Will the FS verify that contractors have health insurance on employees due to the virus?
ANSWER = No additional insurance requirements have been applied to Government contracts due to COVID-19 at this time.
1. Will the FS verify that non-resident contractors have Workers Compensation Insurance on their Ohio Employees through an Ohio insurance carrier licensed to do business in the state of Ohio?
ANSWER = Insurance is required in accordance with FAR 52.228-5 Insurance – Work on a Government Installation (JAN 1997) and AGAR 452.228-71 Insurance Coverage (NOV 1996)
1. Will the FS check the legal status of Non-English speaking workers?
ANSWER = Contractor employee interviews can be conducted with any employee at any time regardless of language spoken on the job site.
1. As a government agency, what is the FS responsibility for both Federal and State labor requirements for local unemployed US Citizens to have an opportunity to apply for jobs before foreign workers are brought in?
ANSWER = The government’s requirements and responsibilities with regards to employment of eligible workers can be found in the 1255N920R0001 solicitation package on pages 22-27. Additional program information can be located on the Department of Labor’s website https://www.dol.gov/agencies/whd/agriculture. All responsible sources may submit a proposal in response to this solicitation which, if timely received will be considered by the Agency and evaluated in accordance with the defined evaluation criteria.
1. Has the high cost of state and Federal Employee statutes been calculated in the government’s estimate?
ANSWER = A comprehensive independent government estimate was developed for this project taking into consideration all probable costs associated with each type of service required in accordance with the statement of work.
