About this file
This Performance Work Statement (PWS) Technical Exhibit 2 (TE-2) details roof preventive maintenance requirements for Fort Cavazos roofing services. The document outlines comprehensive annual maintenance tasks for roof inspection and upkeep, including specific requirements such as checking for water entry, physical damage, drainage issues, and structural integrity. Key inspection areas include examining ceilings, perimeter walls, drainage accessories, roof surfaces, flashing, gutters, equipment installations, and potential asbestos materials.
The maintenance protocol requires contractors to perform detailed systematic inspections, documenting any abnormal conditions on a roof plan, and addressing minor issues during the inspection (such as replacing minor caulking). Specific tasks include checking for ponding, plant growth, physical damage, loose nails, shingle conditions, flashing integrity, equipment installation compliance, and overall roof condition. Contractors must use manufacturer instructions, develop maintenance checklists, and ensure thorough documentation of roof conditions, with particular attention to drainage, structural integrity, and potential water infiltration risks.

2. Walk around the perimeter of the building. Check for cracks and signs of water entry into the walls, examine exterior drainage accessories such as downspout, scupper heads and gutters for signs of leakage. Mark the deficiencies on the roof plan.
3. Check for ponding and plant growth (roof should drain within 48 hours of a rain fall.) Any accumulation of water (ponding) should be noted on the roof plan. Pay particular attention to areas near building air intakes.
4. Check for physical damage such as punctures, note location of patches, repairs and accumulation of debris especially near drains.
5. Check for wrinkles, buckles, bubbles, and sponginess. Note exposure of bituminous coating due to loose or missing gravel.
6. Check general appearance, remove all trash, debris, or unsecured material from roof and dispose of properly.
7. Check for exposed nails that may have worked loose from seams, shingles, and flashing.
8. The Contractor shall carry a small supply of caulking to replace minor missing/damaged caulking as the Contractor encounters it during maintenance/inspection.
9. Check shingles for cracking, loss of coating, brittleness, and curling.
10. On wood shingles check for cracks, looseness, and rotting.
