About this file

This document contains the results of lead wipe sampling conducted at Cape Hatteras Lighthouse. The sampling was performed over five events - an initial background sampling and four additional samplings after cleaning. A total of 18 samples were collected from flooring and window sills at each event and analyzed for lead concentration. The initial sampling found levels exceeding EPA standards on most surfaces tested. The first three post-cleaning samplings still detected lead above clearance thresholds on many areas. By the fourth sampling, only one floor surface remained above standards. The reports summarize the sampling locations and results, finding some reduction in lead levels after each cleaning.

Re: Limited Lead Wipe Sampling Report – Background Sampling

Cape Hatteras Lighthouse

46379 Lighthouse Road

Buxton, North Carolina 27920

Terracon Project No.: 70227071

Dear Mr. Dryfka:

Terracon Consultants, Inc. (Terracon) is pleased to present the results of the limited lead wipe sampling performed at the Cape Hatteras Lighthouse located in Buxton, North Carolina. The sampling was conducted on March 28, 2022, in general accordance with Terracon proposal P70227071, dated

February 3, 2022.

A. PROJECT INFORMATION

Terracon previously provided lead consulting services at the lighthouse as part of the National Park

Service (NPS) restoration project for QuinnEvans. NPS representatives requested that Heritage conduct additional cleaning inside the lighthouse in an attempt to reduce lead dust levels on the floors and windows sills below the current Environmental Protection Agency (EPA) and Housing and Urban

Development (HUD) lead dust standards.

The current scope of work is to perform additional lead wipe sampling before the first cleaning event

(background) and after each of the three planned cleaning events, for a total of four sampling events.

The scope of services was limited to collecting lead wipe samples in the lighthouse and reporting the laboratory results.

B. SAMPLING AND ANALYSIS METHODS

Terracon collected 18 lead wipe samples from surfaces throughout the lighthouse prior to additional cleaning activities. The lead wipe sampling was conducted by Terracon representative, Christian Borrel.

The sample locations were selected at the discretion of Terracon’s representative or at the direction of the Heritage Contracting representative present at the time of the sampling.

The samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker and submitted for analysis under a chain of custody to Scientific Analytical Institute, Inc. (SAI) in Greensboro, North Carolina. The samples were analyzed by Flame Atomic Absorption

Limited Lead Wipe Sampling Report – Background Sampling

46379 Lighthouse Road ■ Buxton, North Carolina

April 8, 2022 ■ Terracon Project No. 70227071 under method SW846-3050B/6010C/7000B. SAI is accredited by the American Industrial Hygiene

Association (AIHA®) Environmental Lead Proficiency Analytical Testing Program (ELPAT No. 173190) for lead laboratory analysis.

C. RESULTS

Lead was detected in the ten interior floor wipe samples collected in concentrations between 1,600 micrograms per square foot (µg/ft2) and 5,100 µg/ft2. Lead was detected in the five window sill wipe samples collected in concentrations between 360 µg/ft2 and 2,800 µg/ft2. In addition, the wipe sample collected from the exterior granite entry landing had lead detected in a concentration of 220 µg/ft2.

The two quality control samples had no detectable lead concentration.

Based on these results, the surfaces tested had levels of lead above the respective current

Environmental Protection Agency (EPA) and Housing and Urban Development (HUD) lead dust clearance standards of 10 µg/ft2 for floors, 100 µg/ft2 for window sills, and 40 µg/ft2 for porches (the nearest comparable standard for the exterior sample). The lead wipe sampling data form and laboratory analytical results follow as attachments to this report.

D. LIMITATIONS

The limited lead wipe sampling was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, and/or conclusions expressed in the report are based on conditions observed during the lead wipe sampling event. This report has been prepared on behalf of and exclusively for use and reliance by Heritage Contracting. This report is not a bidding document.

Contractors or consultants reviewing this lead wipe sampling report must draw their own conclusions regarding further investigation or abatement deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories, or other third parties supplying information that may have been used in preparation of this report. No warranty, express or implied, is made.

Terracon appreciates the opportunity to provide lead wipe sampling services to you. If you have any questions regarding the content of this report, or if we can be of further assistance, please contact us at

Re: Limited Lead Wipe Sampling Report – First Cleaning Sampling Cape Hatteras Lighthouse 46379 Lighthouse Road Buxton, North Carolina 27920 Terracon Project No.: 70227071

Dear Mr. Dryfka:

Terracon Consultants, Inc. (Terracon) is pleased to present the results of the limited lead wipe sampling event performed at the Cape Hatteras Lighthouse located in Buxton, North Carolina. This sampling was conducted after the first cleaning event on April 1, 2022, in general accordance with Terracon proposal P70227071, dated February 3, 2022.

PROJECT INFORMATION

Terracon previously provided lead consulting services at the lighthouse as part of the National Park Service (NPS) restoration project for QuinnEvans. U.S. National Park Services (NPS) representatives requested that Heritage conduct additional cleaning inside the lighthouse in an attempt to reduce lead dust levels on the floors and windows sills below the current Environmental Protection Agency (EPA) and Housing and Urban Development (HUD) lead dust standards.

The current scope of work is to perform additional lead wipe sampling before the first cleaning event (background) and after each of the three planned cleaning events, for a total of four sampling events.

The scope of services was limited to collecting lead wipe samples in the lighthouse and reporting the laboratory results.

SAMPLING AND ANALYSIS METHODS

Terracon collected 18 lead wipe samples from surfaces throughout the lighthouse following a first round of additional cleaning activities. The lead wipe sampling was conducted by Terracon representative, Christian Borrel. The sample locations were selected at the discretion of Terracon’s representative or at the direction of the Heritage Contracting representative present at the time of the sampling.

The samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker and submitted for analysis under a chain of custody to Scientific Analytical Institute, Limited Lead Wipe Sampling Report – First Cleaning Sampling

RESULTS

Lead was detected in the ten interior floor wipe samples collected in concentrations between 43 micrograms per square foot (µg/ft2) and 680 µg/ft2. Lead was detected in the five window sill wipe samples collected in concentrations between 290 µg/ft2 and 810 µg/ft2. In addition, the wipe sample collected from the exterior granite entry landing had lead detected in a concentration of 450 µg/ft2.

The two quality control samples had no detectable lead concentration.

Based on these results, the surfaces tested had levels of lead above the respective current Environmental Protection Agency (EPA) and Housing and Urban Development (HUD) lead dust clearance standards of 10 µg/ft2 for floors, 100 µg/ft2 for window sills, and 40 µg/ft2 for porches (the nearest comparable standard for the exterior sample). The lead wipe sampling data form and laboratory analytical results follow as attachments to this report.

Terracon Consultants, Inc. (Terracon) is pleased to present the results of the limited lead wipe sampling event performed at the Cape Hatteras Lighthouse located in Buxton, North Carolina. This sampling was conducted after the second cleaning event on April 8, 2022, in general accordance with Terracon proposal P70227071, dated February 3, 2022.

Terracon collected 18 lead wipe samples from surfaces throughout the lighthouse following a second round of additional cleaning activities. The lead wipe sampling was conducted by Terracon representative, Christian Borrel. The sample locations were selected at the discretion of Terracon’s representative or at the direction of the Heritage Contracting representative present at the time of the sampling.

The samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker and submitted for analysis under a chain of custody to Scientific Analytical Institute, Limited Lead Wipe Sampling Report – Second Cleaning Sampling

46379 Lighthouse Road ■ Buxton, North Carolina April 20, 2022 ■ Terracon Project No. 70227071 under method SW846-3050B/6010C/7000B. SAI is accredited by the American Industrial Hygiene Association (AIHA®) Environmental Lead Proficiency Analytical Testing Program (ELPAT No. 173190) for lead laboratory analysis.

RESULTS

Lead was detected in the ten interior floor wipe samples collected in concentrations between 23 micrograms per square foot (µg/ft2) and 240 µg/ft2. Lead was detected in the five window sill wipe samples collected in concentrations between 100 µg/ft2 and 240 µg/ft2. In addition, the wipe sample collected from the exterior granite entry landing had lead detected in a concentration of 39 µg/ft2.

The two quality control samples had no detectable lead concentration.

Based on these results, most of the surfaces tested had levels of lead still above the respective current Environmental Protection Agency (EPA) and Housing and Urban Development (HUD) lead dust clearance standards of 10 µg/ft2 for floors, 100 µg/ft2 for window sills, and 40 µg/ft2 for porches (the nearest comparable standard for the exterior sample). The exterior front entrance sample (39 µg/ft2) and the 9th floor window sill sample (100 µg/ft2) had concentrations at or below the clearance thresholds. The lead wipe sampling data form and laboratory analytical results follow as attachments to this report.
