Question Answer/Response

S001 (Structural Steel 5.) Field cutting or burning of steel prohibited. Are there special permits required for this work or other hot work?

No. Comply with specified restrictions and safety programs for field welding.

S001 (Special Inspections 1 A a&b.) Inspections required by local jurisdiction shall be performed by testing agency provided by contractor. Welding and Bolts. Is or local 3rd party sufficient? Is material certs acceptable for bolts?

Special inspections to be performed by a qualified independent testing agency engaged by the Contractor. Conduct special inspections per 2021 IBC. Material certificates are not acceptable in lieu of special inspections.

S001 (Special Inspections 2.) Structural observations required by local jurisdiction shall be performed by registered design professional provided by the contractor. What certifications does this require? What state will they need to be licensed in?

Structural Engineer, licensed in North Carolina.

A123 detail 1 Is scanning the existing deck plates at the watchroom gallery necessary for all of the deck plates to determine thickness and segment loss? If so, scanning in place may result in inaccurate results. Is removal of the deck plates necessary to assess these elements?

Intent is to scan section after coatings are removed. For pricing purposes, deck plates will be removed from the building, transported to off-site location, scanned, repaired as needed, and then re-installed. Contractor may also propose equivalent on-site treatment alternatives for review by Contracting Officer.

Few directions are included in solicitation documents on design requirements of scaffold erected to access the lighthouse structure. For determining wind forces on the temporary scaffold structure, please clarify design requirements per ASCE standards; and if any reductions per ASCE 37 in wind forces are permitted on the basis of the scaffold being a temporary structure.

Scaffolding engineering is the responsibility of the contractor.

Given that the lighthouse is located on a barrier island in a hurricane zone what wind speed should the temporary scaffold structure be engineered to?

Design, at minimum, for wind speeds as indicated by ASCE 7 for the site location. Engineering of the scaffolding is the responsibility of the contractor.

Is it understood by NPS that engineering a scaffold access system for the lighthouse to 135 mph wind speed for hurricane conditions will require extraordinary design and erection measures and may not be possible without tying the scaffold to the primary lighthouse structure?

Refer to response to RFI 4, If it is required to tie the scaffold the primary lighthouse structure to achieve 135 mph wind speed design for the lighthouse, is that acceptable to NPS?

Refer to response to RFI 4, If NPS absolutely prohibits to tie or brace to the primary lighthouse structure for installation of the scaffold, what is the minimum wind speed that is acceptable to NPS for design and installation of the scaffold given the lighthouse is on a barrier island in a hurricane zone?

Refer to response to RFI 4, 97 Will NPS permit use of bump ties with no rigid ties for Refer to response to RFI 4, lateral bracing of the tower?

If it is necessary to brace against or tie to the primary lighthouse structure for lateral stability who is responsible for all structure checks to ensure the lighthouse can withstand the applied design forces?

Refer to response to RFI 4, Are there structural plans of the lighthouse that can be provided to enable adequate engineering structure checks for lateral bracing of the scaffold system?

Original construction documents for the lighthouse are available and will be provided to the successful bidder after award, for informational purposes only. Field-verify all existing conditions and dimensions that affect this work.

In lieu of rigid ties and bump ties to the primary lighthouse structure for design of the scaffold system, will NPS permit use of guy wires to ground stakes or buried concrete blocks for lateral bracing of the full height scaffold system?

Yes, within reasonable limits related to public safety and use of non-construction areas by the public and NPS. Temporary protection and complete restoration will be required. Any scaffolding plan must be reviewed and accepted by Contracting Officer.

If guys wires are permitted, is there a limitation on the footprint or grounds that can be disturbed to fully utilize guy wire ground stakes or buried concrete blocks.

See response to RFI 100.

Note #2 on Sheet 101 notes a thrust force must be accounted for. What is the thrust force and what is the desired shoring orientation to adequately support the structure? Can a diagram similar to 2/S121 be provided?

Cannot find this reference on the Drawings. No loads from scaffolding are permitted on the existing structure unless they are within provided parameters or the response to RFI 4.

At multiple window locations, plans note masonry surrounding lintels shall be shored. What is the required design load for this shoring? Also, what is the desired shoring orientation to adequately support the structure.

Can a diagram similar to 2/S121 be provided?

Shoring is required to prevent movement in the existing structure when masonry is removed to facilitate window replacement. Design for shoring is the responsibility of the contractor.

Note #2 on Sheet 104 notes scaffold must be designed to support iron brackets and watch room deck. Does both the interior and exterior platforms at the Watch Level need to be supported? Please provide required shoring loads and support parameters for shoring design. Can a diagram similar to 2/S121 be provided?

Shoring and scaffolding design are the responsibility of the contractor. The shoring and scaffolding is required to prevent movement or instability in the cast iron and masonry structures while dismantling and repair operations are underway and must be maintained until structure is self-sufficient.

Dry Film Thickness Testing (DFT): Contractor shall engage the services of a qualified testing and inspecting agency to inspect and test paint for dry film thickness.

Typically, this type of inspection activity is performed after the coating has dried to touch, the day after application and continues throughout the duration of coating application process. What method will be used for retrieving DFT's? SSPC PA-2? Or does the client leave this open to interpretation by the contractor? A few more questions, does the client want a full-time coating inspector on site during coating operations? I found no reference to certification required of the coating inspector/agency, is there a minimum certification required as in a SSPC/NACE CIP Level 1, 2 or 3 Certified? Is there a requirement for previous experience working on a historical structure?

Testing should conform to SSPC PA-2 for non-magnetic and non-ferrous substrates. Full-time inspection is not required for masonry coatings.

Employ an inspector certified by the coatings manufacturer, or with AAMP Level 3 certification. Specific previous experience with historic buildings is not required for the painting subcontractor, however, the subcontractor, like all firms engaged in the project, is expected to exercise appropriate care to avoid alteration for damage to the materials and finishes on the building.

Abrasive blast referencing NAPF-500-03-05 and SSPC SP-6-Commercial and SSPC-16-Brush Blast for Non- Ferrous Surfaces. Is the same inspector/agency required to document findings for manufacturers recommended surface preparation? I found no reference to "hold points" in the documents. Retaining a 3rd Party Inspection Firm can become quite costly and even ineffective without a clear understanding of the client's intent.

Profile and preparation inspections may be performed by an independent agency with appropriate qualifications, or by manufacturer's representative. Perform inspections with Contracting Officer's appointed technical representative present. Continuous monitoring or inspection is not required.

During surface preparation and coating work will a daily report be required for all activities in the process, to include photos? If so, what are the expectations of the client for data collection? As an example, surface profile readings after power tool or abrasive blasting, soluble salts testing required, compressed air blotter test required, tape test required for clean surface verification? Will an Inspection Test & Plan (IT&P) be required of the inspector/agency? I looked but couldn't find ASTM D3276-Standard Guide for Painting Inspectors (Metal Substrates) in the reference guide 01 42 00.

In addition to requirements of Division 01 sections, submit testing and inspection reports from independent testing agency or manufacturer's representative.

02 83 33-Removal and Disposal of Lead Containing Paint-Para 1.6 Quality Assurance A. Contractor Qualifications. Reference is made to SSPC Certified Contractor or equivalent, is this referring to the SSPC QP-2 Certification?

Yes.

Can an alternative to timber matting be used? Refer to RFI 76 no substitutions.

NPS will clarify – there will be no substitutions for proposal purposes. Alternatives can be submitted for review and approval after award but cannot exceed the proposed pricing.
