Question Answer/Response
We will need to stabilize our interior and exterior scaffold/shoring/hoisting systems. I see the note in the drawings saying contractors are not to remove, alter or disfigure the existing surfaces. Would NPS be willing to consider scaffold tie back options that involve anchors being set in the existing masonry joists/walls?
See specification section 01 50 00 2.4C for delegated design requirements for scaffolding and shoring. Independently supported scaffolding and shoring systems are preferred.
Additional loading on the existing lighthouse masonry or existing metal framing shall be minimized to the extent possible. At the interior, scaffold posts that rest on existing framing shall be re-shored down to foundations. The Contractor’s shoring engineer shall provide any loads imparted on the existing structure including shop drawing details for review and approval by the Contracting Officer. Additional loads imparted on the structure may require engineering analysis to ensure no adverse impact. Per 2.4.C.4 if there is anchorage or temporary load applied to the existing structure, contractor’s engineer shall submit full analysis of the lighthouse for the loads. For any proposed attachment points (lateral bracing, masonry bearing, etc.) Contractor shall also provide workplan for removal of anchorage, repair, and restoration to the desired final appearance at the end of construction.
Contracting Officer will need to review and approve attachment locations, attachment details, and loads imparted before the construction of the scaffold beings. For attachment to the masonry, anchorage into mortar joints is preferred over anchorage into masonry units.
Section 01 22 00 – UNIT PRICES and Section 01 23 01 – OPTIONS is referenced in Section 01 27 00 Def of Contract Line Items, but they are both missing from the specbook. Please provide these missing Specification Sections.
Sections 01 22 00 and 01 23 01 are not part of the project. Disregard the reference in Section 01 27 00.
Drawing A300 (Sheet 92) is titled as CLIN 2:
Fence Details, but has a note just above the Title Block that says “Scope on this sheet is in CLIN 6 unless otherwise noted”. Please clarify which CLIN the work on dwg A300 should be part of Scope on sheet A300 is in CLIN 6
Disregard the “CLIN 2” in the title block.
Drawing A301 (Sheet 93) is titled as CLIN 5:
RAMP, but has a note just above the Title Block that says “Scope on this sheet is in CLIN 7 unless otherwise noted”. Please clarify which CLIN the Scope on sheet A301 is in CLIN 7
Disregard the “CLIN 5” in the title block.
076100-2.2.B notes that the copper should be “88oz / 1/8”thick”. Industry standard/maximum thickness for a roof panel is 20oz that is to be mechanically seamed as shown in Detail 8/A125.
a. Copper roof material should be 24-oz./sq. ft.
Disregard 88-oz
2. 076100-2.5.A.2- please clarify location and function of this item- they don’t appear to be referenced on the drawings
Disregard section 076100-2.5.A.2. Copper roof should be attached to roof deck, as detailed.
5. Detail 3/A125 references a “Tin Coated Copper Roof Liner”. Is this an item that you would want the Roofing Contactor to handle?
Is there additional photo/drawing detail of these panels in regards to profile and how they attach.
“Tin-Coated” Copper is no longer manufactured, “Zinc-Coated” Cooper is produced by Revere- the same manufacturer referenced for the copper roofing. There is also reference to “Ice & Water Shield Over Exterior Surface & Paint Both Surfaces”- clarity/intent is requested for this note
Zinc-coated copper is acceptable. Attachment is to be suspended from rafters. QE to issue details clarifying profile and attachment, as well as ice & water shield.
The specified fabricator for the fresnel has indicated that the fabrication time will be 18-24 months after approval. Would the NPS consider a delayed NTP.
No, NPS would not consider a delayed notice to proceed (NTP) for the Fresnel lens. Discussions for extention of period of performance upon request. Would consider upon request an NTP at award for submittal, review, and fabrication of the Fresnel lens.
The drawing below from sheet C4.5 is referencing CLIN numbers (there is possibly one or two other sheets that do the same).
Revised documents included
In the last round of comments, the Park requested some changes to the look of the temporary fencing, which would require a small change to one of VHB’s details and the spec

No, the contractor will be responsible for site security during construction including fencing and night watchmen, if required.
Section 076100 – Warranty is for five years. Is this required to be a bonded warranty? The most surety companies will bond warranties is typically 2 years.
The intent is for the installer/contractor to guarantee their work above and beyond the standard one-year warranty. The expectation is that this will be custom formed roofing due to the shape and the size of the roof area, and thus the installer shall guarantee their work.
Roof details 2&5/A125 are not possible with 88 oz copper per spec section 076100. The double lock would be 5/8" to ¾" thick. Also max possible weight of ASTM B370 copper is 32 oz, not 88 oz. .125"x36"x96" sheet copper is available in ASTM B152. There are also large minimum orders on the ASTM B152 copper if that is required. Please advise.
Refer to RFI 16.
Section 085116 – Warranty is for 10 years. Is this required to be a bonded warranty for the installer? The most surety companies will bond warranties is typically 2 years.
The intent is for the installer/contractor to guarantee their work above and beyond the standard one-year warranty. The expectation is that this will be a custom bronze window, and thus the installer shall guarantee their work.

Due to highly specialized nature of work, please organize a second site visit to allow additional specialty contractors to view the project. This will ultimately result in more subcontractor competition and result in more value to the NPS
No more official site visits will be organized.
Please provide an extension that provides at least 2 weeks after response of all technical Q&As. This will provide the specialty subcontractors to account for all clarifying information in their proposals and reduce contingencies.
See RFI #21
Please extend the Q&A period 2-Weeks to allow specialty subcontractors who have just begun reviewing the documents additional time to submit technical questions as they review the RFP Documents.
