About this file
This document is an amendment to a solicitation for repair and restoration work at Cape Hatteras Lighthouse. The National Park Service is seeking a contractor to perform repair work on Cape Hatteras Lighthouse, restore or reconstruct the historic first order Fresnel lens, and improve or restore the historic landscape. The period of performance is 550 days. A bid bond is required and bids are due by 5:00 PM EST on July 18, 2023. The amendment provides sign-in sheets from a site visit, corrects the date for drawings, and includes questions and answers from potential offerors. Submitted bids must acknowledge receipt of the amendment.
The document provides additional details on the scope of work, including requirements for scaffolding, hoisting, enclosure and shoring systems. It also addresses staging, material movement and questions on simultaneous work at the oil house. The National Park Service is not procuring temporary equipment directly and means and methods are the contractor's responsibility.

Question Number
Question Answer/Response
Considering the scope and scale of this project, is it NPS’s intent to procure the scaffold, hoisting, enclosure and shoring systems directly from a scaffold and shoring provider? Or do you intend to run the scaffold, hoisting, enclosure, and shoring scope items through the GC?
NPS does not intend to procure these systems, the means and methods of accomplishing the work are the contractor's responsibility.
What’s the anticipated scaffold rental duration? Or should I just go by the overall period of performance?
Duration of equipment use and rentals are part of the means and methods of accomplishing the work and are the contractor's responsibility.
Based on the specifications listed in the drawings, the system provided by the scaffold contractor will be multi-faceted. As illuded to in question 1, this project will require interior and exterior access scaffolding, interior shoring, and an exterior scaffold enclosure system. Because of the overall height, access to the exterior scaffold system deck levels will be by use of full height scaffold stair towers.
However, due to the height, personnel access to all levels of the lighthouse may still be challenging. In addition, vertical material conveyance will also be an issue. Has NPS considered requiring a personnel and material hoist for this project? The hoist would be integrated with the exterior access scaffold system.
The means and methods of accomplishing the work are the contractor's responsibility and will be evaluated in submittal review.
Suggested systems should be incorporated with shoring and scaffolding submittals for review.
Does NPS intend for the scaffold system to integrate a hoisting and trolley mechanism at the top for Fresnel lens portion of the restoration project? This temporary hoisting and trolley system may also be useful during the installation and removal of the Replica Beacon.
The means and methods of accomplishing the work are the contractor's responsibility and will be evaluated in submittal review.
Suggested systems should be incorporated with shoring and scaffolding submittals for review.
The construction material staging, and construction material movement options are shown in the site orientation plan. Considering the scaffold operation would be one of the first activities, Should we anticipate the staging and material movement pathways will have already been installed prior to our mobilization? I see construction mats are called out. Will these mats accommodate forklifts?
The Contractor will be responsible for installing staging and material movement pathways protections and determining the load rating.
Does NPS intend for the oil house restoration to take place simultaneous to the lighthouse restoration? Has it been determined whether the oil house will be scaffolded and enclosed for this restoration work?
Oil house restoration schedule are part of the means and methods of accomplishing the work and are the contractor's responsibility.
I see NPS is considering raising the Principal and Double Keepers Quarters. Are these structures also being restored?
Raising the Principal Keepers Quarters and the Double Keepers Quarters are not part of this scope of work and are noted for informational purposes only.
9 Is the period of performance 550 days or 720 days? The period of performance is 550 days
10 Is a bid bond required? Yes. A bid bond is required
11 Is the time due 5 PM EST? yes
