Please clarify under what Factor the Key Trades form (Special Requirement 3: Key Trades on page 15 of 62) that identifies the name of Mason, Electrical Services, and Landscape subcontractors is supposed to go in.

Key Trades is an informational document submitted.

The subcontractors company names can be submitted under its own as Special Requirement #3: Key Trades

Please clarify that the Key Personnel form (Special Requirement 2: Key Personnel on page 14 of 62) is supposed to go in Subfactor 2b - Key Personnel Experience. As RFP is currently written, only Subfactor 3a mentions Special Requirement 2.

The Key Personnel form is inclusive of personnel for both the Factor 2.a. and the factor 3.a. The names can be submitted under its own as Special Requirement #2:

Key Personnel.

Sheet G005 was updated in Amendment 3 and many of the CLIN's called out in the drawing and as shown in the legend are conflicting with the descriptions in 01 27 00. For example, CLIN 2 is shown in the legend as "Improve and Restore Historic Landscape", however CLIN 2 in 01 27 00 still reads as "Restore Interior Stairways." Please advise.

Refer to updated sheet G005 posted with this Amendment

In order to provide the best value to the Government, please provide an extension of 2 weeks to continue to work with our subcontractors to develop competitive price proposals for the highly specialized scope of work

At this time, NPS does not anticipate extending the deadline for proposals.

Specification 09 91 13, Painting, para. 3.1 "B" requires a the existing masonry to have a maximum Moisture Content of 12 percent prior to application. Please confirm this applies only to the interior as this would not be possible on the exterior without fully tenting the lighthouse which appears not to be feasible without attaching the scaffolding to the structure.

2 percent moisture content is not required for the specified products. Surfaces must be clean and dry in accordance with manufacturer's technical literature.

Specification 09 91 13, Painting, para. 3.6 requires protection from wind after application to the masonry primer. Please provide a maximum sustained mile per hour wind speed rating for when protection would be required.

The manufacturer's technical literature does not specify a maximum allowable wind speed. The general intent of these protection requirements, including protection from direct sunlight and rain, is to ensure that the material does not dry out or become diluted prior to curing.

Contractor will be responsible for scheduling, sequencing and executing the work, and the means and methods of ensuring that proper conditions are met for application and curing of the primer, and for proper application of subsequent coatings.
