About this file
This document contains a sole source justification and determination for a federal contract opportunity. The 115th Fighter Wing at Dane County Regional Airport - Truax Field in Madison, Wisconsin intends to issue an invitation for bid for construction services to build a new three-bay hangar facility compatible with F-35 operations. The scope of work includes demolishing an existing building and constructing a 31,000 square foot hangar with specialized features like pre-conditioned aircraft air and 270VDC power. The project will also require an Advantor security system. This procurement allows for two options - one for a paint/mix addition and another for aircraft-rated pavement. The North American Industry Classification code is 236220 and the estimated value is between $25-100 million. The solicitation and plans are available on SAM.gov and bids are due on February 25, 2022. Award will be made to the responsive and responsible lowest bidder.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)
DETERMINATION MEMORANDUM FOR SOLE SOURCE ACQUISITIONS OVER THE MICRO-PURCHASE THRESHOLD BUT NOT
EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD FAR 13.106-3(b)(3)(i)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
QUOTE/SOLICITATION NUMBER: W50S9F-22-B-0001
ESTIMATED AMOUNT
BRAND NAME BUY YES NAME OF PROPOSED CONTRACTOR Advantor Security Systems
DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
The installation uses Advantor Systems to provide a comprehensive security system with sensors and controls that span the entirety of the base and ties into an Advantor hub at the Base Defense Operations Center (BDOC). For this project, Advantor will provide the access control, intrusion detection, and video surveillance equipment to monitor the Narcotics Vault in the F-35 3-Bay Specialized Hangar Facility.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
The 115FW currently employs Advantor Security Systems equipment and systems for our security alarm system in buildings of secure and mission critical nature. The overall system incorporates a central reporting station that is located at base security with transceivers located in every building on base and communicates back to the central reporting station. Advantor equipment/systems are proprietary in nature and no other manufacturer's equivalent products can communicate and support the current Advantor system currently employed at this installation. To install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through completion resulting in unacceptable delays in fulfilling the agency's requirements. Also, this intrusion detection system is critical to the success of securing flight operation missions as it is used as a force multiplier as it is in operation 24-hrs-a-day, 7-days-a-week.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED
DESCRIPTION OF MARKET RESEARCH PERFORMED:
Many other ANG installations have Advantor equipment and systems in use for the same purposes. As stated above, to install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition resulting in unacceptable delays in fulfilling the agency's requirements. It is customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment and systems.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE:
Advantor systems and items are already in place at the installation, and in this instance no other manufacturer's systems or items will communicate and work with the current system. The cost to convert a new system is not reasonable compared to the cost to maintain parts of the current system.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:
The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
I certify that the supporting data under my cognizance, which are included in the justification are accurate and complete to the best of my knowledge and belief.

FAIR AND REASONABLE COST DETERMINATION
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable based on the Independent Government Estimate (IGE). As part of the basis, certified cost or pricing data is not required per 15.403-1(b)(3).
CONTRACTING OFFICER CERTIFICATION
I CERTIFY THAT THIS JUSTIFICATION IS ACCURATE AND COMPLETE TO THE BEST OF MY KNOWLEDGE AND BELIEF, AND THAT COMPLETING THIS PURCHASE AS A SOLE SOURCE/BRAND NAME IS IN THE BEST INTEREST OF THE GOVERNMENT. ADDITIONALLY, I APPROVE THIS JUSTIFICATION TO LIMIT COMPETITION SUBJECT TO THE AVAILABILITY OF FUNDS AND PROVIDED THAT THE SERVICES OR SUPPLIES HEREIN DESCRIBED HAVE OTHERWISE
BEEN AUTHORIZED FOR ACQUISITION.
