About this file
This announcement is a request for Standard Form 330 submissions from architecture and engineering firms for a design contract. The Veterans Health Administration seeks to award a firm fixed price contract for preliminary design, investigations, drawings, specifications, cost estimates, and construction period services to modify the domestic hot and cold water distribution systems in Buildings 1 and 12 at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The project is set aside for Service-Disabled Veteran-Owned Small Businesses and has an anticipated construction value between $1,000,000 and $2,000,000.
Firms must submit a Standard Form 330 by April 15, 2024 following the specified submission requirements and evaluation criteria. The criteria include professional qualifications of assigned personnel, specialized experience and technical competence demonstrated on similar past projects, available capacity to complete the work on schedule, past performance history and references, and knowledge of the project locality. The selected firm will receive a request for fee proposal and be eligible for negotiations and potential award of an anticipated design contract with a 315-day period of performance.

MGVAMC DESIGN AMENDMENTS
Version: September 2021
This list covers changes that typically will be made to the VA’s Master Specifications for projects at the
Spokane VA Medical Center. It also covers design issues that affect drawings.
SPECIFICATIONS
Applicable Publications
Delete any “Applicable Publications” that do not apply to this project.
Sole‐Sourcing
The VA requires full and open competition on all construction products unless the product has been submitted, justified and approved as a sole source. This list includes several products that have been sole‐sourced for previous projects and are indicated here as “no substitutions.” These products are to be sole‐sourced for this project unless the Contracting Officer (CO) states otherwise in writing.
The Contracting Officer’s Representative (COR) will submit the paperwork required for sole‐sourcing for this project, but may require assistance from the A/E in writing the justification.
Do not add any other sole‐sourced products without discussing it with the COR. If you know of a product that you believe must be sole‐sourced, discuss with the COR as soon as possible and provide written justification for approval of that product. The approval process for sole‐sourcing may take several weeks.
“Product X or equal” is not considered sole‐sourcing. Suggested wording:
“Identification by “brand name or equal” is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of the products that will be satisfactory.”
