General Provide Architect/Engineer professional services to include preliminary concept and program development, investigative services, design narratives/analysis, planning consultations and visits, design work, calculations, preparation of construction drawings and specifications, preparation of cost estimates, construction period services, construction period site visits, and other services necessary for “Project 668‐22‐106, Correct Domestic Water System Deficiencies Buildings 1 and 12” at the Mann‐ Grandstaff VA Medical Center, Spokane, Washington. Scope of work is indicated below. Total design duration shall be 315 calendar days as described in part four below. Execution of performance period will extend to acceptance of substantial completion of construction.
2. Scope of Work
Modify the existing hot and cold potable water distribution systems in buildings 1 and 12 to satisfy the requirements of document “VHA DIRECTIVE 1061_2021‐02‐16”. Modify as follows:
2.1. Use existing system information in the contract attachments above and as provided by
MGVAMC.
668-22-106 Correct Domestic Water System Deficiencies Buildings 1 and 12 Page 2 of 11
2.2. Provide monitoring equipment/systems to continuously monitor potable water entering each building for incoming water pressure and the following characteristics: temperature, pH, hardness, suspended or dissolved solids, depending on biocide and biocide levels.
2.2.1. See attachment “Phigenics As‐Built Drawings” for existing equipment. Replace existing equipment with new.
2.3. Provide equipment/systems to continuously monitor the water temperature in the hot and cold potable water distribution systems. Temperature monitoring shall be conducted in the following areas: incoming water supply to the building, water storage tanks, discharge from hot water source equipment, water at the return of circulation loops and water supplied to representative areas of the building (e.g., top of risers, hydraulic remote points in loop or branch).
2.3.1. See attachment “Phigenics As‐Built Drawings” for existing equipment. Replace existing equipment with new.
2.4. Provide mixing valves at all outlets where end users access water (e.g., sink taps, showers) from the potable hot water distribution system to prevent scald injury. The water temperature delivered from the outlet shall not exceed 110°F. Mixing valves shall be positioned as close to the outlets as possible. Water temperature for emergency showers and eyewashes shall be between 60°F and 100°F. Determine the type(s) of mixing valve that will be installed in accordance with VA Plumbing Design Manual/Master Construction Specifications and the International Plumbing Code.
2.4.1. Thermal eradication (i.e. the raising of the hot water temperature to 160°F ‐ 170°F and the flushing of outlets) is an option for emergency remediation of Legionella in hot water distribution systems. Select mixing valves that will not be damaged by this emergency remediation option.
2.5. Provide equipment/systems to continuously monitor biocide residual levels for chlorine (as free chlorine), monochloramine and chlorine dioxide. This monitoring shall be conducted in the following areas: incoming water supply to the building, water at the return of circulation loops and water supplied to representative areas of the building (e.g., top of risers, hydraulic remote points in loop or branch).
2.5.1. See attachment “Phigenics As‐Built Drawings” for existing equipment. Replace existing equipment with new.
2.6. Provide automatic flush valves for the following fixture condition: pipe lengths greater than 10 feet terminating at an infrequently used plumbing fixture. Irregularly used and low flow fixtures must be flushed at least twice per week to prevent water stagnation.
2.7. Remove pipe lengths greater than 10 feet terminating at a cap.
2.8. Provide point‐of‐use filtration at all patient room sinks in the following areas: Building 1 Floor 5;
Building 12.
2.9. Monitoring and controls equipment shall not be connected to the existing building management system. Propose 3 options for a new cloud‐based information management system in the 35% design submittal. VA will select which system to use as basis of design for remainder of design.
AEs shall be held accountable for providing designs within the construction funding constraints/limitations.
