About this file
Summary
This is a comprehensive specification document for Project 626A4-22-202, the Upgrade Steam Distribution System at the Tennessee Valley Healthcare System VA Medical Center in Murfreesboro, Tennessee. The project encompasses demolition and new construction of steam distribution infrastructure including general construction, civil, structural, architectural, mechanical, plumbing, electrical, and low voltage systems. The contract period is 546 calendar days, with normal working hours Monday through Thursday from 6:00 a.m. to 4:30 p.m., though contractors may be required to work nights and weekends to maintain medical center operations. The specifications detail extensive requirements across 33 divisions, including asbestos abatement (estimated 10 manholes and approximately 22,824 linear feet of steam tunnels), general construction safety and environmental controls, quality control procedures, testing and inspection protocols, and comprehensive warranty management. Key requirements include a Performance and Payment Bond maintained throughout construction, development of an approved Contractor Quality Control Plan with designated Quality Control System Manager, submission of as-built drawings in electronic format within 15 days after project completion, and execution of work in strict compliance with OSHA, EPA, and state/local regulations.
The contractor must develop and submit multiple pre-construction plans including an Accident Prevention Plan, asbestos abatement plan with competent person supervision, environmental protection plan, and infection control measures specific to healthcare facility operations. Special inspections are required for certain work elements, with contractors responsible for hiring independent qualified inspectors. All temporary conditions must be managed to minimize disruption to the operating medical facility, including coordination of utility interruptions with at least 7 days advance notice. The specifications mandate three phases of quality control (Preparatory, Initial, and Follow-Up) for each definable feature of work, with documented daily reports submitted to the Contracting Officer's Representative. Material submittals require electronic format (PDF) with 15-calendar-day VA review periods, and the contractor bears costs for any re-testing or re-inspection resulting from initial unsatisfactory results. All asbestos waste disposal, hazardous material handling, and construction waste management must comply with federal, state, and local environmental regulations, with the contractor responsible for securing proper disposal facilities and obtaining all required permits and licenses.
