About this file

This document outlines the evaluation criteria for a solicitation seeking an uninterruptible power supply installation. The Bureau of Alcohol, Tobacco, Firearms and Explosives will award a contract to the lowest priced technically acceptable offer. Technical capability and past performance will be rated as acceptable or unacceptable. Technical capability will be evaluated based on the offeror's proposed installation personnel, description of the UPS and batteries meeting requirements, and ability to provide warranty and waste disposal services. Past performance will be assessed based on the relevance and success of similar efforts. Price will be the determining factor if more than one technically acceptable proposal is received. The material, labor, and travel costs will be compared to market rates.

ATTACHMENT 3 – EVALUATION CRITERIA

15A00023R00000085

EVALUATION FACTORS FOR AWARD

The Government will award a Purchase Order resulting from this Request for Proposal (RFP) to the offeror whose Proposal is Lowest Price Technically Acceptable. The ATF will award a contract to the lowest priced contractor whose proposal meets or exceeds the technical capabilities in the Statement of Work (SOW).

The following factors shall be used to evaluate offers:

Volume 1 - Non-Price Factors:

•Factor 1: Technical Capability
•Factor 2: Past Performance

Volume 2 - Price Factor:

• Factor 3: Price

Only the lowest priced proposal will be reviewed for technical acceptability. If it’s found to be technically acceptable, award will be made to that offeror without further evaluation of the other proposals received. If the proposal is technically unacceptable, then the next lowest priced proposal will be evaluated for technical acceptability until a technically acceptable proposal is found.

Non-Price Factors Evaluation:

Factor 1: Technical Capability - (8 page maximum).

Non-Price Factors:

Factor 1: Technical Capability (Personnel Requirements)

· The offeror provided an organization structure, including the organizational chart and supporting narrative description of offeror’s proposed installation personnel, and any major subcontractor(s) and their key personnel assigned to performance of this project.

· The offeror provided a technical capabilities product description of the proposed Uninterruptible Power Supply (UPS) and batteries. The capabilities description showed proof the UPS and batteries met the minimum technical specifications of Section 4 of the SOW.

· The offeror provided proof of ability to provide a warranty as described in Section 4.10 of the SOW.

· The offeror provided proof of ability dispose of UPS units and other worksite waste in accordance with the SOW.

Factor 2: Past Performance

The Government will evaluate an offeror's Past Performance to determine the extent to which their performance demonstrates the likelihood of successful performance in providing requirements similar in size, scope, and complexity of this solicitation.

If the offeror is without a record of relevant and recent past performance, it shall affirmatively state that it possesses no relevant and recent past performance. In such a situation, an offeror lacking relevant and recent past experience that fails to provide an affirmative declaration may be found to have failed to provide a solicitation requirement, the Government may reject their proposal.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

Price Factor:

· Factor 3: Price

If more than one proposal is received, competition will determine price reasonableness and a price evaluation will not be completed.

If one proposal is received, price evaluation will proceed. The purpose of the price evaluation is to provide an assessment of the reasonableness of the submitted price in relation to the solicitation requirements.

Price will be evaluated based upon the following:

· Material – Will be compared to commercially available pricing.

· Labor – Will evaluate labor categories, hours, and rates to verify they match the complexity of the requirement and meet market value for similar labor rates.

· Travel – Will be evaluated based on market pricing and GSA rates.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

EVALUATION PROCEDURES

Acceptable/Unacceptable Rating

Offeror’s Technical and Past Performance will be rated using an Acceptable/Unacceptable rating system.

Technical Capability

Table 1: Technical Capability - Personnel Requirements Ratings

Adjectival Rating
Description
Acceptable
Proposal meets the requirements of the solicitation.
Unacceptable
Proposal does not meet the requirements of the solicitation.

Past Performance

Table 2 Relevancy Rating Chart

Adjective
Definition / Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Price Analysis

If more than one proposal is received, competition will determine price reasonableness.

If only one proposal is received, the price evaluation is to provide an assessment of the reasonableness of the proposed price in relation to the solicitation requirements.

Price Evaluation: The total price will be evaluated by the Contracting Officer.
