About this file
This is a Buy American Certificate form (FAR 52.225-2, October 2022 version) that serves as a template for offerors to certify compliance with domestic content requirements in federal procurements.
The certificate requires offerors to certify that all end products are domestic end products, except those explicitly listed as foreign end products. Offerors must separately identify any domestic end products containing critical components and any foreign end products manufactured in the United States that do not qualify as domestic products. For foreign end products that are not wholly or predominantly iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items. The form includes designated sections for listing line item numbers for foreign end products with their country of origin and domestic content percentage status, as well as a separate section for identifying domestic end products containing critical components. The Government will evaluate offers in accordance with FAR Part 25 policies and procedures. This template applies to the Cheyenne VA Medical Center Emergency Department Expansion Ceiling Lifts solicitation (36C25926Q0746), a material procurement and delivery requirement issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19, with no installation services included.
