About this file

This is a template for the Buy American Certificate (FAR 52.225-2, October 2022 version), which is a required federal contracting form used in solicitations subject to Buy American Act provisions.

The certificate requires offerors to certify the domestic or foreign origin of end products being offered. Offerors must certify that each end product is a domestic end product unless listed otherwise, and must identify any domestic end products containing critical components. For foreign end products manufactured in the United States that do not consist wholly or predominantly of iron, steel, or a combination thereof, offerors must indicate whether the products exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. The form includes three sections for completion: a table listing foreign end products by line item number, country of origin, and domestic content percentage; a section for listing line item numbers of domestic end products containing critical components; and signature lines for vendor point of contact and authorization. The Government will evaluate offers according to Federal Acquisition Regulation Part 25 policies and procedures. Key terms including "COTS item," "critical component," "domestic end product," "end product," and "foreign end product" are defined in the related Buy American-Supplies clause of the solicitation.
