About this file
This document contains a draft request for proposal and related technical evaluation criteria. The Army Materiel Command Contracting Command is seeking proposals to produce hardware end items for the Integrated Battle Command System in accordance with supplied technical data packages and specifications. Engineering changes may be required for obsolescence, new capabilities, and export considerations. Offerors must demonstrate their ability to propose technical design changes to replace the Cooperative Aviation Surveillance System with the Passive Detection and Reporting System, limited to form and fit. The technical maturity evaluation will assess proposals under three tasks, with more importance given to technical maturity than production maturity. This draft RFP is for comment only and the government is not currently accepting proposals.
