About this file
This is a technical specifications document for HVAC systems commissioning and direct-digital control systems for the EHRM Infrastructure Upgrades Tier 3 Data Center project at James H. Quillen VAMC in Mountain Home, Tennessee. The specifications are organized into multiple divisions covering general requirements, HVAC commissioning, and DDC system architecture with detailed requirements for hardware, software, controllers, sensors, and control elements.
The HVAC commissioning section (23 08 00) establishes the contractor's responsibility to execute the commissioning process under oversight of a VA-appointed Commissioning Agent, including pre-functional checklists, contractor tests, systems functional performance testing, and training of VA operations personnel. The DDC system specifications (23 09 23) mandate a native BACnet architecture using Ethernet communications with all controllers BTL-listed, operating in stand-alone mode during network failures. The Engineering Control Center (ECC) must be server-grade hardware with 16-core processors minimum, 32GB ECC RAM, RAID-configured storage with 6-8 drives, and software supporting multi-tasking operations with graphical interfaces, trending, alarm management, and scheduling capabilities. The system requires BTL-listed BACnet Building Controllers (B-BC), Advanced Application Controllers (B-AAC), Application Specific Controllers (B-ASC), Smart Actuators (B-SA), and Smart Sensors (B-SS) devices. Sensors specified include RTD temperature sensors with 4-20mA or 0-10VDC outputs, humidity sensors with ±2-5% RH accuracy, vortex and turbine water flow sensors with 20:1 and 10:1 turndown ratios respectively, and static pressure sensors. Control elements include fail-safe electric operators for dampers and valves, with minimum closure torque requirements and modulating control capabilities. The contractor must provide pre-commissioning activities, shop drawings with BACnet PICS statements, as-built documentation, O&M manuals, and training consisting of 16-48 hours of formal instruction plus on-the-job training during startup and performance testing. The system warranty covers labor and materials for five years with 24-hour remote support and 8-24 hour on-site response capability for unresolved issues.
