About this file

This document is a Statement of Work (SOW) for a follow-on contract to the existing FY22 NHL Hercules Haul Out project (contract #140P8622C0006) at Bay Ship and Yacht in Alameda, CA. The SOW provides for the ongoing haul out and repair of the National Historic Landmark (NHL) Tugboat Hercules, including haul out and blocking, temporary services, structural steel repairs, preparations and coatings, and replacement of vessel components.

The work is divided into base bid items and optional items. The base bid items include cradling and blocking the vessel, temporary services, underwater hull maintenance, structural repairs and installations, and non-structural repairs, weldments, and coatings. The optional items provide for additional services such as vessel transportation and delivery, haul out and blocking, wet berthing, and additional temporary services. The government estimates the base items will require a 100-day Period of Performance. The contract line items reference the original FY22 contract but have different numbering. This follow-on contract is intended to run concurrently with the existing requirements, timelines, and project expectations.

140P8622C0006 – Follow-On Contract - STATEMENT OF WORK

This contract is a follow-on to the existing FY22 NHL Hercules Haul Out project (contract #140P8622C0006) currently underway at Bay Ship and Yacht in Alameda, CA.

The work contained herein is an expansion of the original requirements to reflect the need for growth on certain CLINs due to unforeseen conditions within the vessel. This contract is intended to run concurrent to and parallel with the existing requirements, timelines, and project expectations. While this is a separate contract, it cannot exist, nor could it be successful without integrating with the existing contract (#140P8622C0006).

The work described below provides for the ongoing haul out and repair of the NHL Hercules to include (but not limited to), haul out and blocking, temporary services, structural steel repairs, preparations and coatings, and replacement of vessel components. Optional bid items provide for additional steel repairs based on specific structural steel components at pre-negotiated metrics, generally steel per pound. Option items will also provide a mechanism to address growth of other specified work including coatings preparation and application, and changes to materials specified based on the as-found conditions. Other option items are related to the NPS’ goal of steaming the vessel from dry-dock to a new berth at Mare Island Naval Shipyard in lieu of the Hyde Street Pier berth.

Contract Line Item Number (CLIN) identification is unique to this contract but will reference the original specification – CLINs will be different between the two Statements of Work for the same type of work. The government estimates the base items to require a one-hundred-day (100) Period of Performance. The Contractor shall include their estimated timeframe in their bid proposal.

SECTION 1: GENERAL INFORMATION AND REQUIREMENTS

This follow-on Scope of Work shall follow and adhere to the Section 1 – General Requirements, Parts 1-8 (as issued and amended) of Contract #140P8622C0006 and as further defined below. Submittals approved via contract #140P8622C0006 shall apply to this scope as well.

Where information from Contract 140P8622C0006 is incorporated but changed, those changes are shown in red with deletions struck through. Prior modification language or additions are shown in grey. All other parts of the Specification remain unchanged.

END SECTION 1
