About this file

This document is a detailed technical specification for traditional asbestos abatement services at the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington. The project involves removing asbestos-containing materials (ACM) from multiple buildings, including Buildings T-1, T-2, T-7, 63, 65, 66, 74, 74A, 81, 82, and steam vaults. The abatement scope requires comprehensive procedures for regulated area preparation, worker protection, containment, removal, disposal, and decontamination, adhering to OSHA, EPA, and state regulations.

Key technical requirements include establishing negative air pressure systems, constructing personnel and waste decontamination facilities, using specific personal protective equipment, implementing wet removal techniques, packaging and disposing of asbestos waste, and conducting visual and air clearance testing. The contractor must provide detailed submittals including an Asbestos Hazard Abatement Plan, personnel qualifications, training documentation, medical surveillance records, and comprehensive safety and monitoring protocols. A professional industrial hygienist must oversee the entire process, with final clearance testing performed by a VA-designated industrial hygienist to confirm that airborne asbestos levels are reduced to acceptable standards before project completion.
