About this file

This is a comprehensive 100% Submittal Specifications document for the removal and replacement of underground fuel storage tanks at the VA Medical Center in Roseburg, Oregon (Project #653-23-100). The project involves decommissioning and removing existing underground fuel storage tanks at three locations: Building 2 (1,000-gallon fuel tank), Building 7 (12,000-gallon fuel tank for reuse), and the Fuel Farm (two 15,000-gallon diesel/fuel oil tanks, one 2,500-gallon diesel tank, and one 1,000-gallon gasoline tank). The contractor must provide all demolition, removal, environmental assessment, soil testing and remediation, backfilling, and site restoration services in compliance with Oregon DEQ regulations (OAR 340-150).

The specifications mandate that all work comply with API standards for tank closure (API 1604), ASTM standards for materials testing and soil analysis, EPA and Oregon DEQ regulatory requirements, and NFPA standards for safety. Critical deliverables include a pre-removal meeting with specified participants at least 45 days before work commences, an Oregon DEQ-approved Site Closure and Assessment Plan submitted 30 days before fieldwork begins, soil sampling and laboratory analysis using NWTPH methods, contaminated material characterization and disposal documentation, and a final Site Assessment/Closure Report due to both the VA and Oregon DEQ within specified timeframes. The contractor must submit unit pricing for contaminated soil excavation and disposal (distinguishing between EPA-RCRA hazardous and non-hazardous waste), groundwater remediation, and clean backfill material by the ton. A qualified UST removal contractor licensed by Oregon DEQ and a state-certified independent testing laboratory are required, with all work executed under a comprehensive Safety Plan addressing confined space entry, tank purging/ventilation, and fire safety protocols per API standards.
