The contract is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Prime contractors must have completed similar projects as the prime contractor; subcontractor experience will not be accepted for evaluation unless the prime and subcontractor operate as a formally approved Small Business Administration joint venture, in which case past performance may be evaluated individually by each partner. The construction period is 365 calendar days after issuance of Notice to Proceed, with a 90-day Limited Notice to Proceed for administrative activities, material ordering, permits, and submittals prior to physical construction. A 4-year warranty is required after final acceptance. The contractor is responsible for all system coordination, programming, startup, and commissioning, including PLC controls, fuel management systems, card reader systems, tank monitoring systems, and remote communication/network integration. The contractor must transfer all remaining fuel from existing tanks, store up to 25,000 gallons in temporary storage using an existing 12,000-gallon tank, and relocate the existing 12,000-gallon above-ground tank to the fuel farm while installing a new 2,500-gallon tank at Building 7. Additional key requirements include double-walled piping and spill containment boxes, use of steel pipe with welded joints, completion of all environmental and geotechnical reports, provision of BAA waivers for non-domestic equipment, and no substitution of stone caps for required metal flashing on CMU walls. Project Manager attendance at weekly meetings may be conducted virtually. The government will not provide fuel beyond what is transferred from existing tanks.

36C26026R0076 | 653-23-100 | Remove Replace Underground Fuel Tanks – Roseburg, OR

AMENDMENT 2

ATTACHMENT 1 – RFI Questions and Answers

1. May a subcontractor’s technical aspect and experience be used by the primer contractor’s technical aspect and experience when submitting a proposal?

Answer: Per the RFP, “Projects submitted must have been completed with the offeror as the prime contractor for the project.”

2. This Request For Proposal (RFP) is set aside as a Service Disabled Veteran Owned Small Business (SDVOSB). Will the VA accept a Veteran Owned Small Business (VOSB) set aside?

Answer: No. This is a 100% Service-Disabled Veteran Owned Small Business Set- Aside.

3. PPI - Does electrical conduit require painting?

Answer: Not at the fuel farm. Anything mounted to the outside of any structure near Building 61 must be painted to match existing building surface.

4. PPI - Does new exposed fuel piping require painting?

Answer: Not at the fuel farm. Anything mounted to the outside of any structure near Building 61 must be painted to match existing building surface.

5. PPI - Brick veneer on CMU corners. There is no detail with structural drawings per sheet AE301. Please advise.

Answer: Architectural has provided additional detail for this; see Amendment 2 Attachment 1a - 653-23-100 - VA OR Roseburg UST - Architectural - AE301 update.

6. PPI - Need more information on the Security System(s) for the additional work and where to tie into the existing system.

Answer: There are no access controls for the fuel farm. Cameras are tying into the existing patch panel in Building 62 from the current fuel farm. New camera cables should utilize existing routes.

7. PPI - Need to know what cameras are staying and which are to be removed or relocated.

Answer: The contractor will not be required to remove or relocate any existing cameras as part of this project.

8. PPI - with the statement of “Minimum 2-Year warranty with 2-year additional option warranty that may be exercised by the VA.”, please clarify how this is going to be executed with the award and possible associated cost for the extended warranty period?

Answer: The contractor will be required to provide a warranty of four years under this contract. Any language referenced per this RFI is hereby updated to reflect a “Minimum 4-Year warranty.” FAR Clause 52.246-21 requires a warranty of construction of 1-year after final acceptance. This contract requires that the warranty required by that clause be for a total of 4-years after final acceptance.

9. PPI - Weekly Meetings – Can the Project Manager attend the weekly meetings on a call or through a virtual teams meeting?

Answer: Yes

10. PPI – Please clarify the duration period for this contract. In attachment 1, 1.2.12 Work complete: Due 365 days after the NTP for construction. On the SF1442, Line 11, states 270 Calendar days. Please clarify the duration period for this contract.

Answer: The construction period of performance is 365 calendar days after issuance of Notice To Proceed. This project will include a 90 calendar day Limited Notice to Proceed issued following the project kickoff meeting, after acceptance of performance and payment bonds and insurance. The Limited Notice to Proceed (LNTP) includes:

- Contractor submittal of all required contract/project submittals that are listed in the contract specifications.

- Material ordering and submittals.

- Permits and approvals.

- Common administration functions but no physical construction work.

11. PPI - The solicitation requires offerors to submit recent and relevant fuel tank replacement project experience and past performance information. The evaluation language appears to indicate that projects submitted for Technical Experience must have been completed by the offeror as the prime contractor; however, it is unclear whether the Government will consider relevant experience and past performance performed by proposed team members or subcontractors. Based conversations, our understanding is that subcontractor experience will not be accepted for evaluation under the past performance requirements, and that only experience from the SDVOSB offeror or an approved joint venture partner with the SDVOSB will be considered. Will the VA issue a formal written response providing this clarification?

Answer: The prime contractor’s project experience and past performance information will be evaluated. If the prime contractor and subcontractor are in a Joint Venture as outlined by the Small Business Administration, the VA will review past performance in accordance with SBA rules. Unless prevented by a rule, the VA intends to consider past performance individually by each partner to the joint venture, as well as any work done by the joint venture itself previously.

12. Please provide any available environmental reports, tank closure reports, geotechnical reports, or hazardous material assessments associated with the existing fuel systems and project areas.

Answer: None of these reports are available. All of these reports listed are required to be completed by the contractor as part of the performance of this project.

13. Please clarify temporary fuel system requirements during construction, including:

a. Acceptable outage durations

Answer: Outages will be approved as needed for cutover procedures to the temporary fuel (notice provided a minimum of 7 calendar days ahead of outage). The Contractor shall assume that outage time durations can be no longer than 8 hours for the outage.

b. Temporary storage capacity requirements Answer: The contractor will be required to store the current amount of fuel in the storage tank of up to 25,000 gallons. The contractor will as part of this storage utilize the existing 12,000 gallon tank for fuel oil to temporarily serve the boilers.

14. Please confirm whether existing underground utilities shown within the project limits have been field verified by the design team and provide any available utility potholing or subsurface investigation information.

Answer: Current conditions show all currently known utilities; utility locations shall be re-verified by the Contractor prior to disturbance.

15. Please clarify responsibility for coordination, programming, startup, and commissioning of the following systems:

a. PLC controls Answer: Contractor

b. Fuel management system

c. Card reader system

d. Tank monitoring system

e. Remote communication/network integration.

16. Please confirm anticipated existing fuel product levels and whether the Owner intends to remove remaining fuel product from existing tanks prior to contractor demolition and decommissioning activities.

Answer: The existing fuel product levels are unknown. The contractor shall plan to transfer all remaining fuel product from existing tanks.

17. Sheet C.103 Note #4 shows relocated 12,000-gallon AST from Building 7 installed at the fuel farm, however C.104 #4 shows the 12,000-gallon AST installed at Building 7. The scope of work document says to relocate the 12,000-gallon tank and replace it with a new 2,500-gallon tank at building 7. Please confirm final location of relocated 12,000-gallon AST and the new 2,500 gallon.

Answer: The Awardee will move the existing 12,000-gal fuel tank to the fuel farm to be used for fuel oil for the boilers. The Awardee will purchase and install a new 2,500-gal above ground fuel tank for the Building 7 generator. See Amendment 2 Attachment 1b - C-104-GP_BID RFI SET, AST Keynote referenced on sheet C-104, site plan view, revised to reference new 2,500 gallon tank (i.e., keynote #2).

18. Drawings Sheet C100. The existing tank at Building 7 is UL-142 rated, not UL-2085. Please ensure that spacing requirements are met per NFPA 30.

Answer: Correct, the spacing is met.

19. Drawings Sheet ES101. Would government consider boring directly from Building 61 to

Building 7 in lieu of trenching and handholes?

Answer: No

20. Drawings CD100 / CD101. Are the existing fuel lines between Building 7 and the Tank Fuel Farm direct buried?

21. Specs 23 05 11, Para. 3.3. Will Contractor be required to provide fuel for temporary facilities?

Answer: No, temporary fuel will be transferred from existing tanks to the temporary storage. Purchasing of additional fuel will be handled by the Government, not the Contractor.

22. Specs 23 10 00, Para.3.3.C. Please confirm that carrier and secondary fuel piping should be steel with welded joints. Secondary piping will include corrosion proof exterior.

Answer: Please see spec 23 10 00 2.3 which lists product requirements for steel pipe and fittings. 2.4 lists product requirements for steel secondary containment piping for underground fuel systems. Note: part 3 is for execution, please see part 2 for specific materials to be used and approved components.

23. Drawings S101. What are the dimensions for the tank saddles? Is the intent for those to be engineered by the Contractor?

Answer: Drawings say "PER MFR" (per manufacturer). The cutsheets the Government has shows a width of 6-11" depending on the size. The length is approximately the diameter of the tank, which also depends on the tank size. The saddles are included by tank manufacturer from conversations in design. If saddles are not provided or the manufacturer has changed, the saddles will need to be Contractor designed and reviewed by the SEOR (Structural Engineer of Record).

24. Solicitation Section 2.3.(a). Will the Contractor be required to submit BAA waiver requests for non-domestic available equipment like dispensers and automatic tank gauges?

Answer: Yes.

25. Solicitation Section 2.3.(a). Does the VA consider piping as "commercially available off-the-shelf" or is it expected that piping will need be domestic?

Answer: Yes, piping is considered a commercially available off the shelf commodity.

26. Solicitation Section 2.3.(a). Will FAR 52.225-11 be considered to all construction materials under trade agreements?

Answer: No, this project does not meet this clause’s requirement. FAR clause 52.225- 11 will be included into the contract if the threshold to include the clause is reached.

All requirements of the clause must be adhered to if it is included in the contract.

27. How much fuel are we going to assume will be left in tanks that will be decommissioned?

Answer: See response to question 16 above.

28. Will the 12,000 AST have fuel that will need to be transferred to move the tank?

29. Is the fuel left in the UST’s to be disposed of?

Answer: No. The fuel shall be tested, polished, and stored by the contractor to be reused.

30. Drawing Sheet S-101, Detail 3 refers slab thickness to “Per Plan.” Sheet S-501, Sections 2 and 3 also refer to “Per Plan.” Cannot find a Plan Detail that shows slab thickness or rebar sizing, spacing, etc. If not there, does the VA expect the contractor to engineer the thickness of slabs.

Answer: The plan view has the detail; 1&2/S101, details titled “Fuel Farm – Foundation and Floor Plan” and “Building 61 Fuel Tank – Foundation and Floor Plan,” respectively.

The slab thickness and rebar information is found here and has already been designed.

31. Drawing Sheet S-101, Detail three. Embedment note requires 18” embedment for the 20,000-gallon tank. Is the design intent for a thickened foundation under tanks saddles or is the slab this supposed to accommodate this embedment?

Answer: The 18” embed is for the larger fuel tank in the Fuel Farm area only. That slab thickness is 24” per detail 1/S-101. No thickened slab is needed for any of the tank anchors.

32. Drawing Sheet MP-102, Note 2 requires all piping to be double walled. Does that include aboveground piping? Double walled piping aboveground is not standard, and the pipe is inside containment.

Answer: Piping should be double walled as shown.

33. Drawing Sheet MP-102, Note 7 requires the spill box to be double walled. This is not standard. Normally single walled since the spill containment box is within a contained area.

Answer: Spill box shall be double walled.

34. In the install of the AST’s can fiber glass (FRP) sumps be used for valve pits?

Answer: The Contractor shall provide proof that the fiberglass will not be displaced due to the water table before this can be considered. The Contractor shall follow the drawings and specifications.

35. In specs fill boxes are to be double wall - is single wall with adequate containment and leak sensors ok?

Answer: The Contractor shall utilize a double wall.

36. All above ground piping is to be double wall does that mean we need containment sumps on top of tanks with sensors?

Answer: No, the above ground double wall piping is to slope back to a low point (sump) where there will be sensors.

37. Sheet ES101 call out 2 indicates a trench extending from Building 7 to Building 61, it appears all utilities required for the tank at Building 61, please clarify what is to be installed within this trench.

Answer: The fuel tank instrumentation to connect to the control panel and monitoring system.

38. Specifications indicated a metal flashing cap along the CMU wall, would the VA consider a stone cap in lieu of metal flashing? A stone cap would be easier to maintain.

Answer: No
