About this file
This file is an Requests for Information (RFI) Answers document for a federal construction contract. It provides clarifications on technical specifications and design requirements for the removal and replacement of underground fuel tanks at a Department of Veterans Affairs facility (VISN 20).
The document addresses 12 RFI responses (numbered 39-50) covering critical construction details for CMU enclosures at the Fuel Farm and Building 61. Key clarifications include: bullnose corners are required on all exposed CMU except where brick veneer covers them; brick veneer is only required on the exterior of Building 61's CMU enclosure, not on the Fuel Farm enclosure; horizontal and vertical reinforcement is required per details 1/S-101 and 2/S-101 due to blast-resistant design requirements; low-lift grouting with mechanical positioners is acceptable; standard gray smooth CMU finish is specified; contractors must bid on single 5'-4" door openings as shown without structural modifications; fire caulking using UL-listed firestop systems is required at all steel fuel piping penetrations through fire-rated CMU walls per IBC and IMC codes; and blast-resistant doors must protect from exterior threats per anti-terrorism protection measures, with design guidance provided in the attached PSRDM manual. These responses establish mandatory construction specifications and material standards for the enclosure structures and penetration treatments.

36C26026R0076 Amendment 4 Attachment 1 RFIs and Answers
39) What is the requirement for bullnose corners on the outside finished CMU corners? The spec calls for them, but the plan details do not include them. With the brick veneer on Enclosure, standard block would be required. Please clarify.
ANSWER: Bullnose corners are required at all exposed CMU if it is included in the specification. For enclosures with brick veneer, standard CMU corners are acceptable as the corners will be covered.
40) Please confirm the Brick veneer is only required on the exterior of the CMU Enclosure at Bldg. 61.
ANSWER: Correct
41) Please confirm there is NO Brick Veneer Corners or any type of Brick Veneer on the Fuel Farm CMU Enclosure.
ANSWER: Correct
42) What is the requirement for horizontal joint reinforcement? The spec calls for them, but the plan details do not include them. Typical CMU installations do not require with solid grouted CMU. Please clarify.
ANSWER: Typical horizontal and vertical CMU wall reinforcement is called out on detail 1/S-101 and 2/S-101 for the Fuel Farm and Building 61 tank enclosures, respectively. The enclosures are designed for blast, hence the fully grouted walls and heavy reinforcement.
43) What is the requirement for vertical bar mechanical positioners if we are using low lift grout? Typical CMU installations require manually positioning the bars at time of grout placement as they are usually short lengths. Please clarify.
ANSWER: Low lift grouting is included in the specifications. Mechanical positioners are acceptable as long as everything else meets the requirements per the specifications.
44) What is the color or finish for the CMU? We are assuming standard gray smooth, based on the existing CMU structure located onsite next to the Fuel Farm. (see attached Photo). Please clarify.
ANSWER: Standard gray smooth CMU is confirmed.
45) What is the Blast Rating requirement for the Blast Resistant Door Assemblies on the Fuel Farm CMU Enclosure? This information is required for the design and fabrication of the door units.
ANSWER: See response to RFI #49.
46) The Plans call out (5 ft - 4 in) openings for the CMU enclosures. The Suppliers have indicated that due to the blast resistant requirements, a set of double doors should be used. This would reduce the costs significantly and the structure upgrades would not be required on these openings to support a single door unit. Please advise if it is acceptable to use a double door unit for the (5 ft - 4 in) openings for the CMU enclosures.
ANSWER: Contractor to bid on the plans as shown for 5’-4” doors . Structural design for the CMU walls should not be changed regardless of the doors. Single vs double doors does not affect the CMU walls. Door width should also remain the same, as this could affect blast design around the doors and wall reinforcement around the doors.
47) Per the plan general note #4 on Sheet MP101 states “ THE CONTRACTOR SHALL PROVIDE FIRE CAULKING AT ALL PIPING PENETRATIONS OF FIRE RATED ASSEMBLIES OR PROVIDE FIRE RATED SEALS FOR NON-RATED PLASTIC PIPING PENETRATIONS OF RATED ASSEMBLIES AS REQUIRED. SEAL PER IBC 714.4.3, IBC 715, & IMC 602.2.2. DETAILS FOR ALL ASSEMBLY MUST BE SUBMITTED FOR APPROVAL”. With the installation of a Steel Fuel Piping Assembly for this project, is fire caulking sealing the penetration around the steel pipe assembly acceptable? Please advise.
ANSWER: Fire caulking at the steel fuel pipe penetrations through fire-rated assemblies is acceptable, provided the firestop system used is UL-listed and installed per the manufacturer's approved system for the specific assembly type (wall/floor, rating, pipe size).
48) On sheet MP101, key notes #4 states “THE CONTRACTOR SHALL PROVIDE FIRE CAULKING AT ALL PIPING PENETRATIONS OF FIRE RATED ASSEMBLIES. SEAL PER IBC 714.4.3, IBC 715, AND IMC 602.2.2. Please provide the fire rated wall assemblies where these penetrations are for the Steel Fuel piping.
ANSWER: All CMU walls on this project are fire-rated assemblies. Contractors shall provide fire caulking at all steel fuel piping penetrations through CMU walls. Any new penetrations into the existing boiler plant shall be fire-caulked and sealed as well. This includes the reuse of existing penetrations to be re-caulked and sealed.
49) For bidding purposes, please provide the “Physical Security and Resiliency Design Data Standard Data Definitions” for the blast doors.
ANSWER: Utilize the attached PSRDM manual and contract documents, protecting from a typical blast per RFI#50 response.
50) For the design of the CMU enclosure blast resistant doors, are we to assume the blast resistant is coming from the exterior from an (Anti-Terrorism) Protection measures? Please clarify which direction the blast direction to the door is to resist (Interior or Exterior) and what this is for i.e. (Anti-Terrorism).
ANSWER: Yes. Exterior.
