About this file

This is an Evaluation Plan and Scoring Rubric document prepared by the California Arts Council (CAC) for RFP-25-016 Strategic Planning Consultant. The RFP seeks a single consultant or firm to develop a current strategic plan for CAC, which is required under California Government Code 11816 and as part of CAC's obligations to the National Endowment for the Arts state arts agency partnership. The strategic framework is set to expire in 2027. Eligible bidders include California independent contractors, individuals, sole proprietors, partnerships, certified small businesses, disabled veteran business enterprises, 501(c)(3) organizations, private for-profit organizations, and joint powers agreements based in California. Proposals must be submitted to Procurement@arts.ca.gov by the specified deadline in the RFP posting.

The evaluation process consists of three phases: Administrative (Pass/Fail compliance review), Technical (scored by a three-member panel on criteria including meeting RFP requirements, quality of past work, alignment with equity and human-centered values, realistic resource allocation, and proposal presentation), and Cost. Phase 2 technical scoring carries a maximum of 450 points (150 points per evaluator across three evaluators), while Phase 3 uses a cost formula with a maximum of 30 points awarded to the lowest bidder. The total possible score is 480 points before applying Small Business and Disabled Veteran Business Enterprise preference or incentive points. The maximum budget is $49,999 with potential amendment to add up to $40,001 in additional funds. CAC will conduct due diligence verification on all bidders, including Secretary of State standing, tax compliance, insurance coverage, and commercially useful function evaluations for disadvantaged business enterprise participation.
