About this file
This document contains information regarding an update to the Front-End Processing Information Bulletin. The update provides revised guidance for the handling of certified copies of foreign patent applications received by the contractor. Specifically, the contractor will capture an image of the cover page with the unbroken ribbon and seal of the foreign priority document, before removing the ribbon and scanning the remaining pages. The contractor is no longer required to make and retain a photocopy of the original sealed cover page. Certified copies containing color illustrations will be delivered to the Supplemental Complex Repository for Examiners. Indexing codes for foreign priority documents received with or without the original ribbon have also been updated.
The related federal contract opportunity is a solicitation from the United States Patent and Trademark Office seeking contractor support to manage the entire life cycle of patent application processing, from initial filing through final disposition. Offerors should thoroughly review the request for proposals and statement of work attachments to understand the requirements, as some attachment versions have been updated since the pre-solicitation notice.
