This bulletin provides revisions to the Front-End Processing Manual regarding the handling of certified copies of foreign priority documents received by the contractor. The contractor will deliver an image of the cover page of any foreign priority document showing the unbroken ribbon and seal, followed by the remaining pages. For indexing and scanning, paper copies of foreign certified priority documents received with the ribbon should be coded as FRPR or P.RULE17.1A, while copies received without the ribbon should be coded as REF.OTHER, except when received from the Technology Center with routing sheet where it should be coded as FRPR or P.RULE17.1A. The contractor will also forward any transmittal letters or documents to the USPTO Representative where the PCT application number does not exist in USPTO records. This supports the Patent Data and Document Management solicitation seeking contractor support to manage the entire life cycle of patent application processing from initial filing through final disposition.

FRONT-END PROCESSING MANUAL
***This bulletin is effective immediately.*** The FEP manual section Documents requiring specialized handling and Appendix Eight Supplemental Guidance is hereby revised by the information shown on Pages 2-3 of this bulletin.
The Certified Copies of Foreign Applications bullet under the Documents requiring specialized handling section in the FEP manual is replaced with the information listed below:
· Certified Copies of Foreign Applications
Applicants are required to submit copies of applications filed in a foreign country that are related to the application being filed in the United States. A foreign priority document is a prior non-U.S. application on which the claim for foreign priority is based.
· The contractor will deliver an image document comprising the cover page of the foreign priority document with the unbroken ribbon and seal followed by the remaining pages of the priority document.
· The contractor may break the seal and remove the ribbon from the priority document after capturing or copying the front page.
· The contactor will store in the evidence copy box all original documents and photocopies that may be made as part of the capture process, but there is no requirement to make and retain a photocopy of the original, unbroken seal version of the priority document cover page.
· The contractor will place the original document in the back of the batch, behind a “Do Not Scan” sheet, to prevent scanning with the rest of the package.
· The contractor will deliver and load any certified copy of a foreign application that contains color/grayscale illustrations the color version of certified copy to the Supplemental Complex Repository for Examiners (SCORE)

| • Paper copies of Foreign Certified Priority documents received by FEP with the ribbon should be scanned and indexed under FRPR document code (US applications) and P.RULE17.1A (PCT application when submitted with the transmittal letter). |
• Copies of Foreign Certified Priority documents received without the original ribbon should be scanned as REF.OTHER for all US applications. With exception when received from Tech Center with the appropriate routing sheet, the document should be coded as FRPR for US applications and P.RULE17.1A for PCT applications. In addition, all FRPR received without the ribbon or the transmittal letter for PCT applications, should be forwarded to USPTO Representative.
• Where the PCT application number indicated on the transmittal letter does not exist in USPTO records, forward the transmittal letter and document to USPTO Representative.
