About this file
This is a comprehensive Master Specifications document for construction services at Carl Vinson VA Medical Center in Dublin, Georgia, specifically for the "Relocate Radiology & Nuclear Medicine" project (VA Project #557-20-101). The specifications establish technical requirements for a broad range of construction work including general requirements, demolition, concrete, masonry, structural steel, metal framing, and associated systems across divisions covering structural, mechanical, electrical, fire protection, and plumbing work. The contract period extends 540 days from Notice to Proceed, with substantial emphasis on quality control through three-phase inspection (Preparatory, Initial, and Follow-Up), mandatory commissioning of all building systems, and comprehensive testing and balancing requirements.
The specifications detail extensive requirements for contractor responsibilities including preconstruction conferences, safety planning, environmental controls, infection control risk mitigation, and detailed operational submittals. Key performance standards mandate a site-specific Accident Prevention Plan, Activity Hazard Analyses for all high-risk work, a full-time Site Safety and Health Officer with current professional safety certification, and compliance with OSHA 29 CFR 1926 standards. Material and equipment specifications reference industry standards (ASTM, ACI, NFPA, AWS) for concrete (minimum 25 MPa compressive strength), reinforcing steel, masonry units, structural steel (ASTM A992), and cold-formed metal framing. The document establishes stringent quality control including preconstruction testing of concrete mixes, mandatory field density testing, laboratory services coordination, special inspections per IBC requirements, and commissioning activities covering fire suppression, plumbing, HVAC, electrical, communications, and electronic safety systems. Warranty management requires a comprehensive plan with 4-month and 9-month post-acceptance inspections, extended warranties for specified equipment, and contractor responsibility for deficiency correction during the warranty period.
