Program Analyst (Training)

I. INTRODUCTION

This position is located in the Bureau of Overseas Buildings Operations (OBO) Operations Directorate (OPS), Office of Facility Management (FAC), and is organizationally placed in the immediate office of the Office Director. FAC provides global support in operating and maintaining Department of State (DOS) facilities and related equipment at overseas posts by providing professional specialty services to ensure that post personnel are in safe, secure, and functional facilities. FAC also provides facility maintenance funding, technical assistance, and personnel, training, and project support to overseas posts.

The employee serves as a Program Analyst (Training) in developing and overseeing the comprehensive planning, development, evaluation and assessment of new, and modifications of existing, FAC facility management training courses and materials that are intended for Locally Employed Staff (LES) working in facility management offices at embassies and consulates abroad. Programs are designed to: (1) train and develop employees to satisfy immediate as well as long range operational and maintenance needs;

(2) ensure state-of-the-art systems are operated and maintained correctly; and (3) ensure safe and functional facilities for all DOS embassies and consulates worldwide.

ll. PRINCIPAL DUTIES AND RESPONSIBILITIES

As a Program Analyst (Training) assigned to the immediate office of the Director, Office of Facility Management (OBO/OPS/FAC), the employee is responsible for assisting in developing comprehensive plans that identify gaps and needs, as well as in developing and implementing solutions that ensure overseas facility maintenance staff are properly trained to safely, effectively, and efficiently operate, maintain, and proactively repair sophisticated state- of-the-art facilities world-wide using modern management tools and best practices. The Program Analyst is responsible for developing, designing, and delivering high-quality instructional materials and courses that facilitate effective learning experiences for employees. Program Analyst serves as the creator and subject matter expert for multimedia and e-learning content development. This position plays a pivotal role in enhancing curriculum and course design that will ultimately aid the training program in meeting FAC's strategic goals.

Content Development:Collaborate with subject matter experts (SMEs) to identify learning objectives andcontent requirements.oDesign and develop engaging, learner-centered instructional materials, including e-learning modules, training manuals, and multimedia presentations.

Ensure content is clear, concise, and relevant to the target audience.

Apply instructional design principles and adult learning theories to create engaging learning experiences.

Utilize e-learning authoring tools and multimedia software to design interactive and multi-media-rich eLearning courses, videos, simulations, and other digital learning materials.

Develop storyboards, scripts, and prototypes to outline content flow and structure using motion graphics using a variety of applications, including but not limited to Photoshop and After Effects.

Create assessments and evaluations to measure the effectiveness of training programs.

Analyze assessment results to identify areas for improvement and make necessary adjustments to content and delivery methods.

Stay current with educational technology trends and tools to enhance the delivery of training materials.

Manage media library and its associated metadata. Research ideas and technologies to enhance production. Provide media support services including duplication, captioning, and quality control.

Optimize user interfaces and user engagement with our courseware and additional learning tools.

Understand and be able to navigate the management and administration of the Learning Management System (LMS), providing technical assistance and support materials for end users and internal clients when needed.

Collaborate with FTB team members and division subject matter experts to ensure alignment of training materials with FAC goals.

Manage the complete content development cycle, including creation, on-going updates, and evaluation to increase adoption of compelling and engaging learning experiences.

Participate in the testing process to debug learning modules for quality assurance including ensuring all learning materials produced by the FAC training branch are Section 504 compliant.

Proactively provides leadership ideas and critical feedback, as well as being open to such constructive dialogue, as part of continuous improvement processes.

Provide input in the development, defense, and justification of training budgets for specific in-class and online training to include related travel, and for multi-language training aids such as videos and other open-source materials

III. KNOWLEDGE/SKILLS OF THE SUCCESSFUL CANDIDATE SHALL INCLUDE:

• Professional knowledge of adult learning and training theories, principles, and concepts.

• Professional knowledge and proven experience in instructional design, curriculum development and e-learning development.

• Expert proficiency in e-learning authoring tools such as Adobe Captivate, Photoshop, and After Effects or similar content development software.

• Working knowledge of and ability to apply theories, principles, and concepts of curriculum design and development including the ADDIE process to design, develop, and implement new systematic curricular practice, methods, and policies to meet broad training and education organizational goals and objectives.

• Working knowledge of program management, assessment, and evaluation methodologies to determine overall effectiveness and efficiency.

• Ability to collaborate and coordinate with information resource professionals to design and implement supporting assets for training programs and activities.

• Excellent communication and collaboration skills.

• Attention to detail and project management abilities.

• Familiarity with learning management systems (LMS).

• Creative problem-solving skills and adaptability in a dynamic environment.

IV. QUALIFICATIONS AND REQUIREMENTS

Preferred bachelor's degree in Instructional Design, Education, or a related field.

Minimum of 3-5 years of experience.

The contractor must be granted a Secret security clearance prior to entry on duty and maintain such clearance throughout the period of employment.

The contractor must be available for overseas travel for short. periods of time (up to 5% or more of the calendar year), and to work extended work hours in conjunction with contractor schedules while at overseas posts.

Worldwide availability for travel and appropriate medical clearance are required.

Medical precautions in the form of inoculations and other preventive medicines are routinely required for overseas travel, and some locations require special precautions regarding food and water consumption and personal safety.
