About this file
This document is a Questions and Answers (Q&A) file for the Department of State's Facility Maintenance Support Services (FMSS) Indefinite Delivery/Indefinite Quantity (IDIQ) contract, Solicitation No. 19AQMM25R0157. The Q&A addresses 15 key clarification points from potential offerors, covering proposal submission details such as font size requirements, table of contents expectations, page limit exclusions, and amendment submission rules. Critical contract details include a $80 million contract ceiling, government-supplied materials and spare parts, and no contractor requirements for material storage or safeguarding.
Notable technical and administrative clarifications include acceptance of Arial 9-point font, exclusion of acronym glossaries and cover pages from page limits, confirmation that the government will supply materials and spare parts, and specification that previous solicitation amendments are not required for the new submission. The government emphasized that while proposals may outline pricing structures, any total contract value exceeding the $80 million ceiling may not be considered for award, recommending careful review of the RFP pricing section to ensure compliance with solicitation requirements.

14. Attachment 14 Sample Pricing Sheet, OY1-OY4 tabs have base year in cells H210 and H212. Can the government please correct this?
Answer: See revised Attachment 14.
15. We would like to ask for some clarification regarding the updated solicitation. As the new solicitation indicates that the ceiling price has been increased to $80 million, could you please confirm if a proposal that exceeds this amount will still be eligible for award consideration?
Answer: The $80 million ceiling represents the maximum aggregate amount the Government may spend throughout the contract's duration, encompassing all task orders.
While proposals may outline pricing structures beyond individual task orders, any proposed total contract value exceeding the established ceiling may not be considered for award, as this figure represents the Government’s maximum allowable expenditure. We recommend reviewing the RFP pricing section and pricing attachments to ensure compliance with the solicitation requirements.
