1 INTRODUCTION

1.1 Purpose

The following are Fort Drum exterior utility design requirements. The purpose of this standard is to insure that the construction of new exterior utilities are compatable with the existing systems on Fort Drum and will function properly when placed into service with the rest of the Fort Drum infrastructure.

2 GENERAL REQUIREMENTS

2.1 The distance between all utilities except water and sewer shall be a minimum of 12”, both vertical and horizontal. Water and Sewer installations shall be in accordance with 10 States

Standards unless deviated from in this document. Duct banks shall be kept separate and shall not be joined with concrete. Utilities shall be run along side the road as much as possible. All existing utilities will be placed on the profiles. The exact depth and location of the existing utilities shall be identified by hand digging after the Excavation Permit is approved. If the utilities cannot be found by hand digging the contractor will notify the appropriate shop for further assistance.

2.2 An excavation is any intrusion into the surface of the earth. This includes, but is not limited to the placement of tent pins, excavation for utility lines, and excavation for foundation elements for outdoor recreational devices, antennas, utilities, and buildings. Fort Drum amends the 16 NYCRR Part 753 definition of excavation as follows: hand excavation, no more than 12 inches into the ground using hand tools, and vacuum excavation, as needed to locate utilities, is allowed without a permit. Unpermitted hand excavation shall stop if utility lines are uncovered.

a. Within the cantonment areas, driving stakes, pins, or rods is not considered hand excavation and requires an excavation permit.

b. In the range area, an excavation permit is required for any intrusion into the surface of the earth on any fixed training facility and along any road out to 50 feet from the road edge.

Units conducting field training exercises (CPX, STX), bivouac, or any field training in a training area will need to submit an excavation permit only for digging operations (i.e.

fighting positions, FOB/COP construction, defensive obstacles, soakage/grey water pits).

Units erecting tents or emplacing ground rods in the training area are not required to submit an excavation permit for areas more than 50’ from the edge of road.

2.3 Utility profile drawings are required for all utility installations.

2.4 CADD asbuilt drawings with GPS coordinates are required for all utility installations.

2.5 Utilities shall not be placed under buildings unless they are the utilities feeding that building.

2.6 Open cutting of roadways is not permitted. All utility installations under roadways shall be installed by directional drilling or boring unless approved on a case-by-case and road-by-road

Approval of an Excavation Permit is not approval for open cutting of roadways. The specifications and restoration of the roadway will be subject to PW Engineering’s approval. PW Engineering will specify the requirements for roadway restoration. Contractor road restoration plans “to match existing” are not acceptable.

2.7 During the inspection phase of all utilities, the tracer wire will be tested.

2.8 Fuse coordination and arc flash studies shall be done and completed in accordance to

NFPA 70E for every project.

2.9 All generators shall require load banking or at least put in panel switches.

2.10 Fort Drum and New York State operate under the premise of concurrent Federal and State jurisdiction. This means that all of our construction projects must be designed and built "in accordance with all New York State laws and regulations."

2.11 Permits through the NYS DEC and DOH for waste water, water lines, and SWPPPS must be prepared by the designer of record who must be a qualified professional engineer in accordance with NYS regulations. The Director of Public Works will sign the applications as the

"owner/operator" and the designer will submit the complete package to the regulating agency.

2.12 Tracer Wire Access Points

2.12.1 A Tracer Wire Vault (TWABAD J18-18" Tracer Wire Access Box, CP Test Services-

Valvco, Inc.) or equal are required to be placed at each maintenance hole/hand hole to terminate each section of tracer wire. Tracer wire access boxes in unpaved areas shall be installed in a 12” diameter by 8-inch thick concrete collar. Concrete shall have a minimum compressive strength of 4000 psi at 28-days.

2.12.2 Contractor shall provide an assembly that is capable of withstanding AASHTO HS20-44 loading in roads and driveways, all other areas must be durable and appropriate for the area in which the tracer wire box is placed. The unit must be color coded to the utility that the tracer wire is associated with. Tracer wire shall be 12 AWG THHN solid conductor. Any trace wire splices shall be a crimp type connector, with a heat shrinkable cover of the splice.

2.12.3 Tracer wire for communication duct banks shall be installed in ½ inch diameter conduit of similar material to the ducts and installed within the concrete encasement of the duct bank.

2.13 Any request for disruption of utilities, i.e.: turning power, water, sewer, gas off needs to be requested no later than 2 weeks from the requested date to shut off the requested utilities. Any changes of the requested dates shall be brought to the attention of the Public Works Utilities

3 SANITARY SEWER

3.1 Waste and vent piping systems and piping system for sewer outside of the five foot line of the building are to be as specified under the portion of the design criteria. Provide tracer wire directly on top of all sewer pipes. Materials shall be as follows:

3.2 Lift Stations - Pipes and equipment in the wet well will be protected to avoid freezing during inclement weather conditions. A ten (10) second starting time is not required for pump station generators, nor is an isochronous governor. A droop governor is adequate. Pump station shall have comminutors. Fort Drum uses the Muffin Monster brand comminutors. Pump stations shall not be designed with confined entry.

3.3 Detection Equipment - Per 29 CFR 1910.146 & 147 includes the following:

Sensors for low oxygen.

Flammable and toxic gasses as required for a non-permit confined space.

Failsafe space ventilation prior to “clear for entry” signal.

Lockout tag-out requirements.

Programmable Level System with pump control applications (ultrasonic pulse transducer).

Back-up system with micro switch bulb-type level regulator (float). High/low level alarm tied into control system to activate pump(s) in a back-up mode, Variable speed drive (VSD) control system to conserve energy and operate pumps more efficiently.

3.4 Sewer Lines and Water Mains - To avoid potential contamination, the following basic separation standards have been established for the installation of water and sanitary sewer lines.

The minimum depth for burial of water lines is 6’. Installation of a pulse type water meter is required at each building. It is necessary to convey wastewater to the nearest point along a suitable existing sanitary sewer system. Information on location and invert data will be provided by Fort Drum Public Works Master Planning Installation Geospatial Information Services (GIS)

Branch.

Sewer lines and water mains shall not share a common trench.

The horizontal distance between water mains and sewer lines (gravity or force main) is a minimum of 10 feet. This distance is measured from the nearest edges of the utility.

Perpendicular Construction (Crossing) of water mains will be a minimum of 12 inches above sanitary sewer lines (gravity or force main) where these lines must cross. This distance is measured from the nearest edges of the utility.

New water mains and sewer lines will be pressure tested. Waterlines will be tested in accordance with section 4.3.9 Backflow Protection of AWWA c651-05. .

When a new sewer line (gravity or force main) crosses over an existing water main , all portions of the sewer force main within 10 feet (horizontally) of the water main will be encased in concrete on each side as well as pressure tested to 150psi.

3.5 Gravity Feed Sanitary Sewer - Components of the sanitary sewer system include gravity sewers, manholes, clean-outs and connection to existing sewer system, as provided on the site layout plan. The minimum size for the sanitary sewer line is 8 inches. Manholes will be located at each change in direction and manhole spacing shall not exceed 400 feet in straight runs.

3.6 Building sewer laterals shall be a minimum diameter of 6-inch and have a minimum slope of 2%. Clean-outs shall be provided at every change in pipe direction, and manholes will be provided within 100 feet of the building and where a pipe changes in size. Piping materials shall be SDR35 PVC to within 5-feet of a building envelope. Piping materials beneath building and to

5-feet outside the building envelope shall be ductile iron. All pipe materials shall be of the hub and spigot design.

3.7 Sanitary Sewer Manholes - Sanitary sewer manholes shall be round, precast reinforced concrete structures with a minimum AASHTO HS-20 load rating conforming to ASTM C487.

Sanitary sewer manholes shall be sized based on the largest diameter pipe entering/exiting the manhole. When more than four pipes enter a manhole, the manhole size shall be increased by 2-feet in diameter for each additional pipe entering the manhole. Standard manhole sizing is provided the following table.

3.8 Sanitary sewer manhole covers shall be cast iron with “Sanitary Sewer”.

3.9 Manhole penetration shall be formed by the manufacture at the time the structure is cast.

3.10 Where there is a difference of more that 12-inches between an invert in and an invert out of a manhole, the pipe entering the manhole shall be installed as drop invert. All drop inverts shall be installed outside the manhole and encased in concrete.

4 WATER

4.1 Supply, piping system for water outside of the five foot line of the building are to be as specified under the portion of the design criteria. Provide tracer wire directly on top of all water pipes. Materials shall be as follows:

4.2 Water Mains and Sewer Lines – see sewer section above on procedure to avoid potential contamination.

4.3 Potable Water and Fire Protection - Potable water and the fire protection system is to include water supply mains, building water service lines, valves, valve boxes, hydrants, PIV valve, and connections to the existing water supply system, as shown on the Site Utility Plan provided by Fort Drum. The minimum size water main for a domestic water and fire service will be an 8-inch inside diameter pipe. All pipe sizes will be inside diameter. Piping material will consist of polyethylene (PE), or High Density Polyethylene (HDPE) pipe. Potable water lines must have a minimum cover depth of 6-feet. Design a looped system with no dead ends. Refer to design guidelines as indicated in NFPA 24 for underground fire protection requirements.

4.4 Potable Water System - Temporary connections made to the potable water system for construction, must be approved by the Mechanical Branch of Public Works. The contractor will supply and utilize a Reduced Pressure Zone (RPZ) device with a current test certification or an approved Air Gap on all temporary water connections. Fort Drum protects its potable water system from the possibility of contamination by employing appropriate cross-control measures specified by the NYSDOH, AWWA, the Uniform Plumbing Code, or US Army Regulations and technical Manuals; whichever are more stringent. A copy of the current Fort Drum Cross

Connection Control Plan is available for review at the Fort Drum Environmental Office or PW

Utilities Branch.

New hydrants installed shall be tagged to identify if the plug is left in.

The pipe shall be specified by Ductile Iron Pipe Size (DIPS) and shall be the inside diameter

Water Lines shall be tested to 1 ½ the operating pressure or 150 psi whichever is greater.

Fire lines shall test to 200 psi.

4.5 Fire Protection - All potable water supplies to fire suppression systems will be protected from backflow by a Double Check Valve (DC). If chemical additives are used, additional protection from a Reduced Pressure Zone (RPZ) device shall be required to ensure compliance with the International Building Code (IBC).

4.6 Water Meter - Will be located at each building.

i. Meter must be able to be read physically if needed- walk up to and read.

ii. Meter must have a pulse rate to count up every one hundred gallons of water used.

iii. Meter must be able to tie into are current DDC systems with a digital input and be represented on the DDC system by Graphics and have a daily trend set up for tracking and billing purposes.

5 GEOTHERMAL WELLS

5.1 Requires technical discussion and DPW approval before considering Geothermal systems.

5.2 If approved by DPW then Geothermal wells shall have tracer wire and marking tape for each run in the system. Each Geothermal well shall be located via GPS. MultiStack heat pump systems shall not be installed in new or existing facilities.

6 FIRE PROTECTION & LIFE SAFETY

6.1 General Requirements - The fire protection and life safety plan for Fort Drum will be designed by a qualified professional engineer as described in UFC 3-600-1. The fire protection and life safety plan will be designed in accordance with the UFC 1-200-01 General Building

Requirements. For final guidance use the most stringent code requirements. All fire protection systems shall be gravity fed if possible. Avoid fire pumps. Signage for Fire Department connections will incorporate universal signs and symbols in accordance with the most current

NFPA 170 code, table 5.2. The Contractor will prepare all necessary professional engineers stamped permit paperwork. Fort Drum Public Works O&M Division will obtain health department permits required for back flow prevention components. Fire Department connection shall have a 5-inch Stortz coupling with a 45-degree angle down.

6.2 Fire Hydrants - Hydrants must be located with consideration given to emergency vehicle access. Hydrants protecting exterior storage must be spaced at 300 feet maximum intervals

Hydrants located adjacent to parking areas or other vehicle traffic area must be protected by bollards. The bollards must be located so they are not directly in front of an outlet.

All hydrants shall be on 8-inch laterals, with gate valve. All hydrants shall be dry barrel, painted to match base color scheme. All hydrants shall be marked in accordance with

Army Regulation 420-1, Army Facilities Management. Section 25-34b, “Fire hydrants will be painted per Army Installation Design Standards (IDS). Flow capacity will be indicated by color scheme per NFPA 291, Flow Testing and Marking of Hydrants. As a minimum, there shall be a 360 degree, color coded, light reflective band on the bonnet of all hydrants.”

Hydrant markers (snow flags) shall be mounted by a loop that wraps around the 2-1/2 inch discharge which is held on by tightening the cap.

Un-sprinklered Building: Hydrants are to be installed within 150 feet of the main entrance and fire department building connection.

Sprinklered Building: Hydrants shall be spaced such that no point of a building will be more than 150 ft from a hydrant.

Hydrants shall be located in unpaved areas and provided with hydrant guards.

Fire department connection hook-ups shall not be located on the building. The desired location shall be immediately adjacent to a paved area that is adjacent to the main or front parking lot, allowing for convenient emergency vehicle access. The connection hook-up shall be protected with bollards to prevent vehicle damage.

Hydrants shall have a Stortz type fire hose connection consisting of one single 5-inch connection directed towards the road.

Fire hydrant lines shall not be greater than 50 feet in length from the main water distribution line.

Thrust blocks shall be installed as per NFPA 24. Para. 10.8.2.1 Thrust blocks shall be considered as satisfactory where the soil is suitable for their use. Para. 10.8.2.2 Thrust

Blocks shall be of concrete mix no leaner than one part cement, two and one half parts sand, and five parts stone. Para. 10.8.2.3 Thrust blocks shall be placed between undisturbed earth and the fitting to be restrained and shall be capable of resisting the calculated thrust force. Para. 10.8.2.4 Wherever possible, thrust blocks shall be placed so that the joints are accessible for repair.

6.3 Fire Alarm Systems – Design in accordance with UFC 3-600-01 Chapter 9-18. The Fire

Alarm Control Panel (FACP) must be analog/addressable, site programmable panel, and must have, or be capable of, the following:

The ability to store at least 400 events in the history log. These events must be stored in a non-volatile memory and remain in the memory until the memory is downloaded or cleared manually.

Resetting of the control panel must not clear the memory from being retrieved on the integral LCD display.

An integral LCD 80 character (minimum) alphanumeric display.

Provide all smoke detectors connected to the FACP with an adjustable alarm verification feature. Initially set the alarm verification at 20 seconds.

The installation uses the Monaco BTX radio transmitter system and MNS. The FACP shall not be a proprietary type panel system. All signals shall be transmitted to the Fort Drum Fire

Department fire alarm receiving station. The following applies to all fire alarm systems;

Transmitter frequency will be 413.325 UHF.

Locate transmitter in mechanical room. Co-ax cable to be run from transmitter to antenna mounted on outside wall with long radius conduits or pull boxes so cable is not damaged.

Locate antenna on exterior wall adjacent to mechanical room. Keep co-ax runs as short as possible. System shall be water tight.

All alarm wiring shall be in conduit.

Wiring from control panel to transmitter shall be 20 gauge.

Fire alarm systems shall transmit a supervisory signal, alarm signal and general trouble signal.

Manual fire alarm station shall require a key to reset.

6.4 Meters and Detectors – Water, electric and gas meters will be provided at all new buildings. Pulsers for remote connection to the building control system will be furnished.

Conduits and wiring will run to the meters from the building control system for future connection. Gas meters and other sensitive outside equipment shall be protected from falling ice.

A natural gas and carbon monoxide detection system is to be installed in each mechanical room that has gas fired equipment. The sequence for shutdowns and alarm is as follows:

6.5 Carbon Monoxide Detector - In accordance with UFC 3-600-01 Chapter 9-19.3. When a level of carbon monoxide is at or above the set alarm level in the mechanical room, the detector will cause a supervisory signal on the FACP. Where a fire alarm voice evacuation system is provided, activation of a carbon monoxide detection device must initiate a unique voice notification message. Where a voice evacuation system is not provided, activation of a carbon monoxide detector must initiate an audible alarm distinctly different from other audible alarm signals in the facility. Distinct visible notification is not required. When part of the fire alarm system, activation of a carbon monoxide detector shall send a separate carbon monoxide detector alarm signal to the fire alarm reporting system.

6.6 Natural Gas Detector - When an unsafe level of natural gas is introduced in the mechanical room, the natural gas detector will cause an "alarm" in that zone. An "alarm" signal initiated by the detector will be sent from the fire alarm panel to the remote annunciator. An

"alarm" signal initiated by the detector will also be sent from the fire alarm panel to central, located in the Fire Department. An "alarm" initiated by the detector will also power the gas solenoid valve closed. The "alarm" signal will clear only when the detector is manually reset. A

"trouble" signal initiated by the detector will be sent to the fire alarm panel to central and the remote annunciator. If either the CO or Natural Gas detectors fail, a "trouble" signal initiated the detection control panel will be sent to the Monaco equipment.

7 NATURAL GAS

7.1 Underground Gas Lines - Gas lines shall conform to National Fuel Gas Code NFPA 54

(latest edition). The point of delivery is defined as the metering point at which Fort Drum ties into the National Grid gas distribution system at the installation boundary. The minimum burial depth is 30". Gas lines installed under all roads will be sleeved with boots and vented on each end. Gas line material will be type II high-density polyethylene (HDPE) SDR-11 with the PE

8300 designation. Transition from underground to above ground using an anode less riser 30 inches below ground. Provide a yellow tracer wire in conduit installed directly on top of all gas pipes with a trace wire box every 500 feet. A yellow marking tape with printed product identifiers shall be placed 12 inches below surface per standard details.

7.2 Gas Meter and Regulator - Gas meters will be one of the three listed below: Roots series

B3, Romet Rotary, or Elster RVG. Meters shall be positive displacement type with pulse remote readout and a permanent bypass. Meter will be capable of interface with post EMCS. Regulator, model equimeter 243 series with IVR valve will operate between 6” to 14” WC spring range.

Post gas pressure is 15 psi but design system for 10.3 psi orifice pressure. Provide protection to gas meters and regulators from falling snow and ice. Add a pressure test port 3/8” minimum before and after the regulator.

7.3 Gas Valves - The gas valves will be one of the three listed below: Nordstrom Poly-Gas, Kerotest Poly-Ball, Lyall-Polytech Polyethelene Ball Valves. Ensure that tracer wire is provided on either side of all gas valves. A solenoid valve normally open (NO) shall be installed in the gas service line where it enters the building.

7.4 Follow NFPA 54 standards for purging and charging.

8 ELECTRICAL

8.1 System voltage at Fort Drum is 13200/7620 Delta Y to ground. Fort Drum Public Works personnel will be notified of all power outages and with instructions of any scheduled outages.

All interior and exterior electrical lines shall be run in copper conductor. All interior and exterior electrical work shall be in compliance with the latest National Electrical Code, NFPA 13, NFPA

16, NFPA 70B, NFPA 70E and NFPA 72. The preferred method of new construction for exterior electrical is underground.

8.2 Distribution Class Transformers:

Pad Mounted Three Phase transformers shall be:

o Manufactured in accordance with ANSI C57.12.00, C57.12.28 & C57.12.34, sized in accordance with Design Load Calculations.

o The Primary feeder shall be connected to one set of bushings. The second set of bushings:

Shall be connected to loop out feed, or

o Metal oxide elbow arrester style surge arrestors, size in accordance with industry standards.

o Load Break On/Off style switch:

Provide for the primary feeder connection.

When transformer will be installed in a loop fed configuration, provide a second on/off type load break switch on second primary. (When second set of bushings is used exclusively for surge arrestors, second on/off load break not required) o Cooling fluid shall be Dielectric Envirotemp FR3.

o A secondary means of containment is not required for pad mounted transformers equipped with FR3 type Dielectric cooling fluid.

o Connections shall be 13.2kV Delta Primary, WYE Secondary, refer to specific project requirements for secondary voltage requirements.

o Primary overcurrent protection shall be provided by a Bay-O-Net expulsion fuse mounted in series with a partial range under-fluid current-limiting CLF fuse.

o Neutral Connections shall be Solidly Grounded in accordance with NEC criteria.

o Provide 4 voltage taps, 2 each at 2.5% above and below nominal voltage, provide

5 position tap changer.

o Coating shall be Munsell Green and meet the requirements of ANSI C57.12.28.

o Provide bollards to protect from vehicular traffic. Bollards placed in front of transformers shall be removable type to facilitate fuse replacement.

o Maintain separation between outdoor transformer and equipment/structures per

UFC 3-600-01.

o Meet or exceed DOE 2010 efficiency standard.

o Provide standard accessories in accordance with ANSI C57.12.25, & in addition provide:

Liquid Level gauge

Temperature gauge

Pressure/Vacuum gauge

Drain Valve with sampler, 1/2”

Pad Mounted Single Phase transformers shall be:

o Coating system shall meet the requirements of ANSI C57.12.28.

8.3 Overhead Medium Voltage Distribution:

Distribution Type:

o 15kV Class, 13.2/7.62 kV, G Wye.

Poles:

o Typical Distribution Pole’s shall be 40’-0”.

Provide Class 2 poles for corners, dead ends, transformer equipped poles or pole equipped with risers or cutouts.

Otherwise, class 3 poles may be used.

o Poles shall be installed in accordance with National Grid standards, Reference the

“National Grid Standards for Design and Construction of the Overhead Electric

Distribution System” o Aerial line construction shall utilize class 2 or class 3 poles o Maximum Spacing shall be 150’-0” on center

Insulators:

o Fiberglass side arm and ridge pins with pin insulators.

o All insulators shall be of epoxy type.

o Line post insulators are not required.

o Suspension insulators shall be class 52-9.

Fiberglass cross-arms used at dead-ends and elsewhere as required for mounting equipment.

Primary Conductors:

o ACSR shall be used for aerial lines.

o Mains to be 3-266 MCM ACSR + 1-266 MCM ACSR neutral.

o Branches and primary voltage laterals shall be a minimum of #2 AWG.

Guying, Grounding, Clearances & Risers shall be in accordance with the “National Grid

Standards for Design and Construction of the Overhead Electric Distribution System”

Handbook.

Overhead Fusing, Switching and Protection:

Fuse sizes shall be selected by the designer/contractor in accordance with industry standards and shall be coordinated with Ft. Drum DPW during design period.

Cutouts:

o Cutouts shall be epoxy type, Kearney or equal.

Arrestors:

o Install 15kV distribution Class Arrestors every ¼ mile or 6th pole.

8.4 Underground Medium Voltage Distribution:

Distribution Type:

o 15kV Class, 13.2/7.62 kV, G Wye.

Medium Voltage Cables – Underground Distribution:

o Phase conductors shall be 500MCM EPR 15kV 133% o Neutral conductor shall be 500MCM XHHW/USE o Fire wrap all cables in manholes.

Medium Voltage Cables – Underground Service Lateral to Fuse Terminal (FT), Vacuum

Fault Interrupter (VFI) or Transformer:

o Phase conductors shall be sized based on load calculations. In no case shall they be smaller than #2, EPR 15kV 133% o Neutral conductor shall be XHHW, size shall match phase conductors.

Conduit/Ductbank:

o All medium voltage conductors shall be installed in Conduit with Concrete

Encasement:

Primary Mains shall be 5” PVC Schedule 40, concrete encased.

Primary laterals shall be 4” PVC Schedule 40, concrete encased.

o Minimum cover shall be 36” to top of Duct Bank.

o Neutral conductors shall be grounded at each tap point or switch. Grounding connections shall be exothermic weld.

o When installing new underground primary distribution, a minimum of (1) one spare/future conduit shall be installed in same trench, (5” for Mains, 4” for

Laterals). Provide caps on each end to keep water and debris out.

o Elbows and stub ups at transformers, FT’s and VFI’s shall be PVC.

o Provide bell ends on all PVC conduit ends, Provide insulated bushings on all Steel conduit ends.

Splices:

o All Splices shall be pre-molded type t-body type. RTE “BOL-T”, “Elastimold”, or equal:

600A T body dead breaks for main through line and to Fuse Terminals unless otherwise noted on plans.

200A load break elbows for transformer laterals.

Joints shall be waterproof, submersible and shall comply with IEEE 404 and 592.

Manholes:

o 8’W x 10’W x 8’H & 36” round man opening.

o Manholes shall be precast concrete and HS20-44 load rated, except for areas inside the perimeter fence of WSAAF. Manholes inside the perimeter fence of

WSAAF shall be precast concrete and airfield load rated.

o Provide Sump Pit, Pulling Irons and Cast Iron cover stamped with “ELECTRIC”.

o Equip manholes with heavy duty nonmetallic cable racking, 6”Arms, 450 pound rated, as manufactured by Underground Devices Inc or equal. Provide quantity of racking as required for neat cable management.

o Provide cable service loops inside all manholes.

o Where cable splices are required (approx. every 1000’), equip manholes with junction points.

Where 600A dead breaks are required, provide 600A junction points.

Where 200A load breaks are used, provide 200A junction points.

o Provide knockouts or conduit stubs in electrical manholes for planned future connections.

o Provide (1) 10’-0” copper clad ground rod at each manhole installation. Bond all metallic objects together. Manholes with splices shall also have drain wires and utility neutral bond connection.

o Label all Primary Distribution Conductors with the following information:

Circuit #

From and To, utilize arrows to indicate direction and list circuit origination point and destination point.

Cable size, quantity, voltage & insulation class

Installation Date and where Military project no.

8.5 Pole Risers/Pole Top Transformers:

When Transitioning out of the ground at pulling end of run, (such as at pole risers) utilize steel elbow and stub-up.

When Transitioning between underground and aerial systems, the elbow and riser shall be rigid steel conduit. Provide insulated bushing and cable grips at top of riser. Seal Top of riser, watertight. Adequately support cables from top of pole down to riser conduit.

Risers shall be placed on poles to strategically minimize the possibility of vehicle damage. Fasten risers to poles on opposite side of roadway or driveway area.

Where a project requires new pole mounted transformer(s), riser or cutouts – existing poles shall not be used. To ensure longevity of installation, provide replacement pole

(Class 2 rated) in place of existing pole, that can be used to mount new equipment.

Provide cable management between the riser conduit’s and the cutouts or transformer low voltage bushings. Provide pole mounted cable support arms for three phase risers.

8.6 Secondary Service Entrance Distribution:

Coordinate end user voltage (480Y/277 or 208Y/120) with ACOE, PW and end user.

Underground Service Entrance Cables:

o Phase and Neutral conductors shall be sized based on load calculations, Transformer size and main overcurrent protective trip rating/setting.

o Conductors shall be Copper, XHHW/USE and shall have factory applied colored striping on insulation for specific voltage class (brown, orange, yellow = 480V, etc..)

o Grounding Conductor not required.

o All grounding (transformer and service entrance) shall be in accordance with the latest edition of the NEC, article 250.

o Conduit shall be PVC Schedule 40:

Size shall be in accordance with NEC, Maximum 40% fill.

Provide concrete encasement when installed under driveways or access roads.

Unless noted otherwise, all new underground services shall include (1) one additional future/spare conduit, provide pull string. Size shall match that of phase conductors.

Provide watertight rodent control plugs on all conduits.

Provide burial depth in accordance with NEC article 300.

Overhead Service Entrance Cables:

o Aerial building services shall be aluminum triplex or quadruplex cable with

ACSR neutral.

o All grounding (transformer and service entrance) shall be in accordance with the latest edition of the NEC, article 250.

o Provide drip loops and weather heads.

8.7 Fuse Terminals (FT):

Provide a FT for sectionalizing the main and providing a fused tap for points at buildings and misc areas that require service drops.

Fuse Terminals shall be pad mounted Maysteel or equal, 15kV, 95kV Bil rated, NX Style

Fuse Clips, deadfront, 12 gauge steel, open bottom, with mimic bus graphics.

Provide (2) two (in and out) 600A sources and (2) two 200A Lateral bushing sets.

Provide Spare conduits from FT to a point 10’-0” beyond the FT for future connections to unused source and lateral bushings. Spare conduits shall 5” PVC#40 for future 600A source and 4” PVC#40 for future lateral. Provide watertight caps on conduits and mark final burial locations on as-built documents.

Equip with ANSI approved Bushings.

Equip with Current limiting NX style fuses, sized in accordance with industry standards.

Provide minimum clearance of 4’ on each side and 10’ on front and back of FT’s to allow for fuse replacement.

Provide bollards to protect from vehicular traffic. Bollards placed in front of and behind

FT’s shall be removable type to facilitate fuse replacement.

8.8 Sectionalizing Switches

Vacuum interuptors are typically required for loop connected configurations and where multiple circuit distribution is possible.

Vacuum Switchgear shall be 15kV 95kV Bil, SF6, pad mounted, 600A, manual operation.

Cooper Industries Kearney switch technology, “Vac-Pac” or equal.

Provide Dog house style fiberglass enclosures over switchgear. “Powerglass” housings as manufactured by cooper industries, or equal.

Switching configuration varies, depending on application. Consult with Corp of

Engineers and/or DPW as required.

All sectionalizing switches shall have the option to add motor operators in future.

Provide bollards to protect from vehicular traffic.

8.9 Exterior Equipment Pads:

Equipment pads shall be reinforced concrete, with a minimum thickness of 4 inches. The pads shall have conduit windows, which shall be filled with crushed stone.

The pads shall extend 6 inches beyond the equipment silhouette or footprint and shall provide both physical support of the equipment and serve as a housekeeping function.

Pads shall be laid on 8 inches of crushed stone.

Where pads are laid on uneven ground, provide crushed stone around the pad to create a reasonable, low slope grade (around 30% max).

When possible and approved by DPW: Transformers, VFI’s and FT’s may be pad mounted on top of electrical manholes. Conduit cutouts shall enter directly into the manhole below, to allow for neat, accessible inter cabling.

8.10 Exterior Lighting:

Exterior areas to be illuminated shall be in accordance with specific paragraphs in RFP.

Lighting illuminance levels:

o Shall be in accordance with IESNA Lighting Handbook for parking areas & pedestrian paths and RP-8 for roadway areas.

o Lighting Power Densities shall not exceed the recommendations in ASHRAE 90.1

2010 and ASHRAE 189.1-2011

Reference outdoor lighting minimization and endangered species requirements in all project contracts and within chapter 6 of the RFP.

The use of HID sources such as High Pressure Sodium (HPS) & Metal Halide (MH) is prohibited. LED Lighting sources shall be used to conform to current FT. Drum

Standards.

Refer to specific UFC criteria referenced elsewhere in the RFP for job/site specific requirements.

Poles for parking areas shall be aluminum, 30’-0” in height and shall be installed on 3-feet high concrete pedestals. Pole assemblies shall be rated for 110 mph. Where adjacent pole lighting is present, match the style and type of existing poles.

Poles for sidewalks shall be aluminum, approximately 15’-0” in height and shall be installed on 3-feet high concrete pedestals. Pole assemblies shall be rated for 110 mph.

Where adjacent pole lighting is present, match the style and type of existing poles.

Exterior lighting shall be controlled by the DDC system via a mechanically-held lighting contactor with a hand-off-auto switch located in the electric or mechanical room. In certain circumstances (where economically feasible), roadway and parking lot lighting may be controlled via lighting control cabinets.

8.11 Exterior Lighting Exemptions

8.11.1 The following are exempt from the provisions of these guidelines:

a. Traffic control signals and devices.

b. Temporary emergency lighting (i.e. fire, police, repair workers).

c. Moving vehicle lights.

d. Navigation lights (i.e. airports, heliports, radio/television towers).

e. Seasonal decorations with individual lights in place no longer than 60 days.

f. Lighting for flags. Efforts should be made in these areas to minimize sky glow and light trespass whenever feasible.

g. Sports field outdoor lighting (i.e. ball fields, football, soccer, ice rink, etc.). Sports outdoor lighting is to be turned off when a sporting event is not occurring.

h. Other special situations for temporary or periodic events (i.e. fairs, festivals, carnivals, night-time construction).

i. Security lights of any wattage that are controlled by a motion-sensor switch and which do not remain on longer than 10 minutes after activation.

j. Access points, Army Supply points, or other high security areas subject to AR 190-11 or TM-8-583-2. Efforts should be made in these areas to minimize sky glow and light trespass whenever feasible.

8.11.2 Additional exemptions may be provided after coordination with Fort Drum’s Fish and

Wildlife Management Program.

8.12 Outdoor Lighting General Standards

8.12.1 The following general standards shall apply to all outdoor lighting installed, retrofitted, or replaced on Fort Drum, which is not exempted above:

a. Outdoor lighting must be hooded, fully shielded (i.e. full cutoff fixtures), and/or aimed downward. Outdoor lighting used to illuminate parking spaces, driveways, maneuvering areas, or buildings shall conform to the definition for "fully shielded light fixtures" and be designed, arranged and screened so that the point light source shall not be visible from adjoining lots (i.e. woodlands) or streets.

b. The intensity of light within a site shall not exceed two (2) footcandles at any property line, edge of pavement, or road.

c. The hood or shield must mask the direct horizontal surface of the light source. The light must be aimed to insure that the illumination is only pointing downward onto the ground surface, with no escaping light permitted to contribute to sky glow by shining upward into the sky.

d. Any bright light shining onto adjacent properties (i.e. woodlands) or streets which would result in a nuisance glare or a disabling glare shall not be permitted. Light trespass beyond property boundaries or above the horizontal plane shall be considered non-compliant.

e. Existing fixtures may be adapted to comply with these guidelines by adding a properly designed hood or shield, or by pointing any upward-mounted, shielded fixture downward onto the ground surface.

f. All outdoor lighting fixtures shall be designed, installed, located and maintained such that nuisance glare onto adjacent properties (i.e. woodlands) or streets shall be minimized and all direct illumination kept within the boundaries of a building’s property.

g. Accent lighting shall be directed downward onto the building or object and not toward the sky or onto adjacent properties (i.e. woodlands). Direct light emissions shall not be visible above the roof line or beyond the building edge.

h. Spotlighting on landscaping and foliage shall be limited to 150 watts (2220 lumens output) and lighting is to be angled downwards. The lamp shall be fully shielded and not create disabling or nuisance glare.

i. No sag-lens or drop-lens are to be used.

j. LED light fixtures shall be utilized to the maximum extent practicable. These fixtures shall be long life, coupled with high efficient drivers. LED lights shall incorporate measures to reduce blue-rich white light output. These measures will be coordinated with Fort Drum's electric shop and Natural Resources Branch prior to implementation, but could include things such as targeting wavelengths between 550-

650 nm, and/or reducing the correlated color temperature of the fixture to 3000K or lower. A map is available that designates areas in which utilizing lower correlated color temperatures is required. This can be viewed through Fort Drum's Fish and

Wildlife Management Program, the Master Planning Division, and/or the electric shop.

8.13 Traffic Signal Standard

8.13.1 All new construction and refurbishing of traffic signals shall be constructed with mast arms.

9 COMMUNICATIONS

9.1 All communications work will be in accordance with I3A.

9.2 A Tracer Wire Vault (TWABAD J18-18" Tracer Wire Access Box, CP Test Services-

Valvco, Inc.) or equal are required to be placed at each maintenance hole/hand hole to terminate each section of tracer wire. Tracer wire access boxes in unpaved areas shall be installed in a 12” diameter by 8-inch thick concrete collar. Concrete shall have a minimum compressive strength of 4000 psi at 28-days.

9.3 Maintenance hole/hand hole and duct bank profiles are required to be submitted and approved prior to placement of such duct bank. All maintenance hole and hand holes will be tagged with the manhole or hand hole number with an NEC approved tag suitable for the environment.
