Wage Determination Summary
This document is a General Decision (Wage Determination) issued by the Department of Labor Wage and Hour Division for South Carolina building construction work in Charleston County, effective May 18, 2026. The determination establishes prevailing wage rates and fringe benefits that contractors must pay workers on federally-funded construction projects in the specified geographic area.
The wage determination includes prevailing hourly rates for multiple labor classifications including ironworkers, plumbers and pipefitters, truck drivers, roofers, plumbers, painters, equipment operators, laborers, HVAC mechanics, electricians, cement masons, and carpenters. Rates range from $9.45 per hour (landscape laborers) to $36.00 per hour (pipefitters), with corresponding fringe benefit rates. Three separate wage rate schedules are referenced: IRON0848-006 (effective 07/01/2025) at $29.75 base with $18.00 fringes; PLUM0421-005 (effective 07/01/2024) at $36.00 base with $14.19 fringes; and SUSC2011-019 (effective 08/31/2011) containing the comprehensive labor classifications. The document notes that Executive Order 13706 (Paid Sick Leave) applies to all Davis-Bacon Act contracts awarded on or after January 1, 2017, and Executive Order 13658 applies to contracts awarded between January 1, 2015 and January 29, 2022, establishing a minimum wage of $13.65 per hour through December 31, 2026. The determination permits addition of unlisted classifications after award per labor standards contract clauses and includes procedures for wage determination appeals through the Department of Labor.
