FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: 145th Airlift Wing MSG/MSC
2. Description of Action: 145th Civil Engineer Squadron requests the inclusion of brand name Best equipment in solicitation W50S87-23-B-0001 for the 145th AW Building 51 Renovation at the 145th Airlift Wing located in Charlotte, NC. The Government projects award for 2023 and a combination of fiscal year 2023 Operations and Maintenance and Military Construction funds will be used.
3. Description of Supplies/Services: The item required to be brand name is Best Cormax Door Hardware Cores. These are the door hardware cores that will be installed on all doors of the facility.

4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304.
The 145th Airlift Wing currently employs base standards in door hardware cores to reduce cost for the maintenance and repair of existing facilities. Additionally, maintaining a base standard for door hardware cores keeps key duplication cost down, while providing emergency services (security forces, fire department, and civil engineers) with a single grand master key that will open all facilities in case of an emergency. There are currently 36 buildings at the 145th Airlift Wing, all of which contain the Best door hardware cores. To install other manufacturer's door hardware cores would require substantial duplication of cost to the Government not expected to be recovered through competition. In addition, unacceptable delays in fulfilling the agency’s requirements would result. Converting the entire installation to new door hardware is estimated to cost $1.5M.
6. Efforts to Obtain Competition: As this is a brand name requirement, this justification will be included with the solicitation as required by FAR 5.102(a)(6).
Solicitation W50S87-23-B-0001 for the subject project will be issued as a small business set-aside and will be posted through the Government-wide point of entry located at www.beta.sam.gov.
7. Actions to Increase Competition: The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs.
Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
8. Market Research: For the reasons stated in paragraph 5, it is unreasonable to consider switching to another door hardware. For this reason, no additional market research was conducted.

10. Other Facts: All recent construction projects which include the installation of doors and the associated hardware include the Best door hardware cores.
