Scope of Work (SOW) Summary Service Contract Approval for FY22 DPW minor Construction & Repair MATOC at Ft.
Bragg North Carolina
Assigned DPW Project Manager is Noah Wofford, 910 396-6682
Purpose: To provide DPW Minor Construction & Repair MATOC at Ft. Bragg North Carolina
Summary:
A. Construction & Repair MATOC for construction. The ordering period is 16 July 2022 to 30 September 2026 with a value not to exceed $7.2 Million.
B. This Construction & Repair Blanket Purchase Agreement (MATOC) will be used to execute a broad range of maintenance, repair, and minor construction projects at Fort Bragg (including Camp Mackall and other Fort Bragg maintained areas) in North Carolina. During the contract span, the Government will identify Tasks required to complete each project. The Contracting Officer (KO) will issue Request for Task Order Proposal (RTOP) to the awarded Contractor(s) to compete for projects. Project work may include a variety of trades, such as demolition, structural, electrical, plumbing, HVAC, fire alarm, fire sprinkler, fire suppression, roofing, painting, flooring, other general architectural, and other general construction work. Projects may include design for Design-Build execution. No projects shall be design only.

CLIN 07/ Base Quote: – FA-00047-22 – Mold & Mildew Project - Treat/Clean/ Remediate Mold/Mildew, BLDG 3-1634 Work shall be completed under a current licensed/certified tradesman. Specific license or certification required is: N/A.
CLIN 08/ Base Quote: – FA-00048-22 – Locksmith & General Construction Project - Prepare Building for Occupancy, BLDG 3-1634. Work shall be completed under a current licensed/certified tradesman. Specific license or certification required is: Licensed Locksmith / Fire Alarm.
All work shall be performed in accordance with the contract specifications, manufacturer’s recommendations, and state building codes. Work performed under this Task Order shall comply with the latest edition of all UFC required publications, Federal, Department of the Army, State of North Carolina, and Fort Bragg construction safety and environmental protection laws, regulations, rules, and codes (i.e. American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), ASTM International (ASTM), U.S. Department of Defense (DOD), U.S. Environmental Protection Agency (EPA), etc.) and the Fort Bragg Installation Design Guide (IDG), dated at the time of the Task Order. When a required publication is not specifically referenced in the contract, the contractor shall utilize one that has national applications.
Where conflicts arise between publications, the most stringent requirements shall apply.

I. Repair sewer line.

VII. Treat/clean/remediate mold/mildew.
VIII. Prepare building for occupancy.
4. DELIVERABLES:

5. PERFORMANCE PERIOD:
A. CLIN FA-00040-22 DPW / MICC Bldg. 3-1634, FORT Bragg, NC Duration is 30 Calendar Days after receipt of Notice to Proceed (NTP).
6. INTERFACE WITH GOVERNMENT PERSONNEL: Access to and from the site shall be coordinated through DPW. Contractor will coordinate work schedule with designated DPW COR/inspector.
7. Contractor Requirements:
**Contractors must submit all required submittals, including the QCP, APP and AHA within 10 calendar days of MICC issuance of the FINAL Task Order (TO) award.
**The Contractor shall provide, via email, to the Contracting Officer, Contract Specialist and the DPW Ordering Officer, certified payroll upon completion of the project and prior to receipt of payment to ensure the Contractor is adhering to the applicable Construction Wage determination. The Contracting Officer may request certified payroll at any time during project work.

10. Scope of Work: Utilizing the provided concept guidance, furnish all labor, material, equipment, expertise, incidentals, supervision, and transportation for work necessary. Contractor shall coordinate directly with the assigned COR prior to starting any work. The COR will approve the work start date/time and notify the customer if required.
The Work includes, but is not limited to design, construction, and commissioning, and includes the following specific items:
A. Repair Interior: (if applicable)
• TBD per job.
• Location will be marked and identified at site visit.
• Once finished, the contractor shall clean and sanitize any area where the work took place.
• FA-00041-22 – Plumbing Project – Construction / Repair Latrine Sewer Line, BLDG 3-1634.
o The contractor shall Repair/Replace toilet sewer pipe.
o The Contractor shall remove toilet and replace up to 10 feet of sewer line and 90 degree elbow to include toilet flange and wax seal. Replace with the same in likeness size and type as existing pipe. Re mount toilet, and grout to floor.
o Contractor shall remove tile, cut/remove concrete, and excavate earth to access pipe.
o Contractor shall fill excavation and replace concrete / tile to match existing.
• FA-00042-22 – HVAC Project - Construction / Install Wall Mini Split A/C Heat Pump, BLDG 3-1634.
o The contractor will install one 18,000 BTU inverter split heat pump with a minimum of a 20.5 SEER ductless split system.
o The contractor will provide concrete pad for the outside condenser unit and mount the air handle, indoor unit to manufactured specifications on the wall of the vault.
o The contractor will run one each complete 60 amp 208 volt electrical circuit from the panel to the unit and provide breakers and disconnect at for the unit. The circuit will be fused at the unit to the manufactures specs and will meet the state electrical codes.
o The contractor shall core drill through the outside wall.
o The contractor shall in-case all visible HVAC and drain lines on walls outside and inside. All exterior penetrations will be caulked with fire rated caulk. Outside line coverers shall be mission brown and inside covers shall be white in color.
o The contractor will run the condensate line to manufactures speciation and assure proper drainage to the outside of building. Also install condensate pump if it is needed.
• FA-00043-22 – Electrical Project - Construction / Install 208v Receptacle, BLDG
3-1634.
o The Contractor shall install new 30 amp 2 pole breaker in Panel beside CSB chief office.
o Contractor shall install approx. 50’, of ¾” EMT Conduit from panel to conference room; with 3-runs of #10 THHN Wire, marked Black/Red for the Power and Green for the Ground, surface mounted on the Drywall and terminate inside a 4” X 4” Junction box, mounted 18” off the floor with a 30 amp 220 volt twist lock receptacle and cover plate in the CSB conference room.
o Label panel, test for proper voltage, cover all boxes, insure to level and secure all equipment.
• FA-00045-22 – Communications Project - Install 4 New CAT-6 Data Drops, BLDG
3-1634.
o Contractor shall install 4 new data cable ports, one each on the four walls of the office area.
o Contractor shall furnish and install cables, terminals, connectors, and miscellaneous hardware required for delivery of a complete and working data port.
o Contractor shall furnish and install raceway, duct, conduit, J-hooks, straps, and cable tray in order to install the four data ports.
• FA-00047-22 – Mold & Mildew Project - Treat/Clean/Remediate Mold/Mildew, BLDG 3-1634.
o Contractor shall treat ,clean, repair and remediate the break room in building 3-1634 as follows - Remove and clean all mold, dust and mildew from ceilings & walls to include, doors and door frames, kitchen walls and cabinets, HVAC vents, lights shall be cleaned and lens diffusers replaced if needed.
o Contractor shall replace popcorn ceiling tiles and paint to match as needed to remove mold mildew and dust.
o Contractor shall replace cove-base in affected areas as needed.
• FA-00048-22 – Locksmith and General Construction Project – Prepare Bldg. for Occupancy, BLDG 3-1634.
o Construct one 10’ long X 8’-10” high sheet rock wall inside front entrance of Master Planning. Use 5/8” drywall.
o Remove and relocate one fire alarm pull station to other side of exit door.
Technician shall be qualified to work on fire alarm systems.
o Remove and relocate ceiling grid and ceiling tiles as required.
o Furnish and install one metal door frame & one solid core wood door.
New door shall match existing solid core wood door inside building.
Furnish and install one matching Best Locks, Lever door hardware.
Provide 5 spare keys. Construction core lock is not required.
Stain door to match existing solid core wood doors inside building.
o Paint wall to match existing colors. Use 1 coat of primer/2 coats of paint.
o Furnish and install matching 4” cove base on both sides of new wall.
o Construct 2nd wall inside office 120. New wall shall be 16’ long X 8’-10” high.
o Remove and relocate ceiling grid and ceiling tiles as required.
o Cut out opening along office wall for new door frame & new door leading into hallway. New door shall match existing wood panel doors inside building.
o Furnish and install matching Turn Knob hardware.
Provide 5 spare keys. Construction core lock is not required.
Paint door to match existing wood panel doors inside building.
o Paint new wall and existing wall where door was installed.
o Match existing wall colors. Use 1 coat of primer and 2 coats of paint.
o Furnish and install matching 4” cove base on both sides of new wall.
B. Repair Exterior: (if applicable)
• TBD per job.
• Location will be marked and identified at site visit.
• Clean, remove all debris from site and dispose of properly daily.
• FA-00044-22 – Roofing, Fascia, & Gutters Project - Repair Roof Gutters, Soffits &
Flashing, BLDG 3-1634.
o Remove and properly dispose of all existing aluminum fascia, gutters and two downspouts located on three sides Environmental building, 3-1634.
o Furnish and install new fascia, gutters and two downspouts.
o Use Commercial Grade materials.
o Match size, style and color of existing fascia, downspouts & gutters.
o Provide support brackets and straps as required every 24 inches.
• FA-00046-22 – Gate & Fence Project - Repair Motorized Gate, BLDG 3-1634.
o Contractor shall demo (1) existing B & K swing arm gate motor & controller.
o Contractor shall install new comparable swing arm gate motor, to include new controller and hardware on east entrance gate to DPW compound.
o Electrical service and pressure pad is operational and shall remain in place.
o Contractor shall check for operation.
C. The contractor shall verify all dimensions and new and existing conditions at the site. The contractor shall notify the contracting officer in writing of any differing conditions before award. Acceptance of the contract shall constitute acceptance of the existing conditions. The contractor shall: protect existing, in-place, and new work, provide adequate protection for persons and property at all times, and execute the work in such a manner to avoid any hazard to persons and property as necessary.
D. The government referenced details indicates the general extent of the work. The references are not intended to indicate or describe all work required for the full performance and completion of the requirements of the job. The contractor is responsible for the coordination of all parts of the work such that no work shall be left in an unfinished or incomplete condition.

D. Asbestos Containing Material Report: See attached ACM.
F. Site Visit: Prior to the submission of any proposals, all offerors are required to visit the project site location to become familiar with the project requirements. A proposal will not be rejected only because the offeror fails to visit the project site.
Failure to visit the project site will not relieve the bidder from responsibility for performance of the work and compliance with the terms and conditions of any resultant contract. In no event will a failure to inspect the site constitute grounds for a claim after award of the task order
G. Excavation Permit (If Applicable): The contractor shall have a completed and approved Excavation Permit prior to any excavation, to include sign or fence-post holes. The Contractor shall schedule an appointment to locate utility lines at least 24 hours prior to any excavation with the DPW.
H. Disposal of Waste (If Applicable): Loose debris on trucks leaving the site shall be loaded in a manner that shall prevent loosing or dropping of materials on streets and conform to local ordinances / laws. Fasten suitable cover, such as a tarpaulin, over the load before entering surrounding streets. The Contractor shall be responsible for cleaning up any materials that fall from trucks and held liable for any resulting damages. The Contractor is solely responsible for spillage from its vehicles, and such spillage shall be cleaned up immediately. The Contractor shall report all spills to the Fort Bragg Fire Department 910.432.0911 or 911. For the duration of this contract and on a daily basis, the Contractor shall remove from all roads and / or streets asphalt, mud, soil, rocks, trash, and debris that result from its operations. All roads and / or streets affected shall be cleaned before close of business on the day affected. Contractor is also responsible for restoring the site/grounds back to its original condition. Grass/soil must be restored to its original condition.
• Contractor shall submit all trip tickets from the off-post landfill facility to the COR/ACOR within three working days to show all debris is being land-filled in accordance with all Federal requirements and in an approved location.
• The Contracting Officer (KO) will determine if materials removed from and not reused in the project are salvageable or unsalvageable. Salvageable materials shall be disposed of as directed by the KO. When material is designated as unsalvageable, the material from that point shall become the property of the Contractor.
• The Fort Bragg Lamont Construction and Demolition (C&D) Landfill is closed and is not accepting any C&D Waste or Asbestos Waste. The Municipal Solid Waste (MSW) Transfer Station at the Lamont Landfill Facility is closed and is not accepting MSW at the facility.
• All contractors shall use a State Certified C&D Landfill or Sub Title “D” Landfill outside Department of Defense land for the disposal of C&D waste, asbestos waste, and MSW. The contractor shall maintain data of all waste disposed (C&D and MSW) and all materials recycled in execution of a TO. The Department of the Army (DA) and the North Carolina Department of Environmental Quality (NCDEQ) requires monthly and annual reporting of all materials (waste and recyclables) managed by Fort Bragg. The Fort Bragg Environmental Compliance Branch, Solid Waste/Recycling Office is responsible for compiling data into monthly Directorate Reports to be consolidated into reports for DA and NCDEQ. A form from the Solid Waste/Recycling Office or a Contractor form shall be completed by the Contractor with the type of waste or recycled material, the weight of the waste/material (tons or pounds), and the certified facility accepting the waste/material. This information shall be submitted to Fort Bragg Solid Waste/Recycling Office no later than the second Friday of each month. Information can be submitted in person or by fax (910.396.4188). Phone number is 910-396-3372.
• All recyclable materials generated during execution is Government property unless the contract specifies that the Contractor can obtain the materials. State Law and Fort Bragg regulations requires covering of loads of waste or recyclables to prevent litter. All waste and recyclable material loads are subject to be inspected of their contents while on Department of Defense land. The Lamont Landfill Facility Recycling Area will accept specific recyclable items as indicated below.
• Concrete, Brick, Block and Asphalt: tested and free of asbestos and lead based paint to be recycled; no larger than 2 feet by 2 feet pieces or equivalent; minimal amount of dirt in load; no rebar protruding out of the concrete.
• Trees, Limbs, and Stumps: 6 feet or less in length for diameter < 3 feet; 3 feet or less in length for diameter => 3 feet; minimal amount of dirt in load and in stump roots; ground wood chips accepted; no trash in load.
• Pallets: serviceable and non-serviceable.
• Steel and Aluminum: no items requiring demilitarization; no items containing or coated with liquid.
• Cardboard: clean of trash, plastic, Styrofoam, wood, metal, etc.; 40 cubic yard dumpster available for material; alternate acceptance location at Fort Bragg Recycling Center (Building 3-1240, DPW Compound at Butner Road / Reilly Road intersection).
I. Salvage (If Applicable): All materials and equipment to be demolished, except recyclable items and items indicated in as Government salvage (surface mounted light fixtures shall be considered Government Salvage), shall be vested to the Contractor upon removal from Department of Defense land. The Government shall not be responsible for the condition, loss, or damage to such materials and equipment after NTP. All unsalvageable material shall be disposed of legally outside Department of Defense land. Projects which include Government salvage will have such items clearly designated in the scope. Government salvage materials shall be cleaned, sorted, identified, bundled, boxed, etc. and delivered to the collection location identified.
J. Borrow Permits (If Applicable): Contractor can use the Fort Bragg borrow pit to obtain material, however no material can be off loaded. An Authorization for Use of Borrow Pits permit is required before gaining access to Fort Bragg borrow pits.
When applicable, a copy of the request for authorization to use the borrow pits form will be provided at the Pre-Performance conference. The Contractor shall submit request form to DPW Operations and Maintenance Division, Landfill & Equipment Repair Section 396-6873 or 309-7741 for approval. Permits are only issued for 60-day increments. The Contractor shall fully comply with all the conditions stated on the permit and borrow materials may only be used for the contract identified on the permit. The borrow pit location is shown on the contract drawings.
K. Haul Routes (If Applicable): The Contractor is required to obtain approval from the COR for the routes he intends to use for transportation of borrow materials, construction debris, or demolition materials unless otherwise permitted in writing by the COR. The axle load of earth-hauling equipment operating on paved streets shall not exceed 12,000 pounds.
L. Utility Outages and Road Closures (If Applicable): Utility, road and railroad closures require a minimum 10 working days advance written notice and will be subject to COR for approval. In the case of a road closures, a sketch shall be provided showing the closure location and all necessary signs and barricades.
Necessary signage, barricades, flag persons, lights (including temporary traffic control lights), and markings for the safe movement of the public during construction shall be in accordance with the Manual on Uniform Traffic Control Devices, and shall be provided at no additional expense to the Government.
M. Availability and Use of Utility Services:
Utility services required on the job site for the accomplishment of the work

Will be furnished at an additional cost to the Contractor
However, the Government will make no connections or alterations to the existing utility systems for the Contractor. Utilities for offices and/or storage buildings or areas will be billed to the Contractor monthly and will not be furnished free of charge. The Contractor shall be responsible for installing meters or other connections at no cost to the Government. At the conclusion of the contract, the Contractor shall remove all temporary connections, distribution lines, meters and associated paraphernalia unless otherwise notified by the COR. Prior to installing any utility connections at an office/storage site, the plan will be approved by the COR. When utility meters are installed, the Contractor shall notify the COR for the initial meter reading. Failure to obtain this initial reading will result in the Contractor being charged for the entire amount shown on the meter.
20. Contractor Storage and Trailers (If Applicable): The Contractor shall place or paint a sign on all of his storage trailer(s) and building(s) used on this contract. At a minimum, the sign shall contain the name of the Contractor and a telephone number at which the contractor can be reached. The trailer(s) and building(s) shall be completed with gates and/or doors which can be locked. Only material for this project shall be stored in the trailer(s) or building(s). The Contractor shall remove the storage trailer(s) or building(s) within 30 days after completion of the contract and prior to submitting his final invoice. The area around the storage trailer(s) and building(s) shall be kept clean.
21. Safety: Safety will be in compliance with the Corps of Engineers Safety Manual EM
385-1-1. Use of appropriate safety equipment is mandatory and not limited to hard hats and steel-toed shoes. Contractor is responsible for daily clean up and complete restoration of the area once the contract is complete.
22. Contractor’s Personnel
• Contractor personnel performing work under this contract shall be U.S. citizens unless the provisions of Army Regulation 25-2, Information Assurance have been fully completed and approval has been granted by the Government for the non- U.S. citizen to perform the required support
• Contractor personnel performing work under this contract shall be able to read, write, speak, and understand the English language to effectively carry out all contract requirements. They shall have a command of both the written and spoken English language to properly clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the general public
• Contractor personnel must act as guests on the installation, which they are.
Employees are expected to be on the job site at all times. In the event a contractor employee’s conduct is unsatisfactory, the foreman/supervisor is expected to handle the situation accordingly and in a timely manner.
23. Hours Of Work: Work shall be accomplished on the weekend due to the building water shut down. Contractor will be able to start shut down on the Friday at 1800 hours thru to Sunday 1800 and will be coordinated with the COR on the exact date before shut down, all other pre-work listed in scope can be conducted between Monday thru
Friday 0800 thru 1600 hours. Work schedule and facility security to be coordinated with the Contracting Officer Representative (COR) for facility access and security maintenance during duration of work. Contractor shall not work outside of the stated hours of work, without first obtaining approval from the COR.
