About this file
This document is a Supplemental Quality Assurance Provision (SQAP) for fuel supply contracts issued by the Defense Logistics Agency (DLA) Energy at Fort Belvoir, Virginia. The SQAP establishes quality assurance requirements for fuel products delivered under DLA Energy contracts, effective March 11, 2025.
The provision mandates that all supplies conform to federal, state, and local environmental requirements applicable to the delivery location, with compliance to the more stringent requirement if conflicting standards exist. For Certificates of Analysis (COAs), contractors must submit documents no older than 90 days from the solicitation issue date, containing minimum information including sample test date, test results, test methods, and laboratory or QC manager signature. The provision specifies different COA requirements based on product type and location: for domestic locations and U.S. territories, "typicals" or specification sheets are acceptable for aviation fuel, gasoline (including E85), diesel (including BDI/B20), and heating oil; overseas locations require COAs for all products; and Marine Gasoil (MGO) requires COAs for both domestic and overseas solicitations. The document references the ASSIST database (https://assist.dla.mil) as the official source for Defense Standardization Program documents and current specifications. Two specific product specifications are included: C16.38-2 for Fuel Oil, Burner No. 2 S5000 (ASTM D396 Grade 2, maximum 0.50% sulfur content, requiring Solvent Red 164 dye under U.S. regulations) and C16.67-2 for Diesel Fuel Specification (EN 590 standard with modifications for specific locations including Kosovo and Afghanistan, with seasonal requirements and particular water and haze testing standards).

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with existing or future Title V (Clean Air Act) Permits. In the event that a Federal, State, or local environmental requirement is more stringent than a similar requirement in a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Product that fails to meet the more stringent environmental requirement will be considered to be a nonconforming supply. All supplies furnished under this contract shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.
