Program Executive Office for Simulation, Training and Instrumentation (PEO STRI)

Project Manager Synthetic Environment

(PM SE)

September 15, 2021

1. INTRODUCTION AND SCOPE

1.1 The mission of the Project Manager Synthetic Environment (PM SE) is to provide

Operationally Relevant Constructive and Integrated Simulation Environments for the Warfighter.

PM SE acquires, fields, and sustains constructive and virtual simulations used to support the

Army's command and staff training requirements. PM SE consists of Product Manager (PdM):

Common Synthetic Environment (CSE), PdM One World Terrain (OWT), PdM Medical

Simulations (MedSim) and Product Director (PD) Constructive Simulations Support (CSS). This

PWS also contains the continued support for the Integration and Development Environment

(IDE) building facility. Due to the nature of the surge requirements associated with the Synthetic

Training Environment and our responsibilities to support the Synthetic Training Environment –

Cross Functional Team (STE-CFT), SETA personnel on this Task Order may frequently be realigned to support the various PdM teams under PM SE as required but the duties will remain within their contracted labor category.

1.1.1 The Army's future training capability is the Synthetic Training Environment (STE). The

STE will be a single, interconnected training system that provides a CSE, in which units from squad through Army Service Component Command train in the most appropriate domain live, virtual, constructive, or gaming domain or in all four simultaneously. This training capability will enable Army units and leaders to conduct realistic multi-echelon / multi-domain combined arms maneuver and mission command training, increasing proficiency through repetition. Units can then master collective training tasks in the live environment. The STE will provide a terrain capability that provides a full representation of the globe. Virtual training capabilities that allow formations to conduct collective, combined arms maneuver training from soldier/squad through battalion level. A single training environment that uses open architectures and common application programming interfaces (APIs). A capability that delivers training to the point of need across all Army formations and locations using Army cloud and network capabilities. STE provides training management tools that are intuitive and easy to use that commanders can access anywhere. The STE efforts at PEO STRI in PM SE will be made up of three main areas –

Training Simulation Software (TSS), Training Management Tool (TMT) and OWT. TSS and

TMT fall under the PdM CSE along with Live, Virtual Constructive-Integrating Architecture

(LVC-IA) and Games For Training (GFT). OWT is in PdM OWT with Squad Immersive Virtual

Trainer (SiVT) Integrated Visual Augmentation System (IVAS) support.

1.1.1.1 PdM CSE is made up of GFT, LVC-IA and TSS/TMT. LVC-IA is a network-centric linkage that collects retrieves and exchanges data among live instrumentation, virtual simulators, and constructive simulations and between Joint and Army battle command systems. This architecture provides the common protocols, specifications, standards and interfaces that help standardize common LVC components and tools required for interoperability of LVC components for simulation/stimulation of unit Battle Command Systems for mission rehearsals and training. TSS/TMT teams are working with contractors to develop the common software and training management tools that will be implemented to form the foundation for the STE and all associated training platforms. Programs under this team that require Contractor Man-year

Equivalent (CME) support are CSE Headquarters, LVC-IA, GFT and TSS/TMT.

1.1.1.2 PdM OWT is made up of OWT and current Soldier/Squad Virtual Trainer/IVAS support.

OWT teams are working with contractors to develop the common global terrain that will be implemented to form the foundation for the STE and all associated training platforms. Programs under this team that require CME support are OWT Headquarters, OWT, and SiVT.

1.1.2 PdM MedSim’s mission is to develop simulations to train combat medics and medical units for the Army. In addition, they are beginning collaborations with the STE-CFT to ensure medical training is embedded in the future of Army training. Efforts under PdM MedSim include, but are not limited to, the Medical Simulation Training Center (MSTC), and Tactical

Casualty Care Exportable.

1.1.3 PD CSS mission is to develop and field constructive simulations and capabilities that enable Commander’s from Battalion to Theater to train their war fighting battle staffs to fight and win our nation’s wars and to provide Semi-Automated Forces to the Army’s analysis and testing communities to conduct realistic and effective research and development. Programs under this team that require CME support are CSS Headquarters, Battle Command Training

Capability – Equipment Support (BCTC-ES), JLCCTC, and One Semi Automated Forces

(OneSAF).

1.1.3.1 BCTC-ES in PD CSS enables JLCCTC effectiveness by providing an improved ability to integrate constructive simulations with Mission Command (MC) training, aligning the training environment to the operational environment at the Mission Training Complex (MTC). BCTC-

ES provides significant battle command capability enablers including: Network - Internal MTC

Wide Area Network (WAN), Local Area Network (LAN) additions and distribution to external

Tactical Operations Center (TOC) pads, classrooms, Local Training Areas and remote sites.

Radio-Wire Integration System - Links constructive player work cells and live TOCs across combat radio nets. MC Servers - Link MC white boxes into unit and HICON/EXCON TOC sets and interface with mobile operational TOC.

1.1.3.2 JLCCTC in PD CSS is the Army’s Full Spectrum Operations constructive simulation toolkit that supports institutional and operational training for the active and reserve components.

JLCCTC trains unit commanders and battle staff from battalion to echelon above Corps.

JLCCTC provides a common hardware platform for federation models, must interoperate within an LVC-IA to support Army and Joint exercises, and protects the current training capability while providing new and/or enhanced modeling and simulation.

1.1.3.3 OneSAF provides a Semi Automated Forces (SAF)/ Computer Generated Forces software product that enables Army user interoperability and reduces overall Army life cycle simulation costs through standardization. OneSAF supports analytical, research and development, training and operation activities across a wide range of Army systems, organizations and units.

1.2 This task order provides for technical assistance (SETA) to the PM SE which supports PdM

CSE, PdM OWT, PdM MedSim, and PD CSS in support of the assigned mission and tasks from

PM SE, PEO STRI, other U.S. Government agencies worldwide as well as state and local agencies. The SETA services will include, but not be limited to: administrative support, engineering support, program support e.g., the collection, validation, storage, and presentation of program information on behalf of the government Assistant Program Manager (APM); along with related activities in support of programs within the PM SE portfolio.
